Xinhua News Agency, Chengdu, Sichuan and Hanzhong, Shaanxi, July 29 — During his recent inspection tour of Sichuan, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, emphasized that in fully studying and implementing the spirit of the 20th National Congress of the CPC, we must firmly grasp the Party’s central task for the new era and new journey; firmly grasp the scientific connotation and essential requirements of Chinese-style modernization; and firmly grasp high-quality development as the primary task. We must integrate the implementation of the new development philosophy, the establishment of a new development pattern, and the promotion of common prosperity into every aspect and throughout the entire process of economic and social development. We should deepen transformations in development modes, development drivers, development areas, and development quality, thus opening up a new chapter of high-quality development for our country. Sichuan should further understand its strategic position and mission from the broader national perspective, ground itself in local realities, clarify its development strategies and key priorities, build on its strengths, address its weaknesses, and strive to achieve new breakthroughs in enhancing scientific and technological innovation capabilities, building a modern industrial system, promoting rural revitalization, and strengthening ecological and environmental governance. By doing so, Sichuan can take its efforts to a new level in governing and prospering Sichuan in the new era and vigorously write a new chapter of Chinese-style modernization in Sichuan.
From July 25 to 27, accompanied by Wang Xiaohui, Secretary of the Sichuan Provincial Party Committee, and Huang Qiang, Governor of the province, Xi Jinping visited Guangyuan and Deyang, among other places, to conduct research.
In the afternoon of the 25th, Xi Jinping first visited Jiange County in Guangyuan City and inspected Cuiyun Corridor. This site is an important section of the ancient Shu Road—the ancient route connecting the Guanzhong Plain with the Sichuan Basin—which boasts the best-preserved ancient grove of artificially planted cypress trees along the historic post road. Xi Jinping listened to briefings on the historical development of the Shu Road and the overall condition of Cuiyun Corridor. He then walked along the ancient trail, observing the growth of the thousand-year-old cypress trees and asking detailed questions about the historical practices of planting and protecting these trees. He pointed out that the reason this globally largest artificial ancient cypress forest has been able to endure for so long and remain so well preserved is due to the systems introduced and implemented starting from the Ming Dynasty—such as the prohibition on cutting or pruning trees by both officials and civilians, and the practice of "handing over trees along with official seals"—which have been continuously upheld and widely adopted over the centuries. Moreover, it is thanks to the generations of local residents who have jointly safeguarded these trees. This experience reminds us that in promoting ecological civilization, we must establish a sound institutional framework, ensure effective implementation of these institutions, and at the same time fully mobilize the enthusiasm, initiative, and creativity of the broad masses of the people, thereby consolidating and building upon the achievements of ecological civilization in the new era. Before leaving, he instructed local officials to protect these ancient and famous trees carefully and to carry forward China’s outstanding traditional culture.

Located on the south bank of the Yazi River in the northwest of Guanghan City, Deyang Municipality, the Sanxingdui site offers a vivid glimpse into the appearance and developmental level of the ancient Shu civilization from thousands of years ago. It is the largest and most culturally rich capital-site of its time in the Yangtze River basin. On the afternoon of the 26th, Xi Jinping visited the new building of the Sanxingdui Museum, where he viewed exhibits such as “Chasing Dreams Across the Centuries,” “The Majestic Royal Capital,” and “Heaven, Earth, Humanity, and Gods.” He gained an understanding of the excavation history of the Sanxingdui site and the achievements of the ancient Shu civilization. At the Museum’s Conservation and Restoration Hall, Xi Jinping stepped into the conservation and restoration work area, carefully examining the details of the conservation and restoration procedures as well as the latest technologies. He also had a warm and friendly exchange with the staff members working on site. Xi Jinping pointed out that the archaeological findings from the Sanxingdui site have earned worldwide acclaim, showcasing the remarkable achievements of civilization from more than four thousand years ago and providing even stronger archaeological evidence for the idea of the diverse yet unified nature of Chinese civilization, as well as the mutual influences between the ancient Shu civilization and the Central Plains civilization. Conservation and restoration of cultural relics is a long-term undertaking. We must intensify national support, strengthen the development of our talent pool, uphold the spirit of meticulous craftsmanship, tackle each task one by one, and strive persistently to achieve greater accomplishments. On behalf of the Party Central Committee, Xi Jinping extended warm congratulations on the completion and opening of the new Sanxingdui Museum, and expressed heartfelt gratitude and high respect to all archaeologists!

