  On behalf of the Standing Committee of the 20th Central Commission for Discipline Inspection, I submit the work report to the Second Plenary Session for your consideration.

 

  The primary task of this plenary session is to fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly carry out the spirit of the 20th National Congress of the Party, and study and deploy the discipline inspection and supervision work for 2023. This morning, General Secretary Xi Jinping delivered an important speech, providing fundamental guidance for deepening the Party’s self-revolution, improving the comprehensive system of strict governance over the Party, and unswervingly pushing forward anti-corruption efforts and the building of a clean government. We must earnestly study and grasp his remarks and resolutely put them into practice.

 

   First, thoroughly implement the strategic arrangements made at the 20th National Congress of the Party regarding comprehensively and strictly governing the Party, thereby providing strong guarantees for fulfilling the Party’s missions and tasks in the new era and on the new journey.

 

  The 20th National Congress of the Party is an extremely important gathering held at a critical juncture when the entire Party and all ethnic groups across the country are embarking on a new journey toward fully building a modern socialist country and marching toward the second centenary goal. It is a congress that upholds the guiding banner, unites our strength, and inspires us to forge ahead with determination. The Congress profoundly elucidated a series of major theoretical and practical issues concerning the adherence to and development of socialism with Chinese characteristics in the new era, formulated strategic plans for fully building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation, and made comprehensive arrangements for promoting the “Five-in-One” overall layout and coordinating the implementation of the “Four Comprehensive” strategic layout. It has charted the course forward and established a guiding framework for the development of the Party and the state in the new era and on the new journey, as well as for achieving the second centenary goal. The important ideas, key perspectives, major strategies, and significant measures adopted at the 20th National Congress provide fundamental guidance for carrying out discipline inspection and supervision work in the new era and on the new journey. We must grasp these principles comprehensively, systematically, and accurately, and implement them faithfully and without compromise.

 

  Since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping at its core has incorporated the comprehensive and strict governance of the Party into the strategic layout of the “Four Comprehensives.” Starting with the formulation and implementation of the Party’s Eight-Point Regulations, the Party has consistently tackled problems, enforced discipline rigorously, launched an unprecedented anti-corruption campaign, and delivered a “combination punch” of self-reform. As a result, it has found a second answer to breaking free from the historical cycle of chaos, prosperity, and decline. The situation of laxity and weakness in Party governance has been fundamentally reversed, and the Party’s capacity for self-purification, self-improvement, self-renewal, and self-enhancement has significantly strengthened. This has provided fundamental guidance and robust safeguards for the historic achievements and transformative changes made by the Party and the country, propelling the great rejuvenation of the Chinese nation into an irreversible historical process. Under the strong leadership of the Party Central Committee, the Central Commission for Discipline Inspection and the National Supervisory Commission, together with disciplinary inspection and supervision organs at all levels, have resolutely implemented the Party’s strategic plan for self-revolution and the strategic approach of comprehensively and strictly governing the Party. They have closely focused on the overall work of the Party and the state, playing a role in supervising and ensuring implementation as well as promoting improvement and development. In upholding the “Two Upholds,” they have demonstrated their loyalty to the Party; in deepening reform, they have achieved strategic restructuring; in rectifying conduct, enforcing discipline, and fighting corruption, they have shown their sense of responsibility and commitment; in safeguarding the interests of the masses, they have consolidated the foundations of the Party’s governance; and in preventing and resolving risks, they have reinforced political security. Firmly and effectively serving and safeguarding the development of the Party and the state, they have delivered outstanding results to the Party and the people, laying a solid foundation and providing valuable experience for further strengthening disciplinary inspection and supervision work.

 

  The 20th National Congress of the Party has made strategic arrangements for unswervingly and comprehensively strengthening Party governance in a strict manner and for deepening the new great project of Party building in the new era, while also setting higher requirements for discipline inspection and supervision work in the new era and on the new journey. Discipline inspection and supervision agencies are an important force in promoting comprehensive and strict Party governance. We must regard studying and implementing the spirit of the 20th National Congress as the primary political task for the present and the period ahead, engaging in in-depth study, conducting practical investigations, and ensuring effective implementation. We must truly grasp and thoroughly understand the spirit of the 20th National Congress, integrate it into our thinking, and put it into practice, transforming it into a powerful driving force for advancing high-quality development of discipline inspection and supervision work in the new era and on the new journey, into concrete actions for unswervingly enforcing good conduct, disciplining the Party, and combating corruption, and into tangible achievements that firmly uphold the Party’s advanced nature and purity and continuously maintain its vigor and vitality. We must bear in mind General Secretary Xi Jinping’s expectations and requirements—“a new leadership team, a fresh atmosphere, a new outlook, and new accomplishments”—and remain committed to the ongoing journey of comprehensively and strictly governing the Party and to the Party’s self-revolution. We must never slacken, never stop, and always set out anew; we must steadfastly uphold the Party’s original aspirations and mission, faithfully perform the duties entrusted to us by the Party Constitution and the Constitution, sustain the rigorous tone, rigorous measures, and rigorous atmosphere over the long term, continuously consolidate and expand the strategic achievements of comprehensively and strictly governing the Party, and strive for new successes and write new chapters in discipline inspection and supervision work.

 

   (1) Deeply grasp the decisive significance of the “Two Establishments,” and unswervingly shoulder the major political responsibility of upholding the “Two Safeguards.” A strong leadership core and scientifically guided theories are the fundamental basis for our Party’s creation of great historical achievements. The “Two Establishments” represent a major political achievement of the Party in the new era, serving as the decisive factor behind the historic accomplishments and transformative changes made by the Party and the country. They embody the Party’s greatest certainty, greatest confidence, and strongest guarantee in responding to all forms of uncertainty. Disciplinary inspection and supervision agencies are loyal guardians of the Party and the people. They shoulder a significant mission and heavy responsibility in firmly upholding General Secretary Xi Jinping’s central role within the Party Central Committee and the entire Party, and in resolutely safeguarding the authority and centralized, unified leadership of the Party Central Committee with Comrade Xi Jinping at its core. These agencies must continuously enhance their political discernment, political comprehension, and political execution capabilities; deepen their political, ideological, theoretical, and emotional identification with the “Two Establishments”; more consciously strengthen their “Four Consciousnesses,” firmly uphold their “Four Confidences,” and truly practice the “Two Safeguards.” They must always maintain high consistency with the Party Central Committee—with Comrade Xi Jinping at its core—in thought, politics, and action. We must uphold the Party Central Committee’s centralized and unified leadership over anti-corruption efforts, ensuring that the Party Central Committee firmly retains control and initiative in promoting sound conduct, strict discipline, and anti-corruption work. We must always keep in mind “the nation’s major interests,” accurately identify and effectively focus on entry points and priorities for serving and safeguarding the Party’s missions and tasks in the new era and on the new journey ahead. We must be even more proactive in centering our work around the central task and serving the overall situation, ensuring that major decisions and deployments of the Party Central Committee are implemented effectively and yield tangible results. We must resolutely combat any words or actions that undermine the authority and centralized, unified leadership of the Party Central Committee, and promote Party organizations and cadres at all levels to align themselves wholeheartedly with the Party Central Committee—genuinely loving the Party, constantly worrying about its well-being, firmly defending it, and energetically revitalizing it. Under the Party’s banner, we must unite as “a solid block of steel,” fearlessly facing any severe challenges, no matter how stormy or turbulent they may be, marching forward in unison and striving together to achieve the goals and tasks set forth at the 20th National Congress of the Party and comprehensively advance the great rejuvenation of the Chinese nation through Chinese-style modernization.

