On January 14, the Fourth Plenary Session of the 12th Discipline Inspection Commission of the Communist Party of China in Sichuan Province was held in Chengdu. Wang Xiaohui, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, attended the meeting and delivered a speech. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important thoughts on Party building and his important thoughts on the Party’s self-revolution, fully carry out the spirit of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection, and consistently uphold the spirit of reform and strict standards in governing the Party. We must promote simultaneously efforts to ensure that officials dare not be corrupt, cannot be corrupt, and have no desire to be corrupt, and unswervingly push forward the building of Party conduct and integrity as well as the fight against corruption, thereby providing strong guarantees for writing a new chapter of Chinese-style modernization in Sichuan.

Shi Xiaolin, Deputy Secretary of the Provincial Party Committee and Governor, Tian Xiangli, Chairperson of the Provincial Political Consultative Conference, and Yu Lijun, Deputy Secretary of the Provincial Party Committee and Secretary of the Political and Legal Committee, attended the meeting.

In his speech, Wang Xiaohui pointed out that General Secretary Xi Jinping’s important address at the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection fully affirmed the new progress and achievements made over the past year in comprehensively enforcing strict Party governance. From the strategic perspective of fulfilling the Party’s missions and tasks in the new era and on the new journey, the speech profoundly grasped the fundamental principles underlying the fight against corruption with a broad historical vision, conducted a thorough analysis of the situation facing this struggle, and laid out specific arrangements and deployments to provide strong guarantees for Chinese-style modernization through new and greater achievements in comprehensively enforcing strict Party governance. The speech also provided profound answers to the questions of “how we should view” and “how we should act” in advancing the Party’s self-revolution, thereby charting the course forward and offering fundamental guidance for deepening and strengthening comprehensive and strict Party governance. All Party organizations at various levels across the province and the vast number of Party members and cadres must earnestly align their thinking and actions with the decisions and deployments of the Party Central Committee, especially with the spirit of the General Secretary’s important speech. They must further deepen their understanding of the decisive significance of the “two establishments,” more firmly uphold the “two safeguards,” consistently maintain the tenacity and determination to keep fighting corruption without letup, and unswervingly push forward the comprehensive and strict governance of the Party toward deeper and broader development.

Wang Xiaohui pointed out that over the past year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the provincial party committee has resolutely implemented the principle of exercising full and strict governance over the Party, firmly used the Party’s innovative theories to unite hearts and forge souls, carried out solid Party discipline education and training, deepened efforts to rectify conduct, enforce discipline, and combat corruption, vigorously tackled formalism and bureaucracy to relieve burdens and reduce red tape at the grassroots level, focused on addressing misconduct and corruption issues affecting the people directly, simultaneously strengthened efforts to promote reform and governance through specific cases, deepened the building of a culture of integrity, and encouraged Party members and cadres to take responsibility and act decisively. As a result, a sound political environment has continued to consolidate and develop. At the same time, we must clearly recognize that the situation in our province’s fight against corruption remains severe and complex: existing corruption has yet to be fully eradicated, new cases continue to emerge, and we still need to step up our efforts to comprehensively advance the goals of making corruption unaffordable, impossible, and unthinkable. Faced with new situations, new tasks, and new requirements, we must always maintain strategic resolve and an unwavering high-pressure stance in promoting clean governance, enforcing discipline, and combating corruption; we must push forward the implementation of the political responsibility for comprehensive and strict governance over the Party; we must further improve the system for comprehensive and strict governance over the Party; and we must deepen integrated efforts to uphold good conduct, enforce discipline, and combat corruption. We must resolutely win the tough, protracted, and overall battle against corruption.

Wang Xiaohui pointed out that we must continue to strengthen the Party’s political development. We should consolidate the ideological foundation, thoroughly implement the Plan for Solidifying Hearts and Forging Souls through Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and firmly use the Party’s innovative theories to arm our minds, guide our practice, and advance our work. We must nurture a sound political environment by further enforcing rigorous political life within the Party, strictly upholding political discipline and rules, and absolutely prohibiting the “seven practices.” We should encourage all Party members and cadres to always remain politically clear-headed and honest. We must strengthen political oversight, making the implementation of major decisions and deployments of the Party Central Committee and the important instructions and directives of General Secretary Xi Jinping key priorities. Focusing on the implementation of major national strategies and the provincial party committee’s development strategies, we should further refine the supervision and guarantee mechanisms to ensure that all directives are implemented accurately and without compromise.

