Forwarded | Decision of the CPC Central Committee on Seriously Studying, Publicizing, and Implementing the Spirit of the 20th National Congress of the CPC (October 29, 2022)

To deeply study, publicize, and implement the spirit of the 20th National Congress of the Party, to unify the thinking of all Party members and people of all ethnic groups across the country with the spirit of the 20th National Congress, and to concentrate our efforts on the tasks set forth at the 20th National Congress, we hereby make the following decision.

I. Fully recognize the significant importance of studying, publicizing, and implementing the spirit of the 20th National Congress of the Party.

The 20th National Congress of the Communist Party of China was held in Beijing from October 16 to 22. This congress is of great significance, coming at a critical juncture when the entire Party and all ethnic groups across the country are embarking on a new journey toward fully building a modern socialist country and marching toward the second centenary goal. It is a congress that upholds the banner high, unites our strength, and inspires us to forge ahead with determination. The congress holds high the great banner of socialism with Chinese characteristics, adheres to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of the Three Represents, and the Scientific Outlook on Development, and comprehensively implements Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It analyzes both the international and domestic situations, sets forth the theme of the 20th National Congress, reviews and summarizes the work done over the past five years and the great transformations of the past decade in the new era, and elaborates on major issues such as opening up a new realm for the sinicization and modernization of Marxism, as well as the distinctive features and essential requirements of Chinese-style modernization. The congress has made strategic plans for fully building a modern socialist country and comprehensively promoting the great rejuvenation of the Chinese nation, and has laid out a comprehensive blueprint for advancing the “Five-in-One” overall layout and coordinating the implementation of the “Four Comprehensive” strategic layout. The congress approved the report delivered by Comrade Xi Jinping on behalf of the 19th Central Committee, entitled "Hold High the Great Banner of Socialism with Chinese Characteristics and Strive Together for the Full Construction of a Modern Socialist Country," approved the work report of the 19th Central Commission for Discipline Inspection, reviewed and adopted the Amendment to the Constitution of the Communist Party of China, and elected a new Central Committee and a new Central Commission for Discipline Inspection.

Comrade Xi Jinping’s report profoundly elucidates a series of major theoretical and practical issues concerning the upholding and development of socialism with Chinese characteristics in the new era, outlines a grand blueprint for fully building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation, and points out the direction forward and sets forth the guiding principles for the development of the Party and the state in the new era and on the new journey, thus realizing the second centenary goal. It is the crystallization of the wisdom of the Party and the people, a political declaration and action program through which the Party unites and leads all ethnic groups across the country to achieve new victories in socialism with Chinese characteristics, and a programmatic document of Marxism. The “Amended Constitution of the Communist Party of China” embodies the achievements of the Party’s theoretical innovation, practical innovation, and institutional innovation since the 19th National Congress of the CPC, and reflects the important thoughts, key viewpoints, major strategies, and significant measures set forth in the report of the 20th National Congress of the CPC. It puts forward clear requirements for upholding and strengthening the Party’s overall leadership, unswervingly promoting comprehensive and strict governance of the Party, upholding and improving Party building, and advancing the Party’s self-revolution.

The First Plenary Session of the 20th Central Committee of the Party elected a new central leadership collective with Comrade Xi Jinping at its core. A group of comrades who are experienced, morally upright and talented, and full of vigor and initiative have joined the central leadership bodies, fully demonstrating that the cause of socialism with Chinese characteristics is thriving and brimming with vitality.

Studying, publicizing, and implementing the spirit of the 20th National Congress of the Party is the primary political task for the entire Party and the whole nation, both now and in the period ahead. It is crucial for carrying forward and opening up new horizons in the cause of the Party and the country; it determines the future and destiny of socialism with Chinese characteristics; and it is vital to the great rejuvenation of the Chinese nation. Mobilizing all Party members and people of all ethnic groups across the country to rally even more closely around the Party Central Committee with Comrade Xi Jinping at its core, holding high the great banner of socialism with Chinese characteristics, firmly maintaining confidence in our path, theory, system, and culture, and uniting in solidarity and striving vigorously toward the comprehensive construction of a modern socialist country and the comprehensive advancement of the great rejuvenation of the Chinese nation—this undertaking carries profound contemporary significance and far-reaching historical implications.

II. Thoroughly and Accurately Study and Grasp the Spirit of the 20th National Congress of the Party

To study and grasp the spirit of the 20th National Congress of the Party, we must adhere to comprehensiveness and accuracy, deeply understand the underlying meaning, and precisely grasp the scope and implications. We should study the report of the 20th National Congress of the Party and the Party Constitution word for word, sentence by sentence, and also study the important speech delivered by General Secretary Xi Jinping at the First Plenary Session of the 20th Central Committee of the Party. In particular, we should focus on grasping the following aspects.