 

   (2) Always uphold the correct political direction and unswervingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to guide all work related to discipline inspection and supervision. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era represents the latest achievement of the sinicization and modernization of Marxism, and serves as the fundamental guiding principle for discipline inspection and supervision work in the new era. Discipline inspection and supervision agencies must consistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify thinking, will, and action; thoroughly grasp the worldview and methodology underlying this important thought; firmly uphold and effectively apply the standpoints, viewpoints, and methods running through it; unswervingly advance in the direction indicated by General Secretary Xi Jinping; and earnestly implement the Party’s innovative theories throughout all aspects and stages of discipline inspection and supervision work. We must promote a Marxist academic style, adhere to the integration of theory and practice, continuously use the Party’s innovative theories to address and resolve major issues confronting discipline inspection and supervision work in the new era and on the new journey, thereby making our working ideas, measures, and approaches more scientific, more rigorous, and more effective. We must combine theoretical study with the regular and long-term implementation of Party history education, placing ourselves, our responsibilities, and our work squarely at the center of our learning. We should approach this study with genuine emotion, cultivating even firmer faith and conviction, deeper feelings for the people, stronger sense of responsibility, and enhanced competence in performing our duties. We must transform the Party’s innovative theories into a powerful force that bolsters our ideals, refines our Party spirit, guides our practice, and drives our work forward, enabling us to better shoulder the missions and responsibilities entrusted to us by the Party and the people.

 

   (3) Study the Party Constitution, uphold the Party Constitution, and steadfastly fulfill the duties entrusted to us by the Party Constitution. The Party Constitution is the Party’s fundamental law, serving as the overarching basis for comprehensively enforcing strict Party governance, the general rule governing the conduct and speech of all Party members, and the fundamental reference for disciplinary inspection bodies in performing their duties and responsibilities. At the 20th National Congress of the Party, the Party Constitution was appropriately amended to reflect new situations and new tasks, setting forth clear requirements for upholding and strengthening the Party’s overall leadership, upholding and improving Party building, and advancing the Party’s self-revolution. Necessary additions were made to the sections on Party discipline and the functions of Party disciplinary inspection bodies; specifically, the important task of “promoting the improvement of the Party and state supervision system” was incorporated into the primary duties of the Commission for Discipline Inspection, thereby assigning greater responsibilities to disciplinary inspection bodies in the management and governance of the Party. Disciplinary inspection and supervision agencies must consciously study the Party Constitution, strictly abide by it, set exemplary examples in implementing it, and resolutely safeguard it. They must keep pace with the Party Constitution’s new provisions and requirements in terms of political stance, ideological awareness, sense of responsibility, and methods and measures. With a sense of responsibility that leaves them “constantly concerned and uneasy,” and with an energetic spirit of proactive engagement and action, they must faithfully fulfill their duties and responsibilities for the Party and the people. It is essential to clearly define the functional positioning of disciplinary inspection and supervision agencies in Party governance, self-revolution, and other related areas, fully leveraging their roles as specialized agencies for intra-Party oversight and state supervision. We must strengthen supervision and inspection over the study and implementation of the Party Constitution, urging Party organizations at all levels and Party members and cadres to persistently engage in ongoing learning and remain abreast of new developments, steadfastly uphold principles, and conscientiously translate the Party’s theories, lines, policies, and guidelines into concrete actions across all undertakings and fields of the Party and the state.

 

   (Four) Always remain clear-headed and firm in addressing the unique challenges faced by a major political party, and unswervingly promote the establishment and improvement of a comprehensive system for strict Party governance. Our Party is the world’s largest Marxist ruling party, engaged in a great cause unprecedented in history. Naturally, we will face unique challenges that set us apart from other political parties. From the strategic perspective of consolidating the Party’s long-term governance, General Secretary Xi Jinping has incisively analyzed the causes, main manifestations, and solutions to these challenges unique to a large party. He emphasized that in this new era and on this new journey, we must unceasingly advance comprehensive and strict governance over the Party, and continuously improve the system for such governance. This reflects our Party’s clear awareness of the severe and complex tests ahead, its high degree of consciousness in firmly upholding strict Party governance, and its unwavering confidence and determination to ensure that our century-old Party remains vibrant and powerful. Disciplinary inspection and supervision agencies must translate their commitment to sharing the Party’s burdens and fulfilling their responsibilities into concrete actions. They must earnestly implement the general requirements for Party building in the new era, continually enhance the system of comprehensive and strict Party governance, further refine the institutional framework for the Party’s self-revolution, and ensure that ideological Party building and institutional Party governance reinforce each other. By establishing sound mechanisms for upholding truth, correcting errors, identifying problems, and rectifying deviations, we can consolidate and develop the distinctive advantages of the Chinese Communist Party’s governance. We must accurately grasp the intrinsic unity between strict management and supervision on the one hand, and encouragement of taking responsibility and acting boldly on the other. Through clarifying direction, setting rules, fostering a positive atmosphere, and strengthening immune defenses, we can fully mobilize and protect the enthusiasm, initiative, and creativity of Party members and cadres, thus promoting the formation of clean and upright comradely relations, orderly and proper superior-subordinate relationships, and a new type of government-business relationship characterized by both closeness and integrity. In doing so, we can create an excellent environment for getting things done and starting businesses, and pool tremendous strength to realize the Chinese Dream of the great rejuvenation of the Chinese nation.