On the morning of the 27th, Xi Jinping listened to a work report from the Sichuan Provincial Party Committee and the provincial government, commended the achievements Sichuan has made in various areas of work, and expressed his hope that Sichuan would simultaneously intensify its efforts in promoting scientific and technological innovation and the commercialization of scientific and technological achievements; focus precisely on building a modern industrial system; make comprehensive efforts to advance rural revitalization; and continue to strengthen its efforts in safeguarding the ecological barrier in the upper reaches of the Yangtze and Yellow Rivers.
Xi Jinping pointed out that opening up new areas and new tracks for development through scientific and technological innovation, and cultivating new drivers and new advantages for development, is both an overarching trend and an urgent requirement for high-quality development. We must rely on innovation—especially scientific and technological innovation—to achieve a transformation in growth drivers and a shift in kinetic energy. Sichuan should leverage its strengths—the large number of universities and research institutions, the concentration of innovative talent, as well as its relatively complete industrial system and solid industrial foundation—to make concerted efforts in both scientific and technological innovation and the commercialization of scientific and technological achievements. We need to improve the scientific and technological innovation system, actively align with national strategic scientific and technological forces and resources, optimize and refine the spatial layout of innovation resources, strive to overcome a batch of critical core technologies, and work hard to build Sichuan into a leading innovation hub in the western region.
Xi Jinping emphasized that Sichuan is a strategic hinterland for China’s development and occupies a unique and vital position in the overall national development strategy, particularly in the implementation of the Western Development Strategy. We must leverage the distinctive advantages of our manufacturing sector to actively support the security of national industrial and supply chains and achieve high-quality alignment with the new industrial layout in the eastern coastal regions. We should prioritize the development of industries with distinctive advantages and strategic emerging industries, accelerate the transformation and upgrading of traditional industries, proactively plan for future industries, promote the deep integration of the digital economy with the real economy, and build a modern industrial system that embodies Sichuan’s unique characteristics and strengths. We need to scientifically plan and construct a new energy system, fostering complementary development among various energy sources such as hydropower, wind power, solar power, hydrogen, and natural gas. We must strengthen the production and supply of critical resources like grain and strategic minerals, and establish a strategic base to ensure the nation’s supply of essential primary products. We must adhere to the principle of “Chengdu-Chongqing as a unified whole,” enhance coordinated development between the Chengdu-Chongqing region, build a strategic hub for opening up to the west, and create a new base for participating in international competition. We should strive to quickly become a major growth pole and a new source of momentum driving high-quality development in the western region.
Xi Jinping pointed out that we must consolidate the achievements made in poverty alleviation, place rural revitalization prominently in our efforts to revitalize Sichuan and boost its development, and better shoulder the responsibility of ensuring stable production and supply of important agricultural products such as grain, live pigs, and oilseeds. We must focus on two key areas—seeds and arable land—strengthen the synergy between superior seeds and high-quality farmland, and build a “Tianfu Granary” of a higher standard for the new era. In terms of industrial development, rural construction, and rural governance, we should zero in on a few issues that receive strong public feedback, are easy to tackle, and can yield tangible results within just a few years. We should concentrate resources, accelerate breakthroughs, and achieve landmark outcomes. We should learn from and apply Zhejiang’s experience with the “Ten Million Project,” focusing on small but impactful initiatives, persevering relentlessly, and working steadily over the long term. The reform of rural residential land must uphold the bottom line. We must strictly control land transfer activities and prevent the use of land transfers as an excuse for “non-agriculturalization.” We should strengthen the coordinated planning of social security systems between urban and rural areas and promote equal access to basic public services in both urban and rural regions.
Xi Jinping emphasized that Sichuan is an important water source conservation area in the upper reaches of the Yangtze River, a key water supply region in the upper reaches of the Yellow River, and also a global hotspot for biodiversity conservation. We must do a good job in advancing the grand cause of ecological civilization. We must adhere to integrated protection and systematic governance of mountains, rivers, forests, farmland, lakes, grasslands, and deserts; strengthen land space control and negative list management; and rigorously enforce regulatory systems for nature reserves and ecological protection redlines. We should accelerate the establishment of a nature reserve system centered on national parks. We should promote the restoration and rejuvenation of grasslands, forests, rivers, lakes, and wetlands. We need to speed up the adjustment and optimization of industrial structure, energy structure, transportation structure, and land use structure, promote intensive and efficient resource utilization, and actively advocate green and low-carbon production and lifestyles. We must fight the battles for blue skies, clean waters, and pristine soils to even higher standards, actively explore mechanisms for realizing the value of ecological products, improve ecological protection compensation mechanisms, and enhance the modernization level of ecological and environmental governance.
