The Party Central Committee has decided to launch in-depth study and education throughout the Party on thoroughly implementing the spirit of the Party’s Eight-Point Regulation.

On the 12th, the Leading Group for Party Building under the CPC Central Committee held a meeting to study and implement the important speech and instructions of General Secretary Xi Jinping on thoroughly carrying out the spirit of the CPC Central Committee’s Eight-Point Regulation, and to deliberate on and deploy related study and education efforts. Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the Leading Group for Party Building under the CPC Central Committee, presided over the meeting and delivered a speech. Li Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the Leading Group for Party Building under the CPC Central Committee, attended the meeting and delivered a speech.

The meeting pointed out that the Party Central Committee has decided to launch, throughout the Party, from after the Two Sessions in 2025 until July, an in-depth study and education campaign aimed at thoroughly implementing the spirit of the Party’s Eight-Point Regulation. General Secretary Xi Jinping attaches great importance to this initiative; he personally planned and determined the theme of the study and education campaign, delivered important speeches, and issued crucial instructions, thereby providing clear guidance for carrying out this campaign. Recently, the General Office of the CPC Central Committee issued the “Notice on Launching an In-depth Study and Education Campaign throughout the Party to Thoroughly Implement the Spirit of the Party’s Eight-Point Regulation.” We must deeply study and implement the important speeches and crucial instructions delivered by General Secretary Xi Jinping, earnestly carry out the requirements set forth in the Notice, profoundly grasp the decisive significance of the “Two Establishments,” firmly uphold the “Two Safeguards,” and effectively align our thinking and actions with the decisions and deployments of the Party Central Committee.

The meeting emphasized that conducting in-depth study and education on the spirit of the Central Committee’s Eight-Point Regulation is an important measure for consolidating and deepening the achievements of thematic education and Party discipline education, and for further advancing the comprehensive and strict governance of the Party. It is also an inevitable requirement for strengthening the relationship between the Party and the people, as well as between Party members and cadres, and for solidifying the Party’s ruling foundation. Moreover, it serves as a powerful guarantee for promoting Chinese-style modernization. We must fully recognize the significance of this study and education, and educate and guide Party members and cadres to persistently implement the spirit of the Central Committee’s Eight-Point Regulation, continuously improve the Party’s work style, ensure that all decisions and deployments of the Party Central Committee are effectively carried out, and contribute our wisdom and strength to advancing Chinese-style modernization.

The meeting pointed out that we must focus on the central theme, emphasize practical results, and promote learning, inspection, and rectification in a coordinated manner. We should deeply study General Secretary Xi Jinping’s important remarks on strengthening the Party’s work style as well as the spirit of the Central Committee’s Eight-Point Regulation and its detailed implementation rules. We need to systematically summarize the achievements and experiences gained since the 18th National Congress of the CPC in thoroughly implementing the spirit of the Central Committee’s Eight-Point Regulation. We must comprehensively and thoroughly identify existing problems in implementing the spirit of the Central Committee’s Eight-Point Regulation and its detailed implementation rules, strengthen warning education based on actual conditions, steadily advance targeted rectifications, and make targeted improvements to relevant systems and regulations. We must adhere to open and transparent education, voluntarily accept supervision and evaluation from the masses, and ensure that our learning is of high quality, our inspections are rigorous, and our rectifications yield tangible results.

The meeting emphasized that Party committees (Party groups) at all levels must assume overall responsibility for study and education—taking the lead in conducting their own study and education while also earnestly shouldering their principal responsibilities. We must adhere to categorized guidance and promote the effective resolution of problems. Special attention should be given to the study and education of newly promoted officials, young officials, and officials in key positions. We must fully leverage the guiding role of the Party groups (Party committees) of the competent authorities within various sectors and systems in overseeing study and education within their respective fields. We must firmly guard against formalism, resolutely reject superficial compliance and perfunctory attitudes, and firmly prevent the phenomenon of “two sets of books.” We should place great emphasis on publicity and guidance to ensure that study and education are carried out in an orderly and effective manner.