 

   (5) Dare to fight and be good at fighting, and unswervingly push forward the deepening of efforts to rectify conduct, enforce discipline, and combat corruption. The courage to struggle and the determination to achieve victory are the powerful spiritual forces that make the Party and the people invincible. The discipline inspection and supervision agencies were born out of the Party and fight for the Party; they have always stood firm against any person or thing that undermines the Party’s unity and cohesion or compromises its advanced nature and purity. It is critically important to be both courageous and skilled in struggle. Over the past decade, we have honed our resolve through comprehensive and strict governance of the Party, achieving remarkable results—but we are far from reaching the stage of complete success. Today, while we have secured an overwhelming victory in the fight against corruption and have fully consolidated this victory, the situation remains grave and complex, and the task of eradicating the very soil that breeds corruption remains daunting. We must deeply recognize the long-term, complex, and arduous nature of building a clean and honest Party and fighting corruption. We must earnestly study and internalize General Secretary Xi Jinping’s lofty spiritual realm—“I will devote myself entirely to the people without reservation”—his strong sense of mission: “Even if I offend thousands, I shall not fail the 1.4 billion people”—and his fearless spirit: “Though ten thousand may stand against me, I shall go forward regardless.” We must strengthen our spirit and capability for struggle, uphold our profound loyalty and righteousness toward the Party, cultivate great wisdom and courage in our struggle, and boldly confront major political principles and fundamental right-and-wrong issues. We must be able to withstand pressure, find effective solutions, and face any challenge with unyielding resolve. When combating unhealthy tendencies, evil practices, and negative corrupt phenomena, we must adhere strictly to principles, enforce discipline and law impartially, and resolutely eliminate all factors that weaken the Party’s advanced nature or compromise its purity—eradicate every virus that undermines the Party’s health—and ensure that the Party never loses its essence, its color, or its flavor. We must ensure that the power entrusted to us by the Party and the people is always used to pursue happiness for the people and to keep the giant ship of socialism with Chinese characteristics sailing steadily and far into the future.

 

   II. Main Tasks for 2023

 

  2023 is the inaugural year for implementing the spirit of the 20th National Congress of the Communist Party of China, a pivotal year that bridges the past and the future in the implementation of the 14th Five-Year Plan, and an important year for laying the foundation for fully building a modern socialist country. Therefore, carrying out discipline inspection and supervision work comes with great responsibility and glorious mission. We must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, fully implement the spirit of the 20th National Congress of the Communist Party of China, deeply grasp the decisive significance of the “Two Establishments,” enhance our “Four Consciousnesses,” strengthen our “Four Confidences,” and uphold the “Two Safeguards.” We must resolutely carry out the strategic plan of unswervingly and comprehensively enforcing strict governance over the Party, earnestly implement the tasks and requirements for perfecting the comprehensive system of strict governance over the Party, deepen efforts in building a clean government and fighting corruption, and promote high-quality development of discipline inspection and supervision work in the new era and on the new journey, thereby providing strong guarantees for making a good start and setting a solid course toward fully building a modern socialist country.

 

   (1) Strengthen political oversight to ensure the implementation of the strategic plans outlined at the 20th National Congress of the Party.

 

  Firmly uphold the centralized and unified leadership of the Party Central Committee. The strong and effective leadership of the Party Central Committee with Comrade Xi Jinping at its core is the fundamental guarantee for overcoming all difficulties, risks, and challenges. It is also the guiding principle that discipline inspection and supervision work in the new era and on the new journey must firmly adhere to. We must resolutely implement all the arrangements and requirements made by the 20th National Congress of the Party regarding upholding and strengthening the Party’s overall leadership and the Party Central Committee’s centralized and unified leadership, and promote Party organizations at all levels to consciously uphold Party leadership, earnestly strengthen the Party’s political development, and ensure that the entire Party maintains a high degree of consistency with the Party Central Committee—with Comrade Xi Jinping at its core—in terms of political stance, political direction, political principles, and political path. We must strictly enforce political discipline and political norms, promptly identify and vigorously address the “seven types of problems,” show zero tolerance toward those who form political cliques, small circles, or interest groups within the Party, and resolutely eliminate “double-faced individuals” who are disloyal to the Party, “small cliques” pursuing private interests, and “pseudo-loyalists” who pay lip service but act otherwise. We must firmly oppose individualism, decentralization, liberalism, and parochialism, eliminate political hidden dangers, and safeguard political security.

 

  We must promote the concretization, precision, and normalization of political oversight. In the new era and on the new journey, the fundamental task of political oversight is to help Party members and cadres deeply grasp the decisive significance of the “Two Establishments” and resolutely uphold the “Two Safeguards,” ensuring that major decisions and deployments of the Party Central Committee and important instructions by General Secretary Xi Jinping are implemented accurately and without compromise. We need to strengthen supervision and inspection around the overarching goals and tasks of fully building a modern socialist country, thoroughly, accurately, and comprehensively implementing the new development philosophy, accelerating the establishment of a new development pattern, and focusing on promoting high-quality development—thus providing strong and effective support for getting off to a good start on this new journey. We should closely monitor and supervise key tasks such as comprehensively deepening reform and opening up, developing whole-process people’s democracy, enhancing cultural confidence and self-reliance, and building a beautiful China; provide follow-up oversight on critical areas including education, science and technology, talent development, rule-of-law guarantees, and national security, thereby effectively preventing and resolving risks and challenges. We must carry out regular supervision and inspection on the implementation of policies aimed at safeguarding and improving people’s livelihoods during development, steadily advancing common prosperity, perfecting the distribution system, and comprehensively promoting rural revitalization, so that the fruits of modernization benefit all people more equitably. We should intensify oversight and inspection of the implementation of policies and measures adopted by the Party Central Committee in response to evolving circumstances and trends, promptly identifying, addressing, and reporting any violations of discipline, inadequate fulfillment of responsibilities, or ineffective implementation of measures, thus ensuring that these policies are fully and effectively carried out.

 

  We must resolutely correct prominent problems in implementing the decisions and deployments made at the 20th National Congress of the Party. We need to strengthen oversight over the study, publicity, and implementation of the spirit of the 20th National Congress, urging Party organizations at all levels and Party members and cadres to grasp the essence of the spirit fully, accurately, and comprehensively; to deeply understand its core principles, develop practical approaches, and carry out solid work, thus avoiding vague or superficial interpretations. We should focus our supervision and inspection on the implementation of the decisions and deployments made at the 20th National Congress, firmly addressing issues such as having policies at the top but countermeasures at the bottom, failing to implement orders when issued, and ignoring prohibitions when imposed. We must resolutely tackle problems like making selective choices, finding loopholes, or watering down measures—engaging in hypocrisy and acting independently. We must also firmly combat issues such as “low-level red” and “high-level black” phenomena. We must vigorously address practices that disregard the overall situation and promote departmental or local protectionism. Furthermore, we must firmly rectify instances where specific measures are not tailored to actual conditions, but instead involve mere copy-and-paste approaches or uniformly applied across the board without regard for local realities. These efforts will help foster a positive atmosphere characterized by proactive self-comparison and alignment with directives, as well as a strong sense of responsibility and diligent performance of duties. We should promote the improvement of mechanisms for implementing major decisions and deployments of the Party Central Committee and important instructions from General Secretary Xi Jinping, refining systems such as ledger management, supervision and accountability, and “look-back” reviews, thereby ensuring that implementation remains faithful, flexible, and true to the original intent.

