The Fourth Plenary Session of the 12th Provincial Discipline Inspection Commission of the Communist Party of China in Sichuan Province was held in Chengdu on January 14, 2025. Attending the session were 50 members of the Provincial Discipline Inspection Commission and 273 observers.

Wang Xiaohui, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, attended the meeting and delivered a speech. Leaders from the Provincial Party Committee, the Standing Committee of the Provincial People’s Congress, the Provincial Government, the Provincial Chinese People’s Political Consultative Conference, as well as the Provincial Court and the Provincial Procuratorate—including Shi Xiaolin, Tian Xiangli, and Yu Lijun—also attended the meeting.

The plenary session was chaired by the Standing Committee of the Provincial Discipline Inspection Commission. The session thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully carried out the spirit of the 20th National Congress of the Party as well as the outcomes of the Second and Third Plenary Sessions of the 20th Central Committee, and earnestly implemented the guiding principles of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection, especially the important speech delivered by General Secretary Xi Jinping. In accordance with the deployment requirements of the Provincial Party Committee, the session summarized the discipline inspection and supervision work conducted in 2024, laid out tasks for 2025, and reviewed and approved the work report titled “Deeply Promoting Party Conduct and Integrity Building and the Fight Against Corruption to Provide Strong Guarantees for Further Deepening Comprehensive Reform and Striving to Write a New Chapter for Sichuan’s Modernization with Chinese Characteristics,” presented by Comrade Liao Jianyu on behalf of the Standing Committee of the Provincial Discipline Inspection Commission.

The plenary session carefully studied and deeply understood the spirit of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection. All participants unanimously agreed that the important speech delivered by General Secretary Xi Jinping provided a profound analysis of the current situation in the fight against corruption, issued a firm call to the entire Party that the fight against corruption is an ongoing endeavor, and laid out strategic plans for providing strong guarantees—through new achievements in comprehensively enforcing strict Party governance—for advancing Chinese-style modernization. This speech has charted the course forward and offered crucial guidance for deepening comprehensive and strict Party governance, promoting clean governance within the Party, and intensifying the fight against corruption. The work report presented by Comrade Li Xi fully implemented the spirit of General Secretary Xi Jinping’s important speech, systematically outlining key tasks across eight major areas and clearly identifying priority tasks for high-quality development of discipline inspection and supervision work. In his speech, Comrade Wang Xiaohui put forward clear requirements for studying and implementing the spirit of the Central Commission for Discipline Inspection’s plenary session and for further advancing clean governance and anti-corruption efforts throughout the province. All participants unanimously expressed their commitment to effectively aligning their thinking and actions with the decisions and deployments of the Party Central Committee and the work requirements of the provincial Party committee, and to resolutely fight tough battles, protracted battles, and overall battles against corruption.

The plenary session pointed out that in 2024, under the strong leadership of the Central Commission for Discipline Inspection and the National Supervisory Commission as well as the provincial Party committee, discipline inspection and supervision agencies at all levels across the province deeply studied and understood General Secretary Xi Jinping’s important thoughts on the Party’s self-revolution, thoroughly implemented the guiding spirit of Comrade Li Xi’s research tour to Sichuan, and adhered to the working principles of staying the course, maintaining momentum, strengthening internal capabilities, and improving quality and efficiency. By firmly seizing the initiative and resolutely taking the lead, they vigorously promoted the deepening of efforts to rectify conduct, enforce discipline, and combat corruption, thereby fully demonstrating and releasing the remarkable achievements of discipline inspection and supervision work across the province. Focusing on major decisions and deployments, they strengthened political oversight, firmly upheld the “Two Establishments,” and resolutely practiced the “Two Safeguards.” By integrating case investigations with the comprehensive promotion of the “Three No Corruptions,” they made every effort to eliminate the soil and conditions conducive to corruption. They insisted on addressing party spirit, party style, and party discipline together, guiding Party members and cadres to enhance their awareness of discipline. Employing unconventional measures, they carried out concentrated rectifications targeting unhealthy tendencies and corruption issues close to the people, thus helping to address the urgent, difficult, and troubling concerns of the masses. Deepened political inspections, enhancing the quality and effectiveness of inspection and巡察 oversight. Further advanced reform of the discipline inspection and supervision system, continuously strengthening the supervisory network and reinforcing grassroots-level oversight. Adhering to the principle that managing work means managing cadres and tackling tasks means building teams, they consolidated the achievements of thematic education and educational rectification. While acknowledging the accomplishments, the session also conducted a realistic and factual analysis of existing problems in the province’s discipline inspection and supervision work as well as in cadre development, calling for more vigorous and concrete measures to address these issues.

The plenary session emphasized that disciplinary inspection and supervision agencies at all levels across the province must consistently regard aligning thinking with the Party’s political consciousness as a fundamental requirement, and remain steadfastly committed to ongoing efforts. They must uphold benchmarking and alignment as a political discipline, thoroughly comparing and calibrating themselves against established goals, guiding principles, and specific methods and measures. They must also regard rigorous implementation as a crucial political test—planning meticulously according to rules and procedures, promoting progress in a strong, orderly manner, and driving implementation through innovation and creativity.

