Party Building | The Geophysical Exploration Institute Holds the Second Congress of Communist Party Members of Sichuan Zhongcheng Coalfield Geophysical Exploration Engineering Institute Co., Ltd.

In the golden autumn of October, the weather is crisp and refreshing. The Second Congress of Party Members of China Communist Party Sichuan Zhongcheng Coalfield Geophysical Exploration Engineering Institute Co., Ltd. was solemnly held in Chengdu on October 10. Li Shirong, a member of the Party Committee and Chief Engineer of Sichuan Natural Resources Investment Group, Bai Changzheng, Deputy Head of the Party Committee’s Organization Department, and Sun Xia, Deputy Head of the Party Committee’s Work Department, attended the meeting to provide guidance. Zhang Guangda, Secretary of the Party Branch, Chairman of the Board, and General Manager of the Geophysical Exploration Institute, presided over the meeting. A total of 35 Party members from the Geophysical Exploration Institute, along with department heads, prospective Party members, and employee representatives—altogether 11 attending delegates—participated in the meeting.

The conference was officially opened to the sound of the solemn and sacred national anthem.

Over the past few years, the leadership team of the Geophysical Exploration Institute has focused on Party building around the central tasks, united and led the vast number of cadres and employees to face challenges head-on and forge ahead with determination, thereby achieving healthy enterprise development and attaining remarkable accomplishments.

The convening of this congress marks the emergence of a new Party branch leadership team, which carries the trust and hopes of cadres and employees and shoulders the heavy expectations of the Group Party Committee. The Geophysical Exploration Institute should take the successful holding of this Party member congress as an opportunity to closely integrate learning, publicity, and implementation of the spirit of the 20th National Congress of the CPC, and effectively align the thoughts and actions of the vast number of Party members and employees with the spirit and arrangements of the congress. We must uphold political development as the guiding principle and comprehensively strengthen Party building; adhere to the guidelines for Party building in state-owned enterprises and genuinely enhance the vitality of Party organizations; focus on economic development as the central task and vigorously promote high-quality development; and take the political ecosystem as the foundation to deepen and advance comprehensive and strict governance of the Party.

Zhang Guangda, representing the First General Branch Committee of the Sichuan Zhongcheng Coalfield Geophysical Exploration Engineering Institute Co., Ltd. of the CPC, delivered a report titled “Upholding Party Building Leadership to Embark on a Path of Scientific and Technological Innovation and Development, and Working Together with One Heart to Build Sichuan into a Leading Enterprise in Resource Geophysical Exploration.” The report comprehensively summarized and reviewed the achievements made by the Geophysical Exploration Institute over the past six years, clearly defined the overall work requirements for the next five years, and laid out a comprehensive plan for the Institute’s next phase—focusing on its core responsibilities and actively integrating into Sichuan’s new development pattern for resources, making every effort to successfully carry out the “second half” of the reform of geological exploration units, and unswervingly promoting high-quality development of resource geophysical exploration in Sichuan.

The meeting was conducted strictly in accordance with relevant regulations, including the Constitution of the Communist Party of China and the Regulations on Electoral Work for Grassroots Party Organizations of the CPC. Based on thorough deliberation, a secret ballot system with proportional representation was adopted for the election. All party members cast their solemn and serious votes. Under the supervision of poll watchers, the vote counters meticulously counted the ballots, announced the results aloud on the spot, and then tallied the votes. According to the vote-counting results and the provisions of the congress’s electoral rules, five comrades—Gu Zhiwen, Liu Jinhui, Yu Changheng, Zou Zhongping, and Zhang Guangda (listed in order of the number of strokes in their surnames)—were elected as members of the new-term Party General Branch Committee.

Subsequently, the newly elected Party Branch Committee held its first plenary meeting, during which Comrade Zhang Guangda was elected as Secretary of the Party Branch Committee, and Comrade Zou Zhongping was appointed as Deputy Secretary of the Party Branch Committee and Member of the Discipline Inspection Commission.

Zhang Guangda delivered a speech on behalf of the new-term general branch committee.

He stated that this Party member congress has achieved abundant results. We should take the momentum generated by the convening of the congress to organize all Party members and cadres to study earnestly the report delivered by the Party Branch Committee, thoroughly grasp the spirit and essence of the report, and translate it into concrete actions across all aspects of the institute’s work, ensuring that we meet and exceed the institute’s 2022 goals and tasks. We must unite our hearts and minds, shoulder our responsibilities, and ensure the effective implementation of the congress’s guiding principles. We must be courageous in taking on responsibilities, focus on practical action, and fully leverage the leading role of Party members.

He hopes that the new leadership team of the Party Branch Committee of the Institute will, with a fresh outlook, a renewed spirit, innovative approaches, and remarkable achievements, steadily advance the development of Sichuan’s resource exploration and geophysical surveying事业. They must uphold political integrity and foster unity; set clear directions and take the helm effectively; lead by example and stay ahead of the curve; practice integrity and maintain a sense of reverence. On this new journey ahead, they should devote themselves to their work with full enthusiasm and vigorous energy, adopting the right attitude of responsibility toward the development of the Institute’s geophysical surveying事业, and strive to open up a new chapter of high-quality development for the Institute during the 14th Five-Year Plan period, achieving outstanding results in preparation for the successful convening of the 20th National Congress of the Communist Party of China.
