On the afternoon of July 29, the Standing Committee of the Provincial Party Committee held an (expanded) meeting to specifically convey and study the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Sichuan Province, and to deliberate and deploy work on studying, publicizing, and implementing these instructions in our province. The meeting reviewed the “Overall Plan for Studying, Publicizing, and Implementing the Important Instructions Delivered by General Secretary Xi Jinping During His Inspection Tour of Sichuan Province” and the “Opinions on Deepening Study and Implementation of the Important Instructions Delivered by General Secretary Xi Jinping During His Inspection Tour of Sichuan Province to Further Elevate Sichuan’s Governance and Development in the New Era.” Wang Xiaohui, Secretary of the Provincial Party Committee, presided over the meeting and delivered a speech.

  

The meeting pointed out that General Secretary Xi Jinping has consistently attached great importance to Sichuan’s work and shown heartfelt concern for the people of Sichuan. Since the 18th National Congress of the Party, he has visited Sichuan many times to inspect and provide guidance. This visit to Sichuan marks his second inspection and guidance trip to the province in just over a year. During this visit, he went deep into the grassroots level in Guangyuan and Deyang to gain firsthand understanding of how Sichuan is implementing the spirit of the 20th National Congress of the Party and promoting high-quality economic and social development. At Cuiyun Corridor, he offered earnest and heartfelt instructions on protecting natural heritage and strengthening ecological civilization; at Sanxingdui, he repeatedly emphasized the importance of bolstering cultural confidence and carrying forward Chinese civilization, imbued with profound implications. He also made special arrangements to listen to reports on Sichuan’s work and delivered an important speech. Prior to the opening ceremony of the Chengdu Universiade, the General Secretary held bilateral talks separately with foreign heads of state and dignitaries who had come to China to attend the opening ceremony and pay visits. In these talks, he put forward a series of new ideas, propositions, and initiatives that are distinctly Chinese, meet international expectations, and align with the trends of our times. He also introduced Sichuan’s situation on multiple occasions and repeatedly praised Sichuan’s work. This visit to Sichuan and participation in related events of the Chengdu Universiade represent a milestone event in Sichuan’s reform and development process. They are of great significance for us to thoroughly implement the spirit of the 20th National Congress of the Party and strive to write a new chapter for Sichuan’s modernization with Chinese characteristics; for accurately grasping the Party Central Committee’s strategic plan for high-level opening-up and promoting Sichuan’s role as a strategic hub for westward opening and a new base for participating in international competition; and for better implementing the Party Central Committee’s decisions and deployments on conducting thematic education, ensuring that thematic education in our province goes deeper and achieves practical results. All Party organizations at various levels across the province and the vast number of Party members and cadres must stand at a political and holistic perspective, deeply understand the decisive significance of the “Two Establishments,” resolutely uphold the “Two Safeguards,” fully recognize the great significance of the General Secretary’s visit to Sichuan and his participation in the Chengdu Universiade-related activities, always keep his care in mind, live up to his trust, and forge ahead with gratitude. We must push Sichuan’s governance and rejuvenation to a new level in the new era, strive to write a new chapter for Sichuan’s modernization with Chinese characteristics, and ensure that we continue marching forward boldly in the direction indicated by the General Secretary.

 

The meeting pointed out that the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Sichuan are broad in vision, profound in thought, and highly focused. They represent the latest development of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era—specifically, the “Sichuan chapter”—and constitute the most authoritative, insightful, and powerful scientific guidance for advancing the cause of governing and revitalizing Sichuan in the new era. All levels across the province must accurately grasp the rich connotations, core essence, and practical requirements of these instructions, study and understand them in conjunction with the spirit of the 20th National Congress of the Party and the series of important instructions issued by the General Secretary on Sichuan’s work since the 18th National Congress, and fully implement them as a whole. We must firmly use these instructions to provide overarching guidance for all aspects of Sichuan’s work. We must deeply understand and grasp the General Secretary’s encouragement and affirmation of Sichuan’s work. Turn the General Secretary’s encouragement and urging into a powerful driving force for taking responsibility, getting things done, and starting businesses. Firmly maintain confidence, seize the momentum, consolidate the positive development trend, and strive to do an even better job in Sichuan’s work. We must deeply understand and grasp the historic mission entrusted to Sichuan by the General Secretary. Further grasp our strategic position and mission from the perspective of the nation’s overall situation; based on reality, clearly define our development approach and priority areas; integrate the implementation of the new development philosophy, serving and integrating into the new development paradigm, and promoting common prosperity into every aspect and stage of economic and social development. Firmly advance high-quality development, and strive to achieve new breakthroughs in enhancing scientific and technological innovation capabilities, building a modern industrial system, promoting rural revitalization, and strengthening ecological and environmental governance. Step by step, turn the grand blueprint outlined for Sichuan by the General Secretary into a beautiful reality. We must deeply understand and grasp the General Secretary’s important requirements for promoting the construction of the Chengdu-Chongqing Twin-City Economic Circle. We will continue to regard the construction of the Chengdu-Chongqing Twin-City Economic Circle as the overarching strategic driver, firmly anchoring ourselves to the goal of “one pole, one source, two centers, and two regions.” We will further deepen all-round cooperation between Sichuan and Chongqing, promote coordinated regional development, strengthen our economic capacity and radiating influence, enhance our capabilities in attracting and pooling innovative resources and facilitating their transformation, bolster our functions as a hub for integrated reform and an open gateway, and reinforce our roles in absorbing population and providing comprehensive services. By doing so, we will build this region into a strategic high ground for westward opening and a new base for participating in international competition, and swiftly transform it into a vital growth pole and a new engine driving high-quality development in the western region.