1. Deeply grasp the theme of the 20th National Congress of the Party. We must hold high the great banner of socialism with Chinese characteristics, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, carry forward the great spirit of Party building, and, with confidence and self-reliance, uphold orthodoxy while fostering innovation, press ahead with vigor and determination, and courageously move forward in solidarity and struggle toward the goal of fully building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation. This is the theme of the 20th National Congress of the Party, clearly articulating the major questions of what banner our Party will raise, what path we will take, what spiritual state we will maintain, and toward what goals we will continue to advance on this new journey. Holding high the great banner of socialism with Chinese characteristics and fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is a solemn declaration that the entire Party must unswervingly follow the latest achievements of Marxism adapted to China’s reality and the demands of the times, firmly uphold our confidence in the path of socialism with Chinese characteristics, in our theoretical framework, in our system, and in our culture, and remain steadfast in our principles and unwavering in our resolve, ensuring that the cause of the Party and the country always advances victoriously along the correct path. Carrying forward the great spirit of Party building is a solemn declaration that the entire Party must conscientiously uphold this spirit, maintain the close bond between the Party and the people, preserve our political character of humility, prudence, hard work, and the will to dare to fight and dare to win, thereby ensuring that the Party always remains the strong and decisive leadership core of the cause of socialism with Chinese characteristics. Confidence and self-reliance, upholding orthodoxy while fostering innovation, pressing ahead with vigor and determination—these are solemn declarations that the entire Party must maintain a spirit of confidence, boldness, and relentless self-improvement; sustain our composure and embrace a work attitude marked by courage to reform; and adopt an ever-unrelenting and pioneering fighting stance, so that all our endeavors better reflect the zeitgeist, grasp the underlying patterns, and brim with creativity. Fully building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation are solemn declarations that the entire Party must closely focus on the central task of the Party in this new era and on this new journey, concentrate all our strength, remove all distractions, and unswervingly promote the great rejuvenation of the Chinese nation through Chinese-style modernization. Solidarity and struggle are solemn declarations that we must continuously consolidate the great unity of the entire Party and all the people of all ethnic groups across the country, strengthen the great unity among Chinese sons and daughters at home and abroad, and forge a powerful synergy to realize the Chinese Dream with one heart and one mind.

2. Deeply understand the achievements made over the past five years and the great transformations of the new era over the past decade. The five years since the 19th National Congress of the CPC have been extraordinary and remarkable. Over the past five years, the Party Central Committee with Comrade Xi Jinping at its core has held high the great banner of socialism with Chinese characteristics, fully implemented the spirit of the 19th National Congress and successive plenary sessions of the 19th CPC Central Committee, and united and led the entire Party, the armed forces, and people of all ethnic groups across the country to take a holistic view of the great struggle, the great project, the great cause, and the great dream. We have effectively responded to the severe and complex international situation and the mounting, daunting risks and challenges, and with a spirit of vigorous endeavor, continuously pushed forward socialism with Chinese characteristics for a new era. We have overcome many long-standing, intractable problems, accomplished numerous major tasks of far-reaching significance, and achieved globally acclaimed, momentous accomplishments in the cause of the Party and the country. Over the past decade since the 18th National Congress of the CPC, we have experienced three major events of profound contemporary significance and far-reaching historical importance for the cause of the Party and the people: First, we celebrated the centenary of the founding of the Communist Party of China; second, socialism with Chinese characteristics entered a new era; and third, we completed the historic task of poverty alleviation and built a moderately prosperous society in all respects, thus achieving the first centenary goal. This is a historic victory won through the united efforts of the Communist Party of China and the Chinese people—a victory that will be recorded in the annals of the development of the Chinese nation and one that has far-reaching implications for the world. Over the past decade, we have fully implemented the Party’s basic theory, basic line, and basic strategy, adopted a series of strategic initiatives, advanced a series of transformative practices, achieved a series of breakthrough developments, and obtained a series of landmark results. We have withstood tests and challenges from political, economic, ideological, and natural fronts, and as a result, the cause of the Party and the country has attained historic achievements and undergone historic transformations, propelling our country onto a new journey toward the comprehensive construction of a modern socialist country. The great transformations of the past decade in the new era hold milestone significance in the history of the Party, the history of New China, the history of reform and opening-up, the history of the development of socialism, and the history of the development of the Chinese nation.

