The mobilization meeting for the first inspection team of the Group Party Committee to inspect the Party Committee of the Geophysical Exploration Institute was held.

Following the Group Party Committee’s unified deployment for inspection work, on April 14, the first inspection team of the Group Party Committee held a mobilization meeting in Chengdu to launch its inspection of the Party Committee of the Geophysical Exploration Institute. A total of 47 people attended the meeting, including members of the Institute’s leadership team, senior managers, mid-level cadres, representatives from some staff members, and representatives from retired employees. Prior to the meeting, the inspection team held a briefing session with the Institute’s top leaders to communicate and brief them on the relevant work arrangements.

At the mobilization meeting, Tu Xiaozhong, head of the Group’s Discipline Inspection and Supervision Team, member of the Group Party Committee, Secretary of the Discipline Inspection Commission, and deputy head of the Leading Group for Inspection Work, conveyed the spirit and requirements of the central government, the provincial party committee, and the Group Party Committee regarding inspection and巡察 work, and put forward specific requirements for cooperating effectively in the巡察 efforts. Huang Yong, head of the Group Party Committee’s巡察 team, briefed the participants on the巡察 tasks, work arrangements, and relevant requirements. Yu Changheng, deputy secretary of the Party Committee and general manager of the Geophysical Exploration Institute, chaired the meeting and delivered a statement expressing the institute’s commitment to fully support the巡察 work.


1. Comrade Tu Xiaozhong emphasized

First, we must elevate our political awareness and deeply recognize the significant importance of inspection and巡察 work. We should thoroughly study and implement General Secretary Xi Jinping’s important remarks on inspection work, as well as the relevant requirements issued by the Central Committee and the Provincial Party Committee regarding inspection and巡察 work. We must accurately grasp the strategic positioning of inspection and巡察 work, deeply understand the sixteen-character guideline—“identify problems, create deterrence, promote reform, and foster development”—and fully appreciate the necessity of conducting巡察 work within the Group. We must also highly recognize the authority and legitimacy of the Party Committee’s巡察 work within the Group.

Second, we must fully grasp the requirements of inspection and巡察 work and strive to enhance both the quality and effectiveness of such work. We should accurately identify key areas for oversight, align with the “four focuses,” and, based on actual conditions, thoroughly pinpoint political deviations. Adhering to a problem-oriented approach and highlighting the “key few,” we should promote the resolution of major and difficult issues as well as long-standing legacy problems, fully leveraging the role of inspection and巡察 in ensuring implementation and facilitating reform and development.

Third, it is essential to firmly establish the responsibility of both the inspection teams and the inspected units to “jointly address the same issues” and ensure the successful completion of inspection tasks. The Party leadership team and members of the Geophysical Exploration Institute must consciously submit themselves to inspection oversight, actively cooperate with the inspection teams in their work, truthfully and objectively reflect the situation and any existing problems, strictly abide by all work disciplines, strengthen two-way communication, and make scientific and coordinated arrangements to ensure that inspection efforts and production and operations are pursued simultaneously without compromising either.

 

2. Comrade Huang Yong’s requirements

First, we must elevate our political awareness and thoroughly study and implement the new requirements for inspection work in the new era. We must firmly anchor ourselves to the political core, closely align with the functional positioning of the Geophysical Exploration Institute, adhere to a problem-oriented approach, delve deeply into identifying political deviations, create a strong deterrent effect, and urge relevant personnel to earnestly fulfill their duties. We must always put the interests of the masses first and ensure that the outcomes of inspection work benefit the broad masses.

Second, we must emphasize political oversight and carry out supervision and inspection closely centered around the “four key focuses.” The primary areas of focus include ensuring the implementation of the “two safeguards,” fulfilling the “two responsibilities,” strengthening leadership team building and cadre development, ensuring that rectification responsibilities are effectively fulfilled, and assessing actual outcomes.

Third, we must strengthen our political responsibility and coordinate closely to jointly accomplish the inspection task. The Party Committee of the Geophysical Exploration Institute should enhance its awareness of voluntarily accepting supervision, regarding the acceptance of the inspection as a process for strengthening the “four consciousnesses” and practicing the “two safeguards.” It should collaborate closely with the inspection team to ensure that this inspection mission achieves tangible results.

 

3. Comrade Yu Changheng stated

The Group’s First Inspection Team has arrived at the Geophysical Exploration Institute to carry out inspection work. This inspection is not only a “comprehensive review” of all aspects of the institute’s operations, but also a “political health check” of the integrity and self-discipline of Party members and leading cadres, and even more so, a “diagnosis and assessment” of our commitment to strict Party governance in all respects. First, we must deepen our understanding, raise our political awareness, and resolutely implement the requirements of the inspection. We should integrate the inspection work with in-depth study and education on the spirit of the Central Committee’s Eight-Point Regulations, viewing it from the perspective of upholding political principles, adhering to rules, and observing discipline, and fully recognizing the profound significance of conducting this inspection. Second, we must organize meticulously and make careful arrangements, providing full cooperation with the inspection team. We need to ensure that personnel, materials, and coordination are all in place. Above all, we must prioritize operational management, effectively balancing cooperation with the inspection and the institute’s primary responsibilities and core tasks, thus achieving simultaneous progress and mutual reinforcement. Third, we must face problems squarely, make every effort to rectify them, and do a thorough job on the “second half” of the inspection process. By addressing identified issues, we will promote improvements in the leadership team and cadres’ thinking, organization, style, systems, and anti-corruption efforts. We will transform the inspection team’s requirements for all aspects of geophysical exploration into an unrelenting driving force for the institute’s ongoing reform and development.