The plenary session proposed that, in carrying out the discipline inspection and supervision work for the province in 2025, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Party as well as the Second and Third Plenary Sessions of the 20th Central Committee, and deeply study and apply General Secretary Xi Jinping’s important thoughts on Party building and his important thoughts on the Party’s self-revolution. We should promote the implementation of General Secretary Xi Jinping’s series of important instructions on Sichuan’s work, firmly uphold the “Two Establishments,” and resolutely practice the “Two Safeguards.” In accordance with the arrangements made at the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection and the successive plenary sessions of the Provincial Party Committee’s 12th Term, we must persist in governing and administering the Party with a reform-minded approach and stringent standards, earnestly fulfill the political responsibility for comprehensively enforcing strict Party governance, continuously improve the comprehensive system for strict Party governance, deepen efforts to rectify conduct, enforce discipline, and combat corruption, and steadily advance the high-quality development of discipline inspection and supervision work across the province in the new era and on the new journey. By achieving new and greater successes in comprehensively enforcing strict Party governance, we will provide strong guarantees for energetically writing a new chapter for Sichuan’s modernization along Chinese characteristics.

First, we must intensify political oversight by focusing on practical implementation. Taking the upholding of the “Two Establishments” and the practice of the “Two Safeguards” as our fundamental tasks, we will continue to promote the concretization, precision, and normalization of political oversight. We will integrate political oversight into the formulation and implementation of major development strategies, important policy initiatives, and key project tasks, using high-quality oversight to drive highly effective implementation.

Second, we will promote the integrated and thorough approach to strengthening Party conduct and fighting corruption. We will take case handling as the driving force to advance the joint investigation of misconduct and corruption, relentlessly implement the spirit of the Central Committee’s Eight-Point Regulation, and rigorously address issues such as violations committed in defiance of regulations, hidden and evolving forms of misconduct, serious disruptions to market order, and excessive burdens placed on grassroots levels. We will resolutely tackle corruption in sectors including finance, state-owned enterprises, energy, fire protection, tobacco, pharmaceuticals, higher education institutions, sports, development zones, construction projects, and tendering and bidding processes. We will deepen the practice of investigating both bribery and corruption offenses simultaneously and severely crack down on political fraudsters. By adopting a systematic approach to governance, we will achieve coordinated management of misconduct and corruption, carry out in-depth monitoring, early warning, and evaluation of the political ecosystem, and strengthen oversight and early warning mechanisms targeting situations where spouses, children, and their spouses of leading cadres engage in unauthorized business activities or run enterprises. We will advance the “three no-corruption” measures in an integrated manner to enhance the effectiveness of joint investigations and governance, and firmly prevent the evolution of misconduct into corruption.

Third, we will comprehensively accelerate and deepen digital empowerment. We will focus on achieving full digital empowerment across all core business areas, enhancing the levels of “online one-stop services,” “digital case handling,” and “intelligent support.” At the provincial level, we will promote big-data oversight as a unified, coordinated effort, explore and implement “embedded” digital oversight, and speed up the advancement of digital oversight in areas directly related to people’s livelihoods. Adhering to comprehensive planning and phased implementation, we will gradually build a digital discipline inspection and supervision system with Sichuan characteristics.

Fourth, we must firmly shoulder responsibilities and deepen disciplinary development. We will continue to expand upon the achievements of Party discipline learning and education, comprehensively leveraging the Party’s disciplinary education in terms of constraint, safeguarding, and motivation. We will always uphold precision as our fundamental value orientation, correctly apply policies and strategies, and ensure precise identification of violations and enforcement of discipline. By focusing on the “two responsibilities,” we will set the overall direction and drive deepened collaboration among all responsible entities.

Fifth, we must maintain unwavering focus and deepen efforts to strengthen grassroots-level work. We will continue to tackle misconduct and corruption issues that directly affect the people, ensuring that problems at the grassroots level are resolved by grassroots Party organizations themselves. We will further intensify efforts to address prominent issues in “school meals” and the management of rural collective “three assets.” We will also carry out special rectifications targeting key problems in the use of funds for rural revitalization, the management of medical insurance funds, and elderly care services. Moreover, we will steadily advance the special campaign to combat corruption and disorderly practices in the funeral and burial sector.

Sixth, deepen inspection and巡察 work with precision and effectiveness. Closely focus on power and responsibility, the “principal leader” and leading teams, as well as issues strongly reported by the public, to identify problems more precisely and promote effective resolution of these issues. Fully advance inspection and巡察 efforts targeting villages (and communities). Conduct “look-back” reviews on the implementation of rectifications identified during provincial Party committee inspections and evaluate the effectiveness of these rectifications, ensuring solid follow-up work is carried out.

Seventh, focus on key areas to drive comprehensive reform and innovation. Taking enhancing systematicness, synergy, and effectiveness as our main focus, we will deepen the reform of internal institutions and resident oversight agencies within the discipline inspection and supervision commissions, and further strengthen the coordinated integration of the “four types of oversight.” We will steadily advance the construction of “Integrity Mabian” and “Integrity Leibo,” using high-quality grassroots oversight to promote efficient grassroots governance.

Eighth, we must deepen the building of an iron army characterized by strictness and pragmatism. We will earnestly carry out the “Year of Standardizing, Legalizing, and Regularizing Discipline Inspection and Supervision Work” campaign, implement the three-year action plan for strengthening organizational development to high standards, and continuously uphold the political integrity of discipline inspection and supervision agencies. We will comprehensively and rigorously prevent and address the issue of “darkness under the lamp,” ensuring that we remain upright and廉洁 ourselves so as to stay strong and capable.

The plenary session calls for closer unity around the Party Central Committee with Comrade Xi Jinping at its core, and under the strong leadership of the Central Commission for Discipline Inspection, the National Supervisory Commission, and the provincial Party committee. We must steadfastly maintain strategic resolve and uphold an unwavering high-pressure stance, pressing forward without pause or retreat, and wholeheartedly promote high-quality development of discipline inspection and supervision work across the province. This will provide a solid guarantee for further deepening reform in a comprehensive manner and energetically writing a new chapter for Sichuan’s modernization with Chinese characteristics!