The great transformations of the past decade in the new era have been achieved under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core and guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, through the concerted efforts of the entire Party and all ethnic groups across the country. The Party’s establishment of Comrade Xi Jinping’s position as the core of the Party Central Committee and the core of the entire Party, as well as the确立 of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding ideology, reflects the shared aspirations of the entire Party, the armed forces, and all ethnic groups across the country. This has decisive significance for the development of the Party and the state in the new era and for advancing the historic process of the great rejuvenation of the Chinese nation. The “Two Establishments” represent a major political achievement of the Party in the new era and are the decisive factor behind the historic accomplishments and transformative changes that the Party and the state have made. All Party members must deeply understand the decisive significance of the “Two Establishments,” more consciously uphold General Secretary Xi Jinping’s position as the core of the Party Central Committee and the core of the entire Party, more consciously safeguard the authority and centralized, unified leadership of the Party Central Committee with Comrade Xi Jinping at its core, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and unswervingly maintain high consistency with the Party Central Committee with Comrade Xi Jinping at its core—in thought, politics, and action.

3. Deeply grasp the need to open up new horizons for the sinicization and modernization of Marxism. Marxism is the fundamental guiding ideology upon which our Party and country were founded and thrive. Practice has shown us that the reason why the Communist Party of China can succeed and why socialism with Chinese characteristics is so good ultimately lies in the fact that Marxism works—and specifically, that the sinicized and modernized form of Marxism works. Since the 18th National Congress of the Party, both domestic and international circumstances have undergone profound changes, and new practical demands have emerged, urgently calling for us to provide in-depth answers—from the integration of theory and practice—on a series of major contemporary issues concerning the development of the Party and the country, as well as the Party’s governance and administration of the state. Our Party has dared to engage in theoretical exploration and innovation, deepening our understanding of the laws governing the Communist Party’s governance, the laws of socialist construction, and the laws of human social development from an entirely new perspective, thus achieving significant breakthroughs in theoretical innovation, most notably embodied in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The “Ten Clarifications,” “Fourteen Upholds,” and “Thirteen Areas of Achievement” put forward at the 19th National Congress of the Party and the Sixth Plenary Session of the 19th Central Committee summarize the main contents of this thought; these must be upheld over the long term and continuously enriched and developed. Only by combining the basic tenets of Marxism with China’s specific realities and with China’s outstanding traditional culture, and by adhering to the application of dialectical materialism and historical materialism, can we properly address the major questions raised by the times and practice, and can we ensure that Marxism always maintains its vigorous vitality and dynamism. Continuously writing new chapters in the sinicization and modernization of Marxism is a solemn historical responsibility incumbent upon contemporary Chinese Communists. To further advance theoretical innovation based on practice, we must first grasp firmly the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, uphold and effectively apply the standpoints, viewpoints, and methods running through it, and earnestly embody the principles of putting the people first, maintaining self-confidence and independence, upholding orthodoxy while promoting innovation, being problem-oriented, adopting a systematic approach, and having a global vision. In this great practice of the new era, we must continually open up new horizons for the sinicization and modernization of Marxism.

4. Deeply understand the mission and tasks of the Communist Party of China in the new era and on the new journey. From now on, the central task of the Communist Party of China is to unite and lead all ethnic groups across the country in fully building a modern socialist power and achieving the second centenary goal—comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-style modernization. The 20th National Congress of the CPC has provided a macroscopic vision for the two-step strategic plan to fully build a modern socialist power, with particular emphasis on outlining the strategic tasks and major initiatives for the coming five years. This is a grand and arduous undertaking, with a bright future yet a long and challenging road ahead. At present, China’s development has entered a period marked by both strategic opportunities and risks and challenges, with an increasing number of uncertain and unpredictable factors. Various “black swan” and “gray rhino” events could occur at any time. We must enhance our sense of urgency and risk awareness, adhere to bottom-line thinking, remain vigilant even in times of peace, and make preparations in advance to withstand major tests involving strong winds and high waves, or even turbulent storms. On the path forward, we must uphold and strengthen the Party’s overall leadership, stay committed to the path of socialism with Chinese characteristics, adhere to a people-centered development philosophy, persist in deepening reform and opening up, and carry forward the spirit of struggle. We must neither follow the old path of closure and rigidity nor take the wrong path of changing banners without changing substance. We must firmly place the development and progress of our country and nation on the basis of our own strength, keep the destiny of China’s development and progress firmly in our own hands, and continuously achieve new victories in the comprehensive construction of a modern socialist country. All Party members must bear in mind that upholding the Party’s overall leadership is the only way to uphold and develop socialism with Chinese characteristics; socialism with Chinese characteristics is the only path to realizing the great rejuvenation of the Chinese nation; united struggle is the only path for the Chinese people to create great historical achievements; implementing the new development philosophy is the only path for China’s development and growth in the new era; and exercising full and strict governance over the Party is the only way for the Party to maintain its vitality and vigor and successfully navigate the new journey of testing and examination. These are crucial, regular insights gained from our long-term practice. We must cherish them all the more, adhere to them steadfastly, hold fast to our commitment, and guide and ensure that the mighty ship of socialism with Chinese characteristics sails smoothly and far, braving wind and waves.

