Wang Xiaohui presided over a special study session of the provincial party committee’s theoretical study group and emphasized:
Further deepen understanding and grasp the unified ideological consensus.
Step by step, we will turn the grand blueprint drawn up by the General Secretary for Sichuan into a beautiful reality.
On August 8, the provincial Party committee’s theoretical study group held a special study session to focus on studying and discussing the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Sichuan. The session was chaired by Wang Xiaohui, Secretary of the Provincial Party Committee, who took the lead in sharing his insights and experiences. He emphasized that we must further deepen our understanding and grasp of these instructions, unify our thinking and awareness, and truly transform the heartfelt expectations of our leader into a powerful driving force for our work. We should steadily and step by step turn the grand blueprint outlined by the General Secretary for Sichuan into a beautiful reality.
Before the meeting, members of the provincial Party committee’s theoretical study group diligently engaged in self-study around the learning theme and wrote reflections and insights. During the meeting, everyone took turns sharing their thoughts and experiences, drawing on both their ideological understanding and practical work experience.
The meeting pointed out that the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Sichuan take into account both the domestic and international contexts, deeply reflect on China’s overall development trends and Sichuan Province’s specific realities. They not only clearly define the historical position of our country in the new era and new journey, the epochal mission we must shoulder, and the major tasks we are called upon to accomplish, but also clearly outline the overarching requirements, key priorities, breakthrough paths, and specific goals for doing a good job in Sichuan. These instructions are highly precise in diagnosis and remarkably targeted, charting a grand blueprint tailored specifically to the cause of governing and revitalizing Sichuan. These important instructions are consistent with and organically unified with the series of instructions and requirements issued by the General Secretary on Sichuan’s work since the 18th National Congress of the Party; they represent the most authoritative, profound, and powerful scientific guidance for Sichuan’s work. We must accurately grasp the rich implications, core essence, and practical requirements of the General Secretary’s important instructions during his inspection tour of Sichuan, study them thoroughly, adhere to them over the long term, and implement them fully, ensuring that the General Secretary’s important instructions and requirements take root, blossom, and bear fruit on the land of Bashu.
The meeting pointed out that the profound significance of General Secretary Xi Jinping’s inspection tour to Sichuan should not only be viewed from the perspective of advancing Sichuan’s development and revitalizing the province, but also deepened and grasped with an even broader vision. The General Secretary attended the opening ceremony of the Chengdu Universiade and held a series of home-field diplomatic events, clearly articulating China’s path, promoting win-win cooperation, and repeatedly introducing the conditions of Sichuan and Chengdu. He warmly invited foreign guests to stroll through the streets of Chengdu, experience its vibrant atmosphere, and share in the myriad facets of Chinese-style modernization. In particular, his profound elaboration on China’s firm commitment to further expanding opening-up and its dedication to building a community with a shared future for mankind once again clearly articulated to the world China’s stance and attitude on “Why China.” At the winding Cuicloud Corridor of Gubei and the dazzling, mysterious Sanxingdui archaeological site, the General Secretary issued important instructions on protecting natural heritage and carrying forward Chinese civilization. Every earnest word he spoke reflected his profound contemplation on the sustainable development of the Chinese nation, further illuminating from the perspectives of ecological protection, historical culture, and civilizational inheritance the historical roots and civilizational orientation behind “Why China.” Filled with high expectations and great trust in Sichuan’s work, the General Secretary has both positioned himself at the level of “national priorities” when planning strategies for developing and revitalizing Sichuan, and grounded his thinking in Sichuan itself while considering the grand blueprint of Chinese-style modernization. This fully demonstrates the People’s Leader’s far-reaching considerations on “Why China.” We must stand at the height of politics and the overall situation, deeply grasp the rich implications of the General Secretary’s important instructions, firmly use them to guide all undertakings related to developing and revitalizing Sichuan, gain an even deeper understanding of the decisive significance of the “Two Establishments,” more resolutely safeguard and closely follow the core leadership, and more consciously ground ourselves in Sichuan while serving the larger national interest, continuously demonstrating new vigor and achieving new accomplishments on the new journey ahead.