 

The meeting pointed out that, We must deeply understand and grasp the General Secretary’s important requirement to simultaneously exert efforts in promoting scientific and technological innovation and in transforming scientific and technological achievements into practical applications. Fully leverage the advantages of our province as a major hub for science and education, simultaneously focusing on both technological innovation and the commercialization of scientific and technological achievements. Accelerate the development of a science and technology innovation center with national influence, and make due contributions to the nation’s efforts to achieve self-reliance and strength in science and technology. We must deeply understand and grasp the General Secretary’s important requirements for precisely focusing our efforts on building a modern industrial system. Fully implement the decisions and arrangements made at the Third Plenary Session of the 12th Provincial Party Committee, and focus on building a modern industrial system supported by the real economy, thereby continuously strengthening the solid foundation for Sichuan’s modernization drive. We must deeply understand and grasp the General Secretary’s important requirements for making comprehensive efforts to advance rural revitalization. Vigorously implement the rural revitalization strategy, consolidate and expand the achievements made in poverty alleviation, and better shoulder the responsibility of ensuring stable production and supply of important agricultural products such as grain, live pigs, and oilseeds. We will build a “Tianfu Granary” of a higher standard for the new era, further enhancing the golden reputation of this major agricultural province. At the same time, we will regard new-type urbanization as a key driving force for rural revitalization, accelerate the development of a new type of urban-rural relationship characterized by cities leading rural areas and industry promoting agriculture, and continuously improve the well-being of both urban and rural residents. We must deeply understand and grasp the General Secretary’s important requirements to continue making sustained efforts in strengthening the ecological barrier along the upper reaches of the Yangtze and Yellow Rivers. We must earnestly shoulder the significant political responsibility of safeguarding national ecological security, adhere to the integrated protection and systematic governance of mountains, rivers, forests, farmland, lakes, grasslands, and deserts, fight the battles for blue skies, clean waters, and pristine soils to even higher standards, accelerate the construction of a beautiful Sichuan, and do a superb job in advancing ecological civilization. In doing so, we will ensure that future generations inherit the lush green mountains, clear waters, blue skies, and pure lands of the Bashu region.

 

The meeting pointed out that, We must deeply understand and grasp the General Secretary’s important requirements on coordinating development and security. Firmly establish a bottom-line mindset and enhance our sense of potential risks. Actively and prudently address risk factors and hidden dangers in key areas, systematically improve our capacity for disaster prevention, mitigation, and relief in areas such as earthquakes, floods, fires, droughts, and mudslides, and earnestly ensure safe production practices. We must resolutely prevent and curb the occurrence of serious and particularly major safety accidents, thereby safeguarding the lives and property of the people. We must deeply understand and grasp the General Secretary’s important requirements regarding thematic education. With a strong sense of political responsibility, we must carry out the final month-plus of work for the first batch of thematic education. We should stick to letting facts speak for themselves, openly conduct evaluations, and invite public feedback. We need to comprehensively review the effectiveness of theoretical study, investigative research, promoting development, identifying and rectifying problems, and strengthening the education and rectification of our cadre teams. We must continue to tackle in earnest the prominent issues of formalism and bureaucracy. We should hold high-quality special democratic life meetings for leading bodies and organizational life meetings for grassroots Party organizations, ensuring that we achieve tangible results in forging our souls through study, enhancing our wisdom through study, correcting our style through study, and boosting our actions through study.

 

The meeting pointed out that studying, publicizing, and implementing the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Sichuan Province is a crucial political task for the entire province both now and in the period ahead. All localities and departments must earnestly strengthen organizational leadership, promptly arrange study and discussion sessions for Party members and cadres, intensify publicity and education efforts, and swiftly set off a vigorous upsurge of learning, publicity, and implementation across the province. We must deepen our research on key issues, focusing on the historic mission entrusted to Sichuan by the General Secretary, the major tasks he has clearly defined, and the important requirements he has put forward. Further enhance our research and reflection on these critical issues, and continuously refine our thinking and measures for advancing the cause of governing Sichuan and revitalizing the province. We must also strengthen supervision and inspection, incorporating the implementation of the General Secretary’s important instructions into the “ledger” of supervisory and enforcement work and making it a key focus of inspection and巡察 oversight. Further reinforce follow-up and effectiveness assessment, and conduct timely “look-back” reviews to ensure that the General Secretary’s important instructions are fully and accurately implemented in Sichuan.

 

The meeting was attended by the head of the Central 12th Guidance Group for Thematic Education, members of the Provincial Party Committee Standing Committee, leaders from the Provincial People’s Congress Standing Committee, the Provincial Government, and the Provincial Chinese People’s Political Consultative Conference (CPPCC), relevant provincial-level officials, principal officials from the Chengdu Municipal People’s Congress Standing Committee, the Municipal Government, and the Municipal CPPCC, as well as responsible officials from provincial-level departments directly under the province.