5. Deeply grasp the Chinese characteristics and essential requirements of Chinese-style modernization. Building on long-term exploration and practice since the founding of New China, especially since the reform and opening-up policy, and after groundbreaking innovations in both theory and practice since the 18th National Congress of the Communist Party of China, our Party has successfully advanced and expanded Chinese-style modernization. Chinese-style modernization is socialist modernization led by the Communist Party of China. It shares common features with modernization efforts in other countries, yet it also possesses distinct Chinese characteristics rooted in our country’s own national conditions. At the 20th National Congress, the Party summarized the Chinese characteristics of Chinese-style modernization as follows: it is modernization characterized by a massive population scale; it is modernization aimed at achieving common prosperity for all the people; it is modernization marked by the coordinated development of material and spiritual civilization; it is modernization based on harmonious coexistence between humanity and nature; and it is modernization that follows a path of peaceful development. The 20th National Congress also provided a scientific summary of the essential requirements of Chinese-style modernization: uphold the leadership of the Communist Party of China; adhere to socialism with Chinese characteristics; pursue high-quality development; develop whole-process people’s democracy; enrich the spiritual world of the people; achieve common prosperity for all the people; promote harmonious coexistence between humanity and nature; advance the building of a community with a shared future for mankind; and create a new form of human civilization. This summary represents the Party’s profound synthesis of historical experiences from China’s own modernization efforts as well as those of other countries around the world. It is the crystallization of thought and theory formed through ever-deepening understanding, ever-matured strategy, and ever-enriched practice regarding how a major Eastern country like China can accelerate its modernization. We must deeply comprehend and systematically grasp these essential requirements, and in particular, ensure that they are fully implemented in all aspects of our work.

6. Deeply understand the major strategic arrangements for socialist economic development, political development, cultural development, social development, and ecological civilization development. In economic development, we must fully, accurately, and comprehensively implement the new development philosophy, accelerate the establishment of a new development pattern, focus on promoting high-quality development, build a high-level socialist market economic system, construct a modern industrial system, comprehensively advance rural revitalization, promote coordinated regional development, advance high-level opening-up, and drive the economy toward both qualitative improvement and reasonable quantitative growth. In political development, we must develop whole-process people’s democracy, strengthen institutional guarantees for the people to be masters of their own affairs, fully develop consultative democracy, actively foster grassroots democracy, and consolidate and expand the broadest patriotic united front. In cultural development, we must promote cultural self-confidence and self-reliance, build a strong socialist cultural nation, cultivate a socialist ideology with strong cohesion and leadership, widely practice core socialist values, raise the overall level of societal civility, prosper and develop cultural undertakings and cultural industries, enhance the influence and appeal of Chinese civilization, and create new glories in socialist culture. In social development, we must adhere to safeguarding and improving people’s livelihoods through development, steadily advance common prosperity, refine the distribution system, implement an employment-first strategy, improve the social security system, promote the construction of a Healthy China, and continuously fulfill the people’s aspirations for a better life. In ecological civilization development, we must advance the building of a Beautiful China, accelerate the green transformation of our development model, deepen efforts to prevent and control environmental pollution, enhance the diversity, stability, and sustainability of ecosystems, proactively and steadily promote carbon peaking and carbon neutrality, and foster harmonious coexistence between humanity and nature.