 

   (2) Promote the improvement of the Party’s institutional framework for self-revolution.

 

  Promote the improvement of the Party’s internal regulatory system. Internal Party regulations serve as an important institutional underpinning for advancing the Party’s self-revolution. We must comprehensively fulfill our responsibilities in drafting both internal Party regulations and supervisory regulations, taking the Party Constitution as the fundamental basis, democratic centralism as the core principle, and the new situation, new tasks, and new requirements facing Party building as the guiding force. We should formulate and revise internal Party regulations and systems in keeping with the times, promptly codifying and legalizing effective practices and measures. We should advance national legislation against corruption, continuously improve and refine the disciplinary inspection and supervision regulatory system, study and revise the Regulations on Disciplinary Actions within the Party, enhance operational procedures for supervision, discipline enforcement, and law enforcement, perfect mechanisms for coordinating case-handling procedures, and establish and improve a system for evaluating the quality of cases.

 

  Promote the improvement of the Party and state supervision system. Building and perfecting a socialist supervision system with Chinese characteristics is an intrinsic requirement for advancing the modernization of the national governance system and governance capacity, and it serves as a vital safeguard for our Party to achieve self-purification, self-improvement, self-reform, and self-enhancement under long-term governance conditions. We must, in accordance with the requirements of unified Party leadership, comprehensive coverage, and authority and efficiency, promote the refinement of the specialized supervision system led by discipline inspection and supervision agencies, and facilitate the institutionalization and normalization of coordinated integration among disciplinary supervision, supervisory inspection, dispatched supervision, and inspection tours. We should also promote the improvement of the intra-Party supervision system, establishing a working framework featuring comprehensive supervision by Party committees (leading party groups), specialized supervision by discipline inspection organs, functional supervision by Party work departments, daily supervision by grassroots Party organizations, and democratic supervision by Party members. Furthermore, we need to enhance the mechanisms for integrated and coordinated oversight across various types of supervision, giving full play to the leading role of intra-Party supervision and promoting organic integration and synergy between intra-Party supervision and supervision by the National People's Congress, democratic supervision, administrative supervision, judicial supervision, audit supervision, financial and accounting supervision, statistical supervision, mass supervision, and public opinion supervision. We should also improve the grassroots supervision system, making coordinated and effective use of supervisory forces at the county and township levels, promoting effective links between grassroots discipline inspection and supervision organizations and village affairs supervisory committees, building big-data-based supervision platforms for grassroots public power, unblocking channels for mass supervision, and strengthening the grassroots supervision network. We must ensure that routine supervision is thorough and practical, making supervision a constant and normalized practice. We should harness the important role of auditing in combating corruption and addressing disorder, strengthen coordination and cooperation with auditing authorities, and make good use of audit supervision findings. We must intensify supervision over “leading officials” and leading teams, urging them to hold themselves strictly accountable, assume their responsibilities rigorously, and exercise strict management over those under their jurisdiction.

 

  Strengthen the political responsibility for comprehensively enforcing strict Party governance. We must firmly grasp the “key link” of principal responsibility, promote the implementation of the principal responsibility of Party committees (Party leading groups) and the primary responsibility of secretaries, enhance the consciousness and capability to fulfill the responsibility of comprehensively enforcing strict Party governance, and ensure that Party building is planned, deployed, advanced, and assessed in tandem with economic and social development. We must reinforce the supervisory responsibilities of discipline inspection commissions by means such as seeking instructions and reporting on major matters, putting forward suggestions and opinions, and supervising and promoting the implementation of decisions made by Party committees (Party leading groups), thereby assisting these committees in carrying out all aspects of comprehensively enforcing strict Party governance. We must urge functional departments to fulfill their regulatory duties, strictly enforce systems such as responsibility lists, interviews and reminders, and accountability reports, and ensure that responsibilities are implemented at every level, thus establishing a sound framework for Party governance characterized by clear individual responsibilities and unified coordination. We must make good use of the powerful tool of accountability, ensuring that it is based on facts, precise, and standardized—preventing both insufficient accountability and overgeneralized accountability.

 

   (3) Effectively leverage the powerful role of political inspections as a sharp sword.

 

  Consolidate and deepen political inspections. Inspection-based oversight is a strategic institutional arrangement for advancing the Party’s self-revolution and exercising comprehensive and strict governance over the Party. We must sharpen the “sword” of inspection, highlight its political orientation, fully implement the guiding principles for central inspection work, regard “upholding the Two Upholds” as the fundamental task, treat the implementation of the spirit of the 20th National Congress of the Party as the top priority, and ensure that stringent requirements are integrated into every stage and aspect of the entire inspection process. Revise the Regulations on Inspection Work. Formulate the Central Inspection Work Plan (2023–2027), clearly defining the overall approach, objectives, and key measures for inspection work over the next five years, and promoting the deepening, specialization, and downward extension of inspection efforts. With a view to achieving full coverage of inspections within one term of office in high quality, we will coordinate regular inspections, special inspections, ad-hoc inspections, and “look-back” inspections, steadily advance central inspections, and carry out the first and second rounds of inspections under the 20th Central Committee in a solid and thorough manner. Adhering to pragmatism, simplicity, and effectiveness, we will optimize inspection workflows, improve methods and approaches, enhance our ability and level in identifying problems, and strengthen the precision and effectiveness of inspection oversight.

 

  Strengthen the rectification of inspection findings and the effective utilization of inspection outcomes. The purpose of identifying problems during inspections is to solve them; failing to address identified issues is even worse than not conducting inspections at all. We must provide serious feedback on inspection findings, firmly hold Party committees (Party leading groups) accountable for their primary responsibility in rectification, and fully leverage the functional roles of discipline inspection and supervision agencies, organizational departments, and inspection bodies in the rectification process. We should intensify follow-up and supervision, and hold those responsible seriously accountable for false or merely superficial rectifications. We need to improve the mechanisms for rectification work and continuously promote regular, ongoing rectification efforts. We must integrate inspection-based rectification with the implementation of the spirit of the 20th National Congress of the Communist Party of China and with advancing reform and development, comprehensively addressing both newly discovered issues and those left unresolved in previous inspections. We should uphold and refine the mechanisms for informing relevant functional departments about inspection findings and providing specialized inspection reports, thereby promoting standardized decision-making, refining policies, plugging loopholes, and improving institutional frameworks. This will enhance the effectiveness of using inspections to drive rectification, foster development, and strengthen governance.