Wang Xiaohui pointed out that we must better leverage the Party’s disciplinary education to inspire and motivate. We should use education to foster self-awareness, adhering to a combination of regular and concentrated educational efforts, consolidating and expanding the achievements of Party discipline learning and education, and encouraging Party members and cadres to persistently study, understand, clarify, and abide by Party discipline, thereby continuously enhancing their disciplinary awareness. We should strengthen constraints through strict enforcement of discipline, consistently upholding discipline as the priority, addressing issues early and at their smallest scale, and preventing minor problems from escalating. We must urge Party members and cadres to constantly hold themselves accountable against the standards set by Party rules and discipline. We should promote action through taking responsibility, integrating strict management and supervision with encouragement of taking initiative. We will unequivocally stand by those who take responsibility and hold accountable those who are responsible, further emphasizing a focus on practical results and real achievements, and motivating Party members and cadres to devote themselves wholeheartedly to work and entrepreneurship while strictly complying with rules and discipline.

Wang Xiaohui pointed out that we must continue to exert sustained efforts to simultaneously investigate and address both corruption and misconduct. We should integrate efforts to uphold integrity and combat corruption, relentlessly implement the spirit of the Central Committee’s Eight-Point Regulation, strictly punish violations committed in defiance of these regulations, make great efforts to tackle formalism and reduce burdens on the grassroots level, thoroughly investigate and root out corruption hidden behind the “Four Winds,” and focus particularly on key issues, key areas, and key individuals, accurately identifying and promptly addressing new forms of corruption as well as covert corruption. We must insist on investigating both bribery and the offering of bribes together, pay close attention to simultaneously purifying the political ecosystem and optimizing the development environment, and promote the establishment of a new type of government-business relationship characterized by closeness and integrity. We should also adhere to the principle of promoting investigation and governance in tandem, carry out in-depth reforms and improvements based on specific cases, further refine mechanisms for restraining and supervising the allocation and operation of power, continuously address deep-seated problems, and better achieve a situation free from malpractice and marked by upright conduct.

Wang Xiaohui pointed out that we must thoroughly address unhealthy practices and corruption issues affecting the people’s daily lives. We must continue to crack down on “fly-level corruption and ant-like graft,” severely punishing acts such as embezzlement, misappropriation, withholding and diverting funds, falsifying claims for benefits, and extortion. We must resolutely cut off the “black hands” reaching into the interests of the masses. We should systematically tackle prominent problems in areas related to people’s livelihoods, ensuring that the people feel a greater sense of gain. Furthermore, we must strengthen grassroots supervision, making every effort to build a grassroots supervisory system that is systemically integrated, scientifically standardized, centrally coordinated, and highly efficient, thereby better addressing the urgent, difficult, and troubling concerns of the people.

Wang Xiaohui pointed out that we must further strengthen the political responsibility for governing and administering the Party. Party committees (Party groups) at all levels should ensure that党风廉政建设 (integrity and anti-corruption efforts) are planned, deployed, promoted, and implemented in tandem with their regular business operations. They should enhance their leadership over discipline inspection and supervision work, and step up routine oversight and comprehensive management of Party members and cadres. Party committee (Party group) secretaries must earnestly shoulder their primary responsibility, while other leading Party members and cadres must conscientiously fulfill their “dual responsibilities” for their respective posts, ensuring that every front and every link in the work is tackled thoroughly and effectively.

Wang Xiaohui pointed out that the discipline inspection and supervision agencies are a vital force in advancing the Party’s self-revolution. They must continue to uphold the spirit of struggle, fearlessly confront major right-and-wrong issues, and dare to draw swords when necessary. In promoting sound conduct, enforcing discipline, and fighting corruption, they should take the lead and charge ahead, strictly perform their duties and responsibilities in accordance with regulations, discipline, and law, and unflinchingly safeguard the interests of the Party and the people. We must remain steadfast in strengthening ourselves, continuously deepen the reform of the discipline inspection and supervision system, consolidate and expand the achievements of thematic education and rectification efforts, adhere to the combination of empowerment and oversight, enforce rigorous education, management, and supervision, and build an iron army of discipline inspection and supervision officials who are loyal, clean, responsible, and courageous and skilled in fighting.

The first plenary session of the conference was held via videoconference, connecting all cities and prefectures. Liao Jianyu, a member of the Standing Committee of the Provincial Party Committee, Secretary of the Provincial Discipline Inspection Commission, and Director of the Provincial Supervisory Commission, chaired the meeting and delivered a work report on behalf of the Standing Committee of the Provincial Discipline Inspection Commission at the second plenary session. Leaders from the Provincial Party Committee, the Standing Committee of the Provincial People’s Congress, the Provincial Government, and the Provincial Chinese People’s Political Consultative Conference, as well as the President of the Provincial Court, the Procurator-General of the Provincial Procuratorate, responsible officials from various provincial departments and units, central government agencies based in Chengdu, provincial-level scientific research institutions, universities, state-owned enterprises, and Party groups (Party committees) of hospitals, attended the conference at the main venue.