7. Deeply understand the major strategic arrangements concerning education, science and technology, talent development, the rule of law, and national security. At the 20th National Congress of the Party, grasping the general trends of domestic and international development, special emphasis was placed on the roles of education, science and technology, and talent in the overall development of the Party and the country, as well as on strengthening the rule of law and safeguarding national security. In the area of education, science, and technology, we must uphold the priority development of education, achieve self-reliance and strength in science and technology, and let talent drive innovation. We should accelerate the building of a strong country in education, science and technology, and talent, provide high-quality education that satisfies the people, improve the system of scientific and technological innovation, speed up the implementation of an innovation-driven development strategy, and deeply carry out the strategy for building a strong country in talent, continuously fostering new drivers and advantages for development. In terms of the rule of law, we must adhere to the comprehensive governance of the country according to law, stay committed to the path of socialist rule of law with Chinese characteristics, build a socialist rule-of-law system with Chinese characteristics, and construct a socialist country under the rule of law. We should refine the legal system of socialism with Chinese characteristics, centered on the Constitution, promote administrative governance according to law in a solid manner, ensure strict and impartial justice, accelerate the construction of a law-based society, and advance the building of a law-based China. Regarding national security, we must unswervingly implement the Overall National Security Concept, improve the national security system, enhance our capacity to safeguard national security, raise the level of public security governance, perfect the social governance system, and firmly uphold national security and social stability.

 8.深刻领会国防和军队建设、港澳台工作、外交工作等方面的重大部署。在国防和军队建设上，要贯彻习近平强军思想，贯彻新时代军事战略方针，坚持党对人民军队的绝对领导，全面加强人民军队党的建设，全面加强练兵备战，全面加强军事治理，巩固提高一体化国家战略体系和能力，如期实现建军一百年奋斗目标，加快把人民军队建成世界一流军队。在港澳台工作上，要坚持和完善“一国两制”制度体系，落实中央全面管治权，落实“爱国者治港”、“爱国者治澳”原则，落实特别行政区维护国家安全的法律制度和执行机制，支持香港、澳门发展经济、改善民生、破解经济社会发展中的深层次矛盾和问题，发展壮大爱国爱港爱澳力量；坚持贯彻新时代党解决台湾问题的总体方略，牢牢把握两岸关系主导权和主动权，坚持一个中国原则和“九二共识”，团结广大台湾同胞共同推动两岸关系和平发展、推进祖国和平统一进程，坚定反“独”促统。在外交工作上，要始终坚持维护世界和平、促进共同发展的外交政策宗旨，致力于推动构建人类命运共同体，坚定奉行独立自主的和平外交政策，坚持在和平共处五项原则基础上同各国发展友好合作，坚持对外开放的基本国策，积极参与全球治理体系改革和建设，弘扬全人类共同价值。

9. Deeply understand the major strategic arrangements for upholding the Party’s overall leadership and exercising full and rigorous governance over the Party. The key to fully building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation lies in the Party itself. As the world’s largest Marxist ruling party, our Party must always win the support of the people and consolidate its long-term rule by remaining ever vigilant and firm in addressing the unique challenges faced by a large political party. Since the 18th National Congress of the Party, through comprehensive and strict governance, we have addressed many prominent problems within the Party. However, the Party continues to face long-term tests in governance, reform and opening-up, market economy, and the external environment. Likewise, dangers such as spiritual laxity, insufficient capability, detachment from the masses, and negative corruption will persist over the long term. All Party members must bear firmly in mind that comprehensive and strict governance over the Party is an ongoing journey, and the Party’s self-revolution is also an unending endeavor. We must never afford ourselves any slackening, complacency, or weariness. Instead, we must persistently advance comprehensive and strict governance over the Party, deepen the new great project of Party building in the new era, and use the Party’s self-revolution to lead social revolution. We must implement the general requirements for Party building in the new era, improve the comprehensive system of strict governance over the Party, uphold and strengthen the centralized and unified leadership of the Party Central Committee, unremittingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify minds and forge souls, refine the institutional framework for the Party’s self-revolution, build a high-quality cadre team capable of shouldering the great mission of national rejuvenation, enhance the political and organizational functions of Party organizations, adhere to a strict tone in strengthening conduct and discipline, resolutely win the tough and protracted battle against corruption, and comprehensively promote the Party’s self-purification, self-improvement, self-renewal, and self-enhancement. In this way, our Party can remain true to its original aspiration and mission, and continue to be the strong and reliable core leading force behind the cause of socialism with Chinese characteristics.

III. Diligently carry out the study and publicity of the spirit of the 20th National Congress of the Party.

In studying and promoting the spirit of the 20th National Congress of the Party, we must not only grasp the whole picture in a comprehensive and systematic way but also highlight key points and seize the crucial aspects. We should focus particularly on the fact that General Secretary Xi Jinping is the core of the Party Central Committee and the entire Party, and that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the guiding ideology that the Party must uphold for the long term; on the major achievements made since the 19th National Congress and the great transformations of the past decade in the new era; on thoroughly understanding the latest theoretical and methodological insights resulting from the sinicization and modernization of Marxism, and on firmly upholding and effectively applying the standpoints, viewpoints, and methods embedded therein; on the innovative breakthroughs—both in theory and practice—achieved by Chinese-style modernization; on earnestly implementing the major decisions and plans adopted at the 20th National Congress; on the fact that the new central leadership collective—with Comrade Xi Jinping at its core—is a leadership collective deeply supported and trusted by all Party members and people of all ethnic groups across the country; and on the fact that General Secretary Xi Jinping is the Party’s leader who enjoys the wholehearted support of the Party and the affection of the people—a leader fully deserving of his position.