 

  Improve the coordinated working framework for inspection and巡察 at both the central and local levels. Strengthening the coordinated efforts between central and local inspection and巡察 mechanisms will help leverage systemic advantages, enhance overall quality, and boost the effectiveness of comprehensive supervision. We must establish and refine a leadership system for inspection and巡察 under the unified leadership of the Party Central Committee and with tiered responsibilities. We should convene a national conference on inspection work, implement the guiding opinions on strengthening the coordination between central and local inspection and巡察 efforts, and promote seamless collaboration and concerted action across all levels. We need to intensify guidance and oversight of provincial, regional, and municipal inspections, encourage the extension of city- and county-level inspections down to the grassroots level, and strengthen inspections at the village (community) level. We should deepen categorized guidance for internal inspection work within central government agencies, and promote standardized implementation of inspection and巡察 activities in central government organs, state-owned enterprises directly under the CPC Central Committee, centrally-administered financial institutions, and centrally-administered universities. We must enhance coordination and collaboration between inspection and巡察 agencies and the Supervision and Discipline Inspection Commissions’ inspection and supervision departments, resident institutions, and dispatched agencies, thereby creating synergies in our work. We should ensure effective communication during inspection and巡察 processes, proper handover of leads and clues, efficient utilization of inspection results, and rigorous oversight of rectification efforts. We should standardize the organizational structure of inspection offices (and巡察 offices). Furthermore, we must accelerate the development of information technology infrastructure to support inspection and巡察 work.

 

   (4) Continue to deepen the implementation of the spirit of the Central Committee’s Eight-Point Regulation and rectify the “Four Winds.”

 

  We will seriously address hedonism and extravagance—practices that damage the Party’s image and have drawn strong complaints from the masses. The Central Committee’s Eight-Point Regulation is a long-term, ironclad rule that must be enforced rigorously and without any slackening. We will crack down on any violations committed in defiance of these regulations as soon as they come to light, pursuing them with utmost severity. We will resolutely prevent any resurgence, hidden mutations, or signs of fatigue and complacency. We must closely monitor recurrent and stubborn problems, such as the occasional rebound of official banquets funded by public money and “waste on the tip of the tongue,” as well as persistent habits of seeking luxury and ostentation. Such cases will be promptly and strictly dealt with, and those involved will be named and publicly reported. We will also pay close attention to issues involving disguised violations—such as some units shifting from using public funds to catering on the boss’s tab, or from eating at their own level to dining at lower levels, or finding creative ways to “eat empty envelopes,” or using training and inspection trips as pretexts for public-funded tourism—and step up efforts to investigate and hold accountable those responsible. We will focus intently on hidden and covert problems—such as accepting gifts and money under the guise of lecture fees, project fees, or consulting fees; sending gifts remotely via electronic red envelopes or express delivery services; and uncovering hedonistic and extravagant practices concealed behind high-end liquors, “sky-high-priced teas,” “sky-high-priced cigarettes,” and expensive mooncakes. We will precisely identify these issues and deal with them severely. Recognizing that unhealthy tendencies and corruption are interconnected and share the same root causes, we will further improve mechanisms for jointly investigating both phenomena. We will educate and guide leading cadres to consciously abide by Party discipline and state laws, reject special privileges, and firmly dismantle ideas and behaviors associated with privilege. We will advance the construction of a comprehensive information platform for monitoring Party and government conduct, leveraging big data and other information technologies to strengthen early warnings and corrective measures, and continuously reinforce the bulwark of the Central Committee’s Eight-Point Regulation.

 

  We will focus on addressing formalism and bureaucratic practices. Formalism and bureaucracy are major obstacles to fulfilling the Party’s missions and tasks in the new era and on the new journey ahead. We must delve deeply into their root causes, pinpoint the underlying problems, adopt targeted measures for correction, and enhance the effectiveness of our efforts. We must closely monitor instances where officials fail to take responsibility or exert sufficient effort in implementing the major decisions and deployments of the Party Central Committee, and address behaviors characterized by empty slogans and mere expressions of intent without actual implementation. We must also pay close attention to cases involving one-sided interpretations, mechanical execution, and reckless actions in implementing policies, measures, and work plans, and combat simplistic approaches, “one-size-fits-all” solutions, and escalating requirements at every level. We must rigorously tackle issues of negligence and inaction, including complacency, buck-passing, perfunctory responses, and procrastination. We must firmly address arbitrary use of power and improper conduct, including making decisions without respect for objective laws, ignoring real-world conditions and the needs of the people, and engaging in haphazard, blind, or unlawful decision-making. Finally, we must squarely confront the distortion of views on power, the perversion of performance evaluation criteria, and deviations in our sense of mission, and combat practices such as creating superficial displays, pursuing “image projects,” falsifying data, violating financial and economic discipline, and placing undue burdens on the grassroots level.

 

  Promote the normalization and long-term effectiveness of conduct-building efforts. At present, the breeding ground for unhealthy tendencies still exists, and the risk of resurgence remains. We must simultaneously address both the correction of unhealthy practices and the cultivation of positive ones, purging the corrupt and promoting the good, thereby transforming sound conduct into a shared social norm and habit. We need to grasp the regional, industrial, and stage-specific characteristics, strengthen guidance and supervision at lower levels, and focus on thoroughly addressing issues that are widespread and repeatedly occur. We should summarize the achievements and experiences gained in conduct-building during the new era, transform the practical outcomes of tackling the “Four Winds” into institutional norms, and further refine and implement specific measures for putting the spirit of the Central Committee’s Eight-Point Regulation into practice. We must adhere to the simultaneous approach of rectifying the “Four Winds” and fostering a new ethos. While severely punishing unhealthy tendencies, we should also carry out publicity and education on the new ethos of our times, uphold the Party’s glorious traditions and fine work styles, encourage Party members and cadres to firmly keep in mind the “Three Musts,” practice the “Three Stricts and Three Honests,” and remain committed to integrity and honesty. In this way, the people will constantly feel that a sound Party and government ethos is right around them, and that positive social trends and upright conduct are ever-present in their daily lives.

 

   (5) Comprehensively strengthen the Party’s disciplinary development.

 

  Strengthen regular disciplinary education. Disciplinary development is the fundamental solution for comprehensively and strictly governing the Party; it must be given a more prominent position and consistently and repeatedly emphasized. We should encourage Party committees (Party groups) and party schools (administrative colleges) at all levels, as well as cadre academies, to make study of the Party Constitution, Party rules, and Party discipline compulsory courses, thereby enhancing the disciplinary awareness of Party members and cadres and engraving compliance with rules and discipline deeply in their hearts. We must attach great importance to disciplinary education for young leading cadres, addressing issues such as some young leading cadres failing to take Party rules and discipline seriously, lacking mastery of them, or neglecting to implement them. We should combine positive guidance with negative warnings, using typical cases and real-life examples from those around us to carry out cautionary education. We should urge and guide Party committees (Party groups) of units involved in major disciplinary or legal violations to hold special democratic life meetings, drawing lessons from each case, identifying similar problems, and clarifying discipline through these cases, thus prompting cadres to learn from them, awaken their conscience, and know when to stop. We must adhere to the integrated approach of strengthening Party spirit, Party style, and Party discipline, embedding disciplinary education into daily supervision and management. With strict discipline always looming over us and constant vigilance ringing in our ears, we must transform ironclad discipline into the everyday habits and conscious adherence of Party members and cadres.