The meeting pointed out that the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Sichuan have endowed Sichuan with a new strategic positioning and a significant mission for our times. We must unswervingly move forward in the direction indicated by the General Secretary. While listening to reports on Sichuan’s work, the General Secretary provided profound insights into fully studying and implementing the spirit of the 20th National Congress of the Party, putting forward the crucial requirements of “three firm grasps,” “three integrations,” and “four transformations.” These requirements offer us powerful guidance for thoroughly implementing the strategic plans laid out at the 20th National Congress. Building on this foundation, the General Secretary has placed Sichuan within the broader strategic framework of smoothing both domestic and international dual circulations and opening up a new phase of high-quality development for China. This has given Sichuan a new positioning, set new goals, and assigned it a new mission, enabling us to gain a clearer understanding of the relationship between promoting Sichuan’s high-quality development and serving the country’s overall development strategy, as well as making greater contributions as a major economic province. It can be said that the requirements are higher, the responsibilities are heavier, and the mission we shoulder is all the more glorious. We must firmly grasp our new positioning, new goals, and new mission, comprehensively understand and earnestly implement them in conjunction with the spirit of the 20th National Congress and the series of important instructions issued by the General Secretary on Sichuan’s work since the 18th National Congress. We must go all out to boost the economy and advance construction, unswervingly promote high-quality development, and strive to write a new chapter of Chinese-style modernization for Sichuan.
The meeting pointed out that General Secretary Xi Jinping’s important instructions during his inspection tour of Sichuan are highly targeted and practical for Sichuan’s development. We must implement these instructions item by item, ensuring tangible results at the end stage. The General Secretary emphasized “four key areas of effort” in guiding Sichuan’s work, clearly identifying the strategic priorities and critical focal points that we must firmly grasp to promote Sichuan’s high-quality development. This fully reflects his profound insight into Sichuan’s specific conditions and his systematic understanding of the laws governing modernization. The concept of “making simultaneous efforts” profoundly elucidates the intrinsic relationship between scientific and technological innovation and the commercialization of research findings—how they mutually support and reinforce each other—and points to the crucial breakthroughs Sichuan needs to achieve in its new journey toward an innovation-driven development strategy and strive for leapfrogging progress. The principle of “targeted efforts” clearly highlights Sichuan’s underlying potential and main areas of focus for industrial development, calling on us to leverage our strengths and comprehensively consider traditional industries, emerging industries, and industries of the future, thereby accelerating the establishment of a modern industrial system that is uniquely characteristic of and advantageous to Sichuan. The notion of “comprehensive efforts” underscores the urgent and vital importance of speeding up Sichuan’s transformation from a large agricultural province to a strong agricultural province. It urges us to make parallel strides in strengthening the foundation of food security across the board, developing modern and distinctive agriculture, continuously consolidating achievements made in poverty alleviation, accelerating the construction of livable and prosperous rural areas, and promoting integrated urban-rural development, thus vigorously advancing the comprehensive revitalization of rural areas. The principle of “sustained efforts” emphasizes that building a robust ecological barrier in the upper reaches of the Yangtze and Yellow Rivers is not a short-term task but a long-term strategic plan; winning the battle against pollution will not be achieved overnight but requires sustained and persistent efforts. We must unswervingly follow the path of ecological priority and green development, safeguarding the lush mountains, clear waters, blue skies, and pristine lands of Bashu for future generations. The General Secretary also put forward important requirements for properly balancing development and security, offering us a vital lesson in staying vigilant even in times of peace and preparing for potential challenges ahead. We must carefully sort through each requirement and conduct in-depth studies on every single one, focusing our efforts precisely and adopting targeted measures, resolutely carrying out the important tasks entrusted to us by the General Secretary.
The meeting pointed out that during his inspection tour of Sichuan, General Secretary Xi Jinping profoundly elucidated how to assess the outcomes of the thematic education campaign and clearly put forward five criteria for evaluation. He also made important requirements for conducting thorough assessments and ensuring that the thematic education yields tangible results. This fully demonstrates the General Secretary’s strategic vision and latest considerations regarding Party building, especially the thematic education campaign, and clearly defines the key priorities and directions for continuously deepening and effectively implementing this campaign. We must study and grasp General Secretary Xi’s important remarks on the thematic education campaign in a holistic manner, firmly uphold the overall requirements of the campaign, and refine and concretize our work in all aspects—including theoretical study, investigation and research, promoting development, and identifying and rectifying problems. At present, we should particularly focus on the five evaluation criteria, earnestly address prominent issues—especially the persistent maladies of formalism and bureaucracy—and carefully organize special democratic life meetings for leading bodies as well as organizational life meetings for grassroots Party organizations. We should guide Party members and cadres across the province to carry out all tasks related to the thematic education campaign in a solid and practical manner, truly transforming the Party’s innovative theories into a powerful force that strengthens our ideals, hones our Party spirit, guides our practice, and drives our work forward.
The deputy head of the 12th Central Guidance Group for Thematic Education attended the meeting to provide guidance. Relevant officials from provincial-level departments also attended the meeting as observers.