1. Effectively carry out study and training. Closely align with the thematic education that the Party Central Committee will soon launch across the entire Party, and conduct comprehensive, multi-form, and tiered training for all Party members. Organize a broad range of Party members and cadres to earnestly study the spirit of the 20th National Congress of the Party. The Party Central Committee will host a seminar for newly elected members and alternate members of the Central Committee to study and implement the spirit of the 20th National Congress. Theoretical study groups of Party committees (Party leading groups) at all levels should regard studying the spirit of the 20th National Congress as a key component, develop systematic study plans, and organize focused seminars on specific topics. All regions and departments should hold training classes and study sessions, devoting a concentrated period of time to providing centralized, rotating training for Party members and leading cadres at the county level and above nationwide, and conducting systematic training for Party members and cadres in phases and batches. Grassroots Party organizations should adopt various forms to organize a wide range of Party members and cadres to earnestly study the spirit of the 20th National Congress. Studying the spirit of the 20th National Congress must be made a compulsory course in Party schools (administrative colleges) and cadre academies’ education and training programs, and also become an important part of ideological and political education and classroom teaching in schools. We should organize and carry out revisions to relevant teaching materials, and promote the integration of the spirit of the 20th National Congress into textbooks, classrooms, and the minds of the people. In the course of study and training, we should make good use of supporting materials such as the “Study Guide to the Report of the 20th National Congress of the Party” and the “100 Questions for Studying the Report of the 20th National Congress of the Party.”

2. Launch intensive publicity and education campaigns. From now until early next year, we will carry out concentrated publicity activities nationwide to disseminate the spirit of the 20th National Congress of the Communist Party of China. The Party Central Committee will set up a central publicity team to study and implement the spirit of the 20th National Congress and send it to various provinces, autonomous regions, and municipalities for outreach. All localities should follow this approach by selecting key personnel to form their own publicity teams and going deep into enterprises, rural areas, government agencies, campuses, and communities to deliver these messages. We must uphold the principle of leadership taking the lead: members of the Political Bureau of the CPC Central Committee as well as principal officials from all provinces, autonomous regions, municipalities, and central government departments are expected to personally deliver lectures in their respective localities and areas of responsibility. Leading officials at all levels—party, government, military, and mass organizations—should take the initiative in giving lectures, thereby setting an example and motivating cadres, party members, and the general public to actively engage in learning. We should also conduct publicity efforts aimed at non-Party members, enhancing their understanding and recognition of the spirit of the 20th National Congress. It is crucial to strengthen the persuasiveness, approachability, relevance, and effectiveness of our publicity efforts. We must closely link these efforts to the actual thoughts and work realities of the vast number of cadres, party members, and the general public, ensuring that the spirit of the 20th National Congress is clearly and comprehensively explained so that ordinary people can understand it, grasp its essence, and put it into practice.

3. Carefully organize news and publicity efforts. Party newspapers, journals, radio stations, and television stations at all levels should meticulously plan and focus their coverage on vigorously promoting the spirit of the 20th National Congress of the CPC. They should highlight the enthusiastic response and positive assessments from the entire Party and society toward the 20th National Congress, as well as the specific measures and practical actions taken by various regions and departments in studying and implementing the spirit of the 20th National Congress. We must make full use of diverse forms and channels of publicity, adopting approaches that are popular and engaging among the masses, ensuring that our publicity is more down-to-earth and emotionally resonant. This will help guide Party members, cadres, and the general public to remain confident, work together with one heart and one mind, roll up our sleeves and get down to business, and forge ahead bravely. We should actively engage in online publicity, treating online platforms as a key venue for disseminating the spirit of the 20th National Congress. Adhering to the principles of audience segmentation, differentiation, and precision, we should establish special online sections and columns, produce and launch new-media products, and conduct online interviews and interactive sessions. Through these efforts, we can present a fresh image and achieve new accomplishments in online publicity, thereby fostering a strong positive public opinion online. We must also carefully organize external publicity, using multiple channels to promote the spirit of the 20th National Congress and China’s major initiatives for advancing economic and social development. We should fully reflect the positive evaluations from the international community and vividly showcase the good image of our Party and country.