 

  Strictly enforce the Party’s disciplinary regulations and institutional rules. The vitality of laws and regulations lies in their implementation; the key is earnestness, and the crux is strict enforcement. We must uphold the principle that discipline must be strictly enforced and violations must be rigorously investigated—wherever a violation of Party discipline is discovered, it must be firmly and resolutely dealt with. We should urge Party organizations at all levels to take seriously intra-Party political life, uphold and improve systems such as democratic life meetings, organizational life meetings, and intra-Party heart-to-heart talks, make good use of the weapons of criticism and self-criticism, and enhance the political nature, timeliness, principled stance, and combat effectiveness of intra-Party political life. We must strictly enforce organizational discipline and election discipline, resolutely punish behaviors such as seeking or procuring official positions through improper means, buying or selling official posts, and engaging in vote-buying and bribery. We will severely investigate and punish leading cadres who engage in opportunistic maneuvering in order to secure promotion or greater responsibility, harshly punish “political fraudsters” and political brokers, and standardize and prudently handle opinions on Party conduct and integrity. We will rigorously scrutinize political qualifications and integrity standards to ensure that the elections for national and provincial people’s congresses, governments, and Chinese People’s Political Consultative Conferences are conducted in a clean and upright manner.

 

  Precisely apply the “four forms.” The “four forms” are tailored to meet the requirements of comprehensively and strictly governing the Party in the new era, upholding the principle of learning from past mistakes to prevent future ones and of treating and saving those who have gone astray. They fully embody both strict management and genuine care for cadres. We must put even greater effort into making good use of the first form, strengthening and refining routine supervision over Party members and officials, and comprehensively employing methods such as interviews, written inquiries, reminders, and criticism to gently but firmly correct deviations, provoke self-reflection, and address issues early and at their smallest scale, thus preventing minor problems from escalating. We will continue to release guiding cases on disciplinary enforcement and law enforcement to promote continuous improvement in the quality of case handling. We must accurately grasp policies and strategies, uphold the unity of a strict tone and practical requirements, adhere to seeking truth from facts, implement the “three distinctions,” rigorously investigate and punish false accusations and malicious framing, promptly carry out clarifications and restore reputations, and encourage cadres to dare to take responsibility and act proactively, thereby achieving an organic integration of political, disciplinary, and social effects.

 

   (6) Resolutely win the tough and protracted battle against corruption.

 

  We must always fight corruption with the most thorough spirit of self-revolution. Corruption is the greatest malignant tumor that threatens the Party’s vitality and combat effectiveness, and it poses the most lethal blow to the Party’s flesh-and-blood bond with the people. Fighting corruption is a major political struggle that we cannot afford to lose—and indeed, must never allow ourselves to lose. We must keep sounding the charge and continuously consolidate the hard-won, overwhelming victory we’ve achieved. We must adopt a zero-tolerance attitude toward corruption and punish evil deeds, improve mechanisms for dynamic clearance and regular punishment, more effectively curb new cases, and more efficiently eliminate existing ones. We must rigorously investigate key issues, resolutely crack down on corruption involving both political and economic problems, firmly prevent leading cadres from becoming mouthpieces or proxies for interest groups and powerful cliques, and firmly guard against collusion between government and business and the infiltration of capital into the political sphere—activities that undermine our political ecosystem and economic development environment. We must highlight key areas, deepen efforts to address corruption in sectors where power is concentrated, funds are abundant, and resources are rich—such as finance, state-owned enterprises, and political and legal affairs—as well as in industries like grain procurement and sales. We must resolutely correct problems such as the “revolving door” phenomenon between government and business and “evasive resignations,” and vigorously root out systemic, regional, and industry-specific corruption posing significant risks. We must closely monitor key individuals, giving top priority to those who have shown no restraint or repentance since the 18th National Congress of the Party and who have acted with brazen audacity. We must seriously investigate and punish cases in which spouses, children, and their spouses—or other relatives and staff members close to leading cadres—have exploited their influence to seek personal gain and engage in corruption. We must resolutely tackle new forms of corruption and hidden corruption.

 

  We will resolutely tackle all forms of corruption that harm the interests of the masses. The public deeply despises and feels acutely affected by corruption occurring in their immediate surroundings. We must attach great importance to this issue, take firm action to rectify it, and effectively enhance the people’s sense of gain, happiness, and security. We should focus on areas such as employment and entrepreneurship, education and healthcare, elderly care and social security, ecological protection, work safety, food and drug safety, and law enforcement and judicial administration. We will seriously investigate and punish acts including embezzlement, misappropriation, withholding and diverting funds, falsifying claims for benefits, and demanding bribes or kickbacks. We will firmly crack down on “fly-level corruption” close to the people and make concerted efforts to eliminate negative and corrupt practices at the grassroots level. We will intensify efforts to address issues involving “village tyrants,” “street bullies,” and “mining overlords,” and absolutely prohibit them from running rampant in rural communities and oppressing the local population. We will actively carry out special campaigns to address unhealthy tendencies and corruption in the field of rural revitalization, strengthen supervision and inspection of key projects, major funds, and critical links, safeguard state-owned assets and collective property, and protect the legitimate rights and interests of farmers. We will promote the establishment of a regular and institutionalized mechanism for “striking down protective umbrellas and dismantling criminal networks,” and rigorously investigate corruption and “protective umbrellas” behind organized crime and evil forces cases.

 

  We must resolutely eliminate the soil and conditions that give rise to corruption. To deepen the fight against corruption, our overarching strategy is to simultaneously tackle the issues of “daring not to be corrupt,” “being unable to be corrupt,” and “not wanting to be corrupt.” We need to adopt a holistic approach that addresses both symptoms and root causes, and pursue systematic governance. We must uphold the principle of “full-cycle management,” further enhance learning from cases, use cases to drive reform, and leverage cases to promote governance. This requires closely integrating and coordinating severe punishment, standardized power oversight, and educational guidance. We must investigate both bribery and the act of offering bribes in tandem, intensifying penalties for bribery offenses. Special attention should be paid to those who repeatedly offer bribes, make large-scale bribes, bribe multiple individuals, or undermine the political environment of a particular region. We will establish a national database of bribe-givers, promote the refinement of relevant laws and regulations on punishing bribery, and strengthen joint sanctions against bribe-givers. We must improve the institutional mechanisms for preventing and curbing the emergence and spread of corruption, refine internal regulatory systems within various sectors, and reinforce checks and balances on key powers—including policy formulation, decision-making procedures, and approval and supervision—thereby reducing inappropriate interference by power in microeconomic activities. We must also strengthen the development of a culture of integrity for the new era, foster sound family education and traditions, cultivate and promote a social ethos that values integrity and resists corruption, and build a clean and upright social ecosystem.

