At 7 p.m. on September 22, the 2023 third-quarter staff meeting of the Institute of Geophysical Exploration was held in Chengdu. This marked the first time since the institute’s establishment that a staff meeting had been scheduled for the evening. The meeting was conducted via video conferencing, connecting the main venue in Chengdu with project offices located in Yibin, Gulin, Chongqing, Guangdong, and North China. Zhang Guangda, Party Branch Secretary, Chairman of the Board, and General Manager of the institute, along with other members of the leadership team, attended the meeting at the Yibin Wide-Area Electromagnetic Project Office and the Gulin Dacun Project Office, respectively. The meeting was chaired by Zou Zhongping, Deputy Secretary of the Party Branch, Member of the Discipline Inspection Committee, and Chairman of the Trade Union, and was attended by all cadres and employees of the institute.

At the meeting, six employee representatives from various positions and the heads of key departments from different entities reported on the work carried out during the third quarter as well as their plans for the next phase. Members of the institute’s leadership team delivered special speeches on topics including operations, finance, safe production, technical quality, Party building, integrity and anti-corruption efforts, and trade union activities, drawing on their respective areas of responsibility.

Subsequently, Zhang Guangda analyzed and assessed the work of the Geophysical Exploration Institute for the first three quarters of 2023. He stated that during the first three quarters, the Institute had maintained a stable safety production situation, seen an improvement in the quality rate of technical reports, and achieved remarkable results in Party building and integrity-building efforts.

Meeting Summary: First, the approach of genuine study and practical implementation has yielded remarkable results, with the thematic education and the rectification of issues identified in inspection feedback being efficiently advanced. Under the leadership of the Group Party Committee, the Party General Branch of the Institute has integrated thematic education with the rectification of inspection feedback issues, aligning efforts in the same direction and ensuring tangible outcomes through practical learning, action, and reform. Second, significant achievements have been made on high-end platforms. The “Academic Symposium on Research and Application of Electromagnetic Methods in the Oil and Gas Sector,” co-organized with Hunan Jishan High-Tech Co., Ltd., and the “Inauguration Ceremony for the Sichuan Office of the Chinese Geophysical Society and the Pilot Unit for Science and Technology Promotion by the Chinese Geophysical Society, along with the Exchange Meeting on the Application of Geophysical Technologies,” hosted by the Geophysical Exploration Institute, both achieved complete success. Leveraging these higher and broader platforms, we have opened up new opportunities and prospects for the development of geophysical exploration. Third, the market at the project’s source has continued to expand. While maintaining stability in the existing Sichuan-Chongqing and oil-and-gas markets, we have gradually extended our reach into markets such as North China and Central China, steadily enhancing our service capabilities. Fourth, a strong atmosphere of collective effort prevails throughout the institute. With numerous project sites spread across various regions and a fully loaded workload, the institute has fostered a positive environment characterized by the “5+2” work schedule—working both day and night—and a spirit of shared responsibility and collaborative action among all staff members.

Highlights: First, Party members have fully demonstrated their exemplary and leading role. No matter how harsh the weather conditions, they have stepped up to the plate and bravely taken on challenges. Whether it’s the fracturing monitoring projects in North China, Sichuan-Chongqing, electrical prospecting projects, mineral exploration projects in Tibet, or emergency response initiatives, they’ve given their all—working day and night, always at the forefront—and brought honor to their organization. Second, the company has been awarded the provincial-level “Specialized, Fine, and New” SME designation and the Chengdu Enterprise Technology Center title. Third, the organization’s conference management capabilities have significantly improved; while enhancing both its soft and hard skills, it has also showcased a positive corporate image. Fourth, outstanding project managers and veteran employees have led by example, staying firmly rooted in the frontline, while newly hired staff have quickly integrated and actively contributed to the team.

Regarding the next steps of work

The meeting emphasized the following key points: First, we must strengthen management effectiveness by continuously enhancing on-site project management, safety management, and quality management. We should ensure that all tasks are rigorously, practically, and meticulously carried out—taking a hands-on approach and staying grounded in reality. We need to attach great importance to this work in our thinking, exert strong efforts in our actions, and firmly uphold our responsibilities. Second, we must accelerate the commercialization of scientific and technological achievements. We should place technological innovation at the heart of our development strategy, deepen industry-academia-research cooperation, intensify efforts to seek awards, and speed up the application and implementation of breakthroughs in critical technologies. Third, we must effectively manage accounts receivable. We must remain steadfast in pursuing our collection targets, carefully manage key deadlines to ensure timely project settlements, and accelerate the cycle of production, settlement, and collection, thereby guaranteeing the achievement of our annual objectives. Fourth, we must continue to pursue a “dual-pronged approach with equal emphasis,” simultaneously advancing the rectification of issues identified in inspection feedback and the practical application of outcomes from thematic education. Fifth, we must promote Party building, youth league, and trade union work in parallel, ensuring steady progress across all aspects of the institute’s management, logistics, and safety operations.