4. Deepen research and interpretation. Focusing on the spirit of the 20th National Congress of the Communist Party of China, identify a set of major research topics, organize experts and scholars to conduct in-depth studies, and publish a number of well-substantiated theoretical articles. Organize and hold a series of theoretical seminars to exchange research findings and deepen ideological understanding. Leading central media outlets should, through features such as authoritative interviews and dedicated columns, produce and publish relevant articles from various perspectives, analyze the background, extract key points, and further expand the depth and breadth of interpretation. Major newspapers and journals in provinces, autonomous regions, and municipalities should simultaneously launch related special columns and issues. In response to hot-button issues that concern a broad range of Party members, cadres, and the general public, media outlets should proactively invite responsible officials from relevant departments to provide in-depth interpretations, strengthen positive guidance, and address public concerns. Regarding potential ambiguities and erroneous views in the field of ideology and theory, we should organize experts and scholars to write key theoretical articles and short commentaries, promptly clarifying and debunking such misconceptions.

Fourth, uphold the unity of knowledge and practice, and effectively implement the major decisions and deployments made at the 20th National Congress of the Party.

To study, publicize, and implement the spirit of the 20th National Congress of the Party, we must ground ourselves in the realities of China’s reform and development as well as Party building. We should uphold the integration of study, thinking, and practice, and ensure that knowledge, belief, and action are unified. We must translate the spirit of the 20th National Congress into concrete actions across all aspects of economic and social development, and reflect it in our efforts to accomplish this year’s tasks and in our planning for future work.

1. Firmly uphold the “Two Upholds.” In studying, publicizing, and implementing the spirit of the 20th National Congress of the Party, we must help the entire Party deeply understand the decisive significance of the “Two Establishments,” enhance the “Four Consciousnesses,” firmly uphold the “Four Confidences,” and practice the “Two Upholds” through concrete actions, demonstrating our loyalty to the Party. We must improve the Party’s leadership system, which provides overall guidance and coordinates all parties, and refine the mechanisms for implementing major decisions and deployments made by the Party Central Committee, ensuring that the entire Party maintains a high degree of consistency with the Party Central Committee in terms of political stance, political direction, political principles, and political path, and safeguarding the Party’s unity and solidarity. We must strengthen the Party’s political development, strictly enforce political discipline and political norms, implement the principal responsibility of Party committees (Party groups) at all levels, and enhance the political discernment, political comprehension, and political execution capabilities of Party organizations and Party members at all levels.

2. Earnestly promote reform, development, and stability. We must transform the spirit of the 20th National Congress of the Communist Party of China into a powerful force for guiding practice and driving work forward. We should coordinate and advance the “Five-in-One” overall layout and the “Four Comprehensive” strategic layout in a well-balanced manner. We must focus tightly on addressing the issue of imbalanced and inadequate development, making concerted efforts to address shortcomings, strengthen weak areas, consolidate foundational strengths, and leverage our advantages, thereby promoting sustained and healthy economic and social development. We must adhere to safeguarding and improving people’s livelihoods through development, focusing on effectively resolving the urgent, difficult, and distressing issues that the public faces. We should refine the social governance system, ensure smooth and standardized channels for expressing public demands, coordinating interests, and protecting rights and interests, and promptly resolve conflicts and disputes at the grassroots level and nip them in the bud. We must earnestly carry out COVID-19 prevention and control efforts, fully implementing the Party Central Committee’s clear requirements of “containing the epidemic, stabilizing the economy, and ensuring safe development.” We must resolutely fortify the barrier against the epidemic and do our utmost to protect people’s lives and health.

3. Prevent and defuse risks and challenges. At present, the world is undergoing a major shift unseen in a century, and changes in the world, in our times, and in history are unfolding in ways never before seen since the reform and opening-up began. These unprecedented developments pose a host of new issues and challenges to China’s modernization drive, directly testing our courage to struggle, our strategic capabilities, and our capacity to respond effectively. We must maintain a state of constant vigilance and a strong sense of responsibility, always be prepared to deal with the worst-case scenarios, refuse to yield to evil forces, fear no ghosts, and resist any form of pressure. We must press forward despite difficulties, meet challenges head-on, coordinate development with security, and spare no effort to overcome all obstacles and challenges on our path ahead. We must strengthen our spirit and ability to struggle, focus on enhancing our capacity to prevent risks, meet challenges, and withstand suppression, proactively identify changes, adapt to them, and seek transformation; take the initiative in preventing and resolving risks, and rely on tenacious struggle to open up new horizons for our cause’s development.