 

  We must build an integrated mechanism for pursuing fugitives, preventing flight, and recovering stolen assets. The fight against corruption must coordinate efforts on both the international and domestic fronts, deepen international cooperation in anti-corruption efforts, and ensure that every fugitive is pursued relentlessly until they are brought to justice—leaving no place to hide for those who have already fled, and shattering any illusions held by those contemplating escape. We need to continue carrying out the "Sky Net" operation, intensifying efforts to track down corrupt officials who have fled abroad, including the “100 Red Notice Fugitives.” We must strengthen crackdowns and punishments targeting money-laundering activities linked to corruption, and make every effort to recover illicit funds located overseas. We should further advance integrity-building along the Belt and Road Initiative, improve coordination mechanisms for cross-border anti-corruption governance, refine supporting systems for the extraterritorial application of China’s relevant laws, and accelerate the establishment of a comprehensive legal and regulatory framework for combating corruption involving foreign entities. We must also enhance international communication on anti-corruption efforts, transforming successful experiences and vivid practices into greater influence and discourse power in global anti-corruption governance.

 

   (7) Deepen the reform of the discipline inspection and supervision system.

 

  Consolidate and expand the achievements of the reform of the discipline inspection and supervision system. The reform of the discipline inspection and supervision system is a major strategic initiative for improving the Party and state’s supervisory framework, and it is an intrinsic requirement for standardizing, legalizing, and formalizing discipline inspection and supervision work. We must adhere to a problem-oriented, goal-oriented, and results-oriented approach, and comprehensively deepen the reforms of the Party’s discipline inspection system, the national supervision system, and the institutions for discipline inspection and supervision. We should also improve the leadership structures and working mechanisms for the coordinated advancement of these “three reforms.” We must further advance the concretization, proceduralization, and institutionalization of the dual leadership system in discipline inspection and supervision work. Focusing on key links such as supervision and inspection, and investigation and examination, we should strengthen the leadership of higher-level discipline inspection and supervision commissions over their lower-level counterparts. We must earnestly implement the requirement that investigations into corruption cases be primarily led by higher-level discipline inspection and supervision commissions. Moreover, we should further refine the system for lower-level discipline inspection and supervision commissions to report and seek instructions on important matters, thereby enhancing the overall quality of performance of duties within the discipline inspection and supervision system. We will continue to deepen the implementation of the Supervisory Officials Law and gradually advance the work of determining the ranks of supervisory officials at the city and county levels.

 

  Improve the system and mechanisms for stationed supervision. Stationed supervision is an important lever for comprehensively enforcing strict Party governance. We must earnestly implement the "Work Rules for Resident Institutions of Discipline Inspection and Supervision Organs," refine the leadership and management system for these institutions, strengthen the leading role of the sending authorities over the resident institutions, further promote both tangible and effective coverage of stationed supervision, and fully leverage the role of stationed supervision as an early warning mechanism. Strengthen guidance on deepening the reform of discipline inspection and supervision systems in centrally-administered enterprises, centrally-administered financial institutions, and centrally-administered universities; comprehensively advance the reform of discipline inspection and supervision systems in vertically managed units, and enhance the quality of full-coverage stationed supervision. Promote the comprehensive exercise of supervisory powers by resident and sending institutions, and improve the effectiveness and efficiency of case initiation, investigation, and review conducted independently within their jurisdiction. Deepen the reform of local stationed institutions, advance the establishment and staffing of stationed institutions at the provincial, city, and county levels, and expand the pilot program allowing provincial-level discipline inspection and supervision commissions to dispatch discipline inspection and supervision teams to provincially-managed universities and state-owned enterprises.

 

  Improve the system integration and collaborative, efficient working mechanisms. The reform of the discipline inspection and supervision system has entered a critical phase—breaking through bottlenecks and addressing difficulties, strengthening the collation and alignment of achievements, and promoting the transformation of institutional advantages into effective governance capabilities. We must, through reform, advance the integration of forces and resources, and establish a coordinated and synergistic working system encompassing petition reporting, supervision and inspection, investigation and review, case management and oversight, case adjudication, and inspection and巡察. This will facilitate the refinement of mechanisms for information communication, clue transfer, coordinated measures, and shared outcomes. We must firmly uphold the concept of "one overall chessboard," leverage systemic advantages, and improve mechanisms for coordinated supervision among "teams," linked supervision between "departments and teams," and joint case handling involving "departments, teams, and localities." We should also strengthen supervision and guidance over the performance of duties by disciplinary committees within stationed units, thereby advancing the development of these committees. We must establish sound mechanisms for the seamless connection and authoritative, efficient enforcement of Party discipline and national laws, and build institutional frameworks that ensure smooth cooperation, mutual checks and balances, and seamless coordination with judicial organs, procuratorial organs, and law enforcement departments. Furthermore, we should formulate a five-year plan for informationization construction and build a digital discipline inspection and supervision system that covers the entire process and all elements.

 

   (8) Forge a high-quality team of discipline inspection and supervision officials who are capable of shouldering the heavy responsibilities of the new era and new journey.

 