Xi Jinping pointed out that Sichuan is a region frequently hit by natural disasters. It is essential to improve the emergency management system, strengthen the building of emergency response capabilities, establish long-term mechanisms, and systematically enhance the capacity for disaster prevention, mitigation, and relief. As the Yangtze River basin enters its main flood season in July and August, we must fully implement the primary responsibility for flood control and disaster relief, and make thorough preparations for all aspects of flood prevention, flood control, and rescue operations. We must adopt scientific approaches to disaster relief, prevent secondary disasters, minimize casualties and property losses to the greatest extent possible, and restore normal production and living order as soon as possible. We must rigorously implement and refine the responsibility system for safe production, conduct comprehensive inspections to identify potential safety hazards, resolutely prevent and curb the occurrence of serious and particularly major safety accidents, and effectively safeguard the lives and property of the people.
Xi Jinping emphasized that with just over a month remaining in the first phase of the thematic education campaign, Party organizations at all levels must faithfully implement the arrangements made by the Party Central Committee, ensuring that the campaign is both well launched and well concluded, and maintaining rigor from beginning to end to achieve tangible results. It is essential to conduct a scientific and objective assessment of the effectiveness of the thematic education campaign. To gauge the effectiveness of theoretical study, we must examine whether the Party’s innovative theories have truly taken root and been put into practice, and whether Party members and cadres are capable of thoughtful reflection and effective application. To assess the effectiveness of investigation and research, we must determine whether we have gained a clear understanding of social conditions and public opinion, and whether we have successfully addressed practical problems. To evaluate the effectiveness of promoting development, we must see whether there have been new breakthroughs in high-quality development and whether people’s quality of life has improved. To measure the effectiveness of identifying problems and carrying out rectification, we must ascertain whether the root causes of problems have been accurately identified and whether the rectification efforts have been thoroughly implemented. To assess the effectiveness of the education and reorganization of the cadre team, we must ensure that phenomena of ideological impurity and organizational disorder have been corrected and that political risks have been eliminated. The assessment of effectiveness must be grounded in facts, conducted in an open and transparent manner, and subject to public evaluation, thereby guaranteeing objectivity and authenticity. An important aspect of evaluating the effectiveness of the thematic education campaign is to determine whether formalism and bureaucratic practices have been effectively addressed. We must carry out a thorough review of these issues, analyze their root causes, prescribe targeted remedies, and ensure that real and lasting improvements are achieved. We must hold well-organized special democratic life meetings for leading teams and organizational life meetings for grassroots Party organizations, combining study, inspection, and rectification with candid criticism and self-criticism.

Xi Jinping pays close attention to the inheritance of historical and cultural heritage as well as ecological protection in the Hanjiang River basin. On July 29, while returning to Beijing, Xi Jinping stepped off the train and, accompanied by Zhao Yide, Secretary of the Shaanxi Provincial Party Committee, and Zhao Gang, Governor of the province, visited Hanzhong City for an inspection. Xi Jinping toured the Hanzhong City Museum’s exhibition of historical relics, gaining an understanding of Hanzhong’s rich history and culture and its efforts in cultural relic preservation. He pointed out that cultural relics embody splendid civilizations, carry forward historical and cultural traditions, and sustain the national spirit. It is essential to fully leverage the important role of museums in protecting, inheriting, researching, and showcasing human civilization, safeguarding the cultural heritage of the Chinese nation, bringing cultural relics to life, and enhancing the influence of Chinese culture. Hanzhong’s intangible cultural heritage, such as wickerwork, enjoys a long-standing reputation. We must continue to develop and strengthen these distinctive local industries to better boost the income and prosperity of local residents. As he was leaving the museum, villagers from nearby communities gathered around him, warmly cheering, “General Secretary, hello!” Xi Jinping warmly replied to them, “I visited Hanzhong during the 2008 Wenchuan earthquake relief efforts, and I’ve been deeply concerned about this place ever since. This time, coming here again, I’m delighted to see how much Hanzhong has developed and changed—its cities are well-organized and orderly. I wish you all success in your work, a good life, and happiness in your families.”

Along the way, Xi Jinping visited Tianhan Wetland Park, located in the urban section of the Han River in Hanzhong, and praised it as a “garden of happiness” for local residents. Xi Jinping emphasized that the Han River and its tributaries are the primary source-collection area and supply base for the central route of the South-to-North Water Diversion Project. Therefore, it is of great importance and profound significance to protect the wetland resources in this region. The construction of ecological parks should be in harmony with nature, strengthen the holistic protection and systematic restoration of wetland ecosystems, promote the integration of ecological conservation with production and daily life, and strive to build an eco-city that boasts a beautiful environment, is green and low-carbon, and is both livable and attractive for tourism.