4. Unswervingly uphold comprehensive and strict governance over the Party. We must push for the deepening of comprehensive and strict governance over the Party, maintain strategic resolve, and consistently keep the string of strictness taut, continuously addressing the salient contradictions and deep-seated problems within the Party. We must comprehensively strengthen the Party’s ideological development, steadfastly using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify thought, will, and action; organize and implement plans for studying and educating on the Party’s innovative theories; and build a Marxist learning-oriented political party. We must adhere to the fundamental principle of wholeheartedly serving the people, firmly establish a mass perspective, implement the mass line, respect the people’s pioneering spirit, and uphold the principle that everything is for the people and everything depends on the people. We must always maintain a close bond with the masses, always accept their criticism and supervision, and always share their joys and sorrows, destiny, and hearts. We must intensify practical training and professional development, pay close attention to honing cadres in major struggles, enhance their capacity to promote high-quality development, serve the masses, and prevent and resolve risks, and firmly grasp the initiative in our work.

V. Strengthen organizational leadership effectively.

Studying, publicizing, and implementing the spirit of the 20th National Congress of the Party is the primary political task for the entire Party and the whole country, both now and in the period ahead. Party committees (Party groups) at all levels must place the study, publicity, and implementation of the spirit of the 20th National Congress high on their agenda and earnestly strengthen organizational leadership.

1. Truly assume leadership responsibility. Party committees (Party groups) at all levels must raise their political awareness, follow the arrangements of the Party Central Committee, and, in light of the actual conditions of their respective regions and departments, make specific plans, set forth concrete requirements, and focus on ensuring effective implementation, thereby swiftly sparking a vigorous upsurge in studying, publicizing, and implementing the spirit of the 20th National Congress of the Party. Organizational, publicity, and other relevant departments at all levels shall work closely together under the unified leadership of the party committees (Party groups). The organizational departments should integrate the study, publicity, and implementation of the spirit of the 20th National Congress with cadre education and training, strengthening leadership team building, and enhancing the construction of primary-level Party organizations. The publicity departments should carry out solid work in publicizing the spirit of the 20th National Congress, creating a strong atmosphere for studying and implementing it. Trade unions, the Communist Youth League, the All-China Women's Federation, and other mass organizations should fully leverage their own strengths to launch distinctive learning and educational activities. We must strengthen guidance in our work, intensify supervision and inspection, and promptly identify and address any existing problems.

2. Firmly uphold the correct guiding orientation. We must adhere to the principle of unity, stability, and encouragement, giving priority to positive publicity, promoting the mainstream narrative, and spreading positive energy. We should consolidate and strengthen the dominant ideological and public opinion landscape, and make concerted efforts to unify thinking and rally strength around the spirit of the 20th National Congress of the Communist Party of China. We must carry out publicity strictly in accordance with the spirit of the Party Central Committee, ensuring accuracy and precision, staying on course and firmly grasping the guiding direction, and firmly holding onto the initiative and authority in publicity and guidance. We need to intensify our interpretation and guidance on topical and sensitive issues, presenting information comprehensively, objectively, rigorously, and prudently; clarifying doubts, addressing concerns, and soothing emotions, thereby maximizing social consensus. We must implement the responsibility system for ideological work, adhering to the principles of “whoever is in charge is responsible” and “local jurisdiction,” and effectively strengthen the management of various propaganda and cultural platforms to prevent the spread of erroneous ideas, harmful remarks, and malicious information.

3. Focus on enhancing practical effectiveness. We must adhere to a pragmatic approach that is closely aligned with reality and respects objective laws, and closely connect with the new expectations of the vast number of Party members, cadres, and the general public. We should strive to make the study, publicity, and implementation of the spirit of the 20th National Congress of the Party more appealing, engaging, targeted, and effective. We need to innovate in terms of forms and platforms, enrich our methods and tools, and be adept at employing approaches that the masses are eager and able to participate in. We should adopt methods that reflect the characteristics of our times and meet practical requirements, making efforts to expand both the breadth and depth of our work, ensuring that our study and publicity are well-organized, impactful, high-quality, and highly effective. We must fully leverage new technologies and applications, strengthen interactive communication and immersive experiences, and endeavor to broaden the reach and influence of our work, enabling positive energy to generate substantial engagement and impact.

All regions and departments should promptly report to the Party Central Committee on their efforts to study, publicize, and implement the spirit of the 20th National Congress of the Party.