  Strengthen the Party’s political development and build an iron army of discipline inspection and supervision officials who are absolutely loyal to the Party. Loyalty is the innate political gene of discipline inspection and supervision agencies and the most distinctive political quality of their cadres. We must earnestly carry out the thematic education campaigns deployed by the Party Central Committee, persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify our hearts and minds, fortify our souls, and firmly uphold our ideals and convictions. We must take the lead in cherishing, trusting, being loyal to, and safeguarding the core leadership, and truly transform our profound understanding of the decisive significance of the “Two Establishments” into conscious actions that uphold the “Two Safeguards.” We must conscientiously implement the several regulations on strengthening and upholding the Party Central Committee’s centralized and unified leadership, take the lead in strictly observing the system of reporting and seeking instructions, and promptly and proactively report major matters, significant cases, and important tasks to the Party Central Committee and General Secretary Xi Jinping. We must effectively enhance our political capabilities, strengthen our systemic thinking, consciously act within the broader context, and ensure that minor principles yield to overarching ones. We must continuously improve our abilities in strategic thinking, historical thinking, dialectical thinking, systems thinking, innovative thinking, rule-of-law thinking, and bottom-line thinking—resolutely responding to what the Party Central Committee advocates, faithfully implementing what it decides, and firmly refraining from doing what it prohibits. We must give full play to the exemplary role of the Standing Committee of the Central Commission for Discipline Inspection, uphold and improve the system of collective study within the Standing Committee, conscientiously implement the principle of democratic centralism, rigorously enforce the rules of procedure and decision-making processes for Standing Committee meetings, and set an example for the entire discipline inspection and supervision system in complying with rules and discipline. We must firmly assign political responsibilities to discipline inspection and supervision agencies at all levels for strengthening their own development, deepen and solidify ideological and political work among discipline inspection and supervision cadres, transmit higher standards and stricter requirements to every comrade, and resolutely listen to the Party and follow its lead. We must emphasize political criteria in building our cadre teams, adhere to the standards for good cadres in the new era, and establish clear orientations for selecting and appointing personnel. We must highlight the political functions in strengthening the construction of grassroots Party organizations within the discipline inspection and supervision system, implement the responsibility system for Party building, continuously enhance the political and organizational functions of grassroots Party organizations, and turn these grassroots Party organizations into strong bastions that effectively implement the Party’s leadership. In conjunction with the thematic education campaigns, we must thoroughly carry out the education and rectification of the cadre teams across the national discipline inspection and supervision system, treating the purification of thought and organization as key priorities. We must earnestly strengthen political education and Party spirit education, strictly enforce laws and discipline, and resolutely remove those who undermine the Party’s integrity.

 

  Strengthen capacity building and forge an iron army of discipline inspection and supervision officials who dare to fight and are adept at fighting. As the Party’s “discipline force,” the discipline inspection and supervision agencies inherently possess a fighting spirit, and engaging in struggle is their natural disposition and daily routine. We must carry forward the spirit of struggle, uphold our Party principles, and approach our work with the lofty aspirations of dedicating ourselves wholeheartedly to the Party and the country, firmly shouldering the political responsibility of safeguarding the Party’s advanced nature and purity, and maintaining its unity and solidarity—always ready to face major challenges and tests. We must remain steadfast in our resolve to fight, never shying away from difficulties or evading responsibilities; we must refuse to yield to evil, fear no ghosts, and withstand any pressure. We must be firm as steel, free from petty gains or losses, leaving ourselves no room for retreat, and always charging ahead in both tough battles and protracted campaigns. We must enhance our ability to fight by intensifying training and practical exercises for all personnel, deepening research into the fundamental theories of discipline inspection and supervision, and continuously improving our capacity to perform duties in accordance with regulations, discipline, and law—cultivating a strong backbone, sturdy shoulders, and genuine competence in fighting. We must make good use of the working methods of in-depth study, practical investigation, and effective implementation. In terms of in-depth study, we must create a positive learning environment, maintain a thirst for knowledge, and regard thoroughly understanding, mastering, and putting into practice the Party’s innovative theories as a political pursuit, a working style, and a way of life—a fundamental skill and compulsory course for doing well in discipline inspection and supervision work. We must persistently engage in study, reflection, and practice, ensuring that learning, thinking, and action are seamlessly integrated and that knowledge, belief, and practice are unified. In terms of practical investigation, we must make good use of the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, follow the Party’s mass line in the new era, and, driven by deep affection for the people, go deep into the grassroots and frontlines—getting down to earth, gaining a true understanding of the situation, and pooling the wisdom of the masses. We must visit both distant and nearby areas, examine both good and bad situations, listen to both praise and criticism, avoid sidestepping contradictions, and refrain from passing the buck. Through solid investigation, we must pinpoint problems accurately, identify the right paths, and find effective solutions and measures. In terms of effective implementation, the great achievements of the new era have been forged through the concerted efforts, hard work, and relentless struggles of the Party Central Committee with Comrade Xi Jinping at its core, leading the entire Party and the people across the country. Empty talk harms the nation, while practical action strengthens it. We must prioritize political requirements, ensure the closed-loop implementation of political responsibilities, promptly report on the status of implementation, adopt a resolute attitude and take vigorous actions, focus on key priorities and implement them meticulously, embody the spirit of driving nails home, working year after year, hammer blow after hammer blow. We must demonstrate loyalty and honesty through selfless dedication, show commitment and responsibility through tackling tough issues head-on, and reflect real results through solving problems effectively.

 

  Strengthen integrity-building efforts and forge a tough, upright, and highly competent discipline inspection and supervision team. General Secretary Xi Jinping has repeatedly reminded us that to forge iron, one must first be strong oneself—and to be truly strong, one must first be honest and upright. The more fully trusted and highly praised we are by the Party and the people, the more humble and prudent we must remain, guarding against arrogance and impatience, and maintaining an ever-vigilant mindset as if standing on the brink of an abyss or walking on thin ice. We must forever uphold the spirit of self-revolution, integrating the concept of promoting the “three no’s” against corruption throughout our own development. We should educate and guide discipline inspection and supervision cadres to establish correct views on power, achievements, and career aspirations, firmly guard against being "hunted," and continuously hone their willpower, endurance, and self-control, steadfastly upholding political red lines, disciplinary high-voltage lines, and integrity bottom lines. We must strengthen internal supervision and checks and balances, improve internal control systems such as recusal, confidentiality, and registration and filing of cases involving inquiries or interference, and refine mechanisms for exercising our own powers and establishing sound management and oversight systems, thereby ensuring that disciplinary enforcement and law enforcement powers are exercised correctly. We should proactively accept supervision from all quarters within the Party and society, and further improve the system under which supervisory commissions at all levels are subject to oversight by the People's Congress and its Standing Committee. We adopt zero tolerance toward violations of discipline and breaches of law, severely punish corrupt elements within the system, resolutely investigate and deal with issues such as using cases to seek personal gain, colluding to cover up wrongdoing, and leaking confidential information. We will firmly prevent the abuse of supervisory, disciplinary, and law enforcement powers and the leveraging of official influence for private gain, and vigorously combat "darkness under the lamp." We must ensure that the powers entrusted to us by the Party and the people are never abused, that the sword of punishing evil and promoting good remains forever sharp and untarnished, and strive to reassure the Party Central Committee, give peace of mind to General Secretary Xi Jinping, and win the satisfaction of the people.

 

  Comrades, as we embark on a new journey and strive to achieve new accomplishments in the new era, the work of discipline inspection and supervision remains both arduous and long-term. Let us unite even more closely around the Party Central Committee with Comrade Xi Jinping at its core, follow the direction set forth by the 20th National Congress of the Party, carry forward the great spirit of Party building, remain confident and self-reliant, uphold integrity while fostering innovation, press ahead with vigor and determination, and fulfill our duties with an unwavering fighting spirit and an unrelenting mental attitude.
