The 7th Plenary Session of the 12th Committee of the Communist Party of China in Sichuan Province was held in Chengdu on June 17, 2025.
Attending the plenary session were 74 members of the Provincial Party Committee and 15 alternate members of the Provincial Party Committee. Also in attendance were members of the Standing Committee of the Provincial Discipline Inspection Commission, members of the Provincial Supervisory Commission, and responsible officials from relevant departments. Some grassroots representatives, experts and scholars, and representatives from related sectors among the delegates to the 12th Provincial Party Congress also attended the meeting.
The plenary session was chaired by the Standing Committee of the Provincial Party Committee. Wang Xiaohui, Secretary of the Provincial Party Committee, delivered a speech.
The plenary session reviewed and adopted the “Decision of the Sichuan Provincial Committee of the CPC on Promoting the Deep Integration and Development of Culture and Tourism and Strengthening and Expanding the Cultural and Tourism Industry.” Wang Xiaohui provided an explanation to the plenary session on the “Draft Decision (for Discussion).”
The plenary session fully affirmed the work of the Standing Committee of the Provincial Party Committee. All participants unanimously agreed that since the Sixth Plenary Session of the 12th Provincial Party Committee, in the face of a complex and severe macroeconomic environment, the Provincial Party Committee has firmly taken Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, fully implemented the decisions and deployments of the Party Central Committee and the spirit of General Secretary Xi Jinping’s series of important instructions on Sichuan’s work, carried out solid and in-depth study and education on the spirit of the Central Government’s Eight-Point Regulation, thoroughly, accurately, and comprehensively implemented the new development philosophy, adhered to the general tone of seeking progress while maintaining stability, vigorously promoted the implementation of major national strategies and the province’s own development strategies, further deepened reform in a comprehensive manner, gone all-out to boost the economy and advance construction, developed new quality productivity suited to local conditions, unswervingly pursued high-quality development, adopted multiple measures to promote economic recovery and improvement, continuously deepened high-level opening-up and cooperation, devoted heartfelt efforts to safeguarding and improving people’s livelihoods, advanced democratic and rule-of-law building in depth, carried out publicity, ideological, and cultural work in a solid manner, consistently strengthened disaster prevention, mitigation, and safe production efforts, and pushed forward comprehensive and strict governance of the Party in a thoroughgoing way—achieving new progress in all areas of work.
The plenary session pointed out that promoting the deep integration and development of culture and tourism is a major strategic deployment made by the Party Central Committee with Comrade Xi Jinping at its core, aimed at building a strong cultural nation and a strong tourism nation. This initiative holds great significance for enhancing cultural confidence, serving the people’s aspirations for a better life, and fostering high-quality development. Since the 18th National Congress of the CPC, General Secretary Xi Jinping has put forward a series of new ideas, new perspectives, and new judgments on advancing the deep integration and development of culture and tourism. He has emphasized adhering to the principle of using culture to enrich tourism and using tourism to highlight culture, and called for driving high-quality development of the cultural and tourism industries, truly making them pillar industries, industries that benefit the people’s livelihoods, and industries that bring happiness. General Secretary Xi Jinping attaches great importance to and places high hopes on Sichuan’s cultural and tourism development. He has issued important instructions on numerous occasions, entrusting Sichuan with the significant task of jointly building the Bashu Cultural and Tourism Corridor. He has urged fully showcasing the unique beauty of its natural ecology and the rich charm of its diverse cultures, thus writing a splendid Sichuan chapter in the grand narrative of a beautiful China. All sectors across the province must firmly implement the spirit of General Secretary Xi Jinping’s important instructions, place the deep integration and development of culture and tourism in an even more prominent position in governing and revitalizing Sichuan, accelerate the transformation of cultural and tourism resource advantages into advantages for high-quality development, and provide strong support for writing a new chapter of Chinese-style modernization in Sichuan.
The plenary session pointed out that Sichuan’s efforts to promote the deep integration of culture and tourism should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China as well as the Second and Third Plenary Sessions of the 20th Central Committee, and take the building of a new highland for the practical application of Xi Jinping’s cultural thought as the guiding principle. We must firmly grasp the direction of advancing socialist advanced culture, uphold the primacy of social benefits while achieving unity between social and economic benefits, adhere to the principle of culture as the soul and tourism as the body, leverage technology for empowerment, and prioritize conservation. We should focus on expanding and strengthening the cultural and tourism industry, deepen the integration of “culture and tourism plus various sectors” and “various sectors plus culture and tourism,” highlight the cultivation of high-level entities and the provision of high-quality products, promote the integration of brands, business models, services, and institutional mechanisms, and strive to forge a new path of deep integration between culture and tourism that is uniquely Chinese in character and showcases the charm of Bashu.
The plenary session pointed out that the overarching goal for Sichuan’s efforts to promote the deep integration and development of culture and tourism is as follows: By 2027, the province’s cultural and tourism development landscape will be further optimized, a group of culturally and tourism-oriented leading enterprises with strong competitiveness and driving force will be attracted and cultivated, and a number of culturally and tourism-integrated business models with distinctive Sichuan characteristics and advantages will be established. The value-added of cultural and related industries and total tourism expenditures will reach approximately RMB 380 billion and RMB 2 trillion, respectively, accelerating the cultural and tourism industry’s transformation into a strategic pillar industry. By 2030, the institutional mechanisms for the deep integration and development of culture and tourism will be more robust, significantly enhancing the influence of Bashu culture, the attractiveness of Sichuan tourism, and the competitiveness of the cultural and tourism industry, thus propelling the construction of a culturally strong province and a tourism-strong province to a new level.
The plenary session pointed out that we must wholeheartedly build the cultural and tourism brand “Jinxiu Tianfu—An Yi Sichuan.” We will develop world-class cultural and tourism landmarks, expand the international influence of iconic brands, create world-class cultural and tourism scenic routes, and launch high-quality tour itineraries with global appeal. We will enhance our distinctive cultural and tourism credentials by implementing the Tianfu Literary Masterpieces Initiative, deepening the development of renowned cultural and tourism cities, strengthening the cultural and tourism brands associated with Bashu’s celebrated figures, and creating premium cultural and tourism products under the “Chuan” brand. We will also carry out a global promotion plan for Bashu’s cultural and tourism offerings, bolster Sichuan’s cultural and tourism publicity and promotion platforms, enhance their functions in cultural exchange and tourism promotion, and step up new-media communications to make the Sichuan cultural and tourism brand even more well-known and shine brighter.
The plenary session pointed out that we should promote the comprehensive and all-round development of the cultural and tourism industry across the board and in all business formats. We should advance the protection of cultural heritage and the development of cultural and museum tourism, improve mechanisms for the protection and inheritance of cultural heritage, strengthen the protection, inheritance, and revitalization of intangible cultural heritage, and promote the renovation and upgrading of cultural and museum venues as well as the enhancement of their content. We should also develop themed cultural tours, in-depth study-and-research tours, and science popularization tours. We should drive the quality improvement and upgrading of red tourism, enhance the level of inheritance and promotion of revolutionary culture, advance the construction of the Long March National Cultural Park (Sichuan section), enrich the red tourism experience, and foster the integrated development of red tourism with rural tourism and eco-tourism. We should build a highland for the development of performing arts and sports events, attract high-level performing arts and sports events, develop locally distinctive performing arts and sports events, optimize platforms and carriers for such events, and promote the concept of “Traveling Along with Performing Arts (Film, TV, and Sports Events).” We should construct ecological health and wellness resorts, diversify specialized health and wellness tourism products, strengthen ecological sightseeing tourism, and build a number of high-quality tourism and resort areas. We should promote the deep integration of agriculture, culture, and tourism, systematically enhance the scenic quality of rural areas, enrich rural cultural and tourism business formats, and develop unique cultural and tourism products tailored to rural settings.
The plenary session pointed out the need to enhance the quality of cultural and tourism services and the consumer experience. We should build a comfortable and convenient system of cultural and tourism facilities, launch an initiative to strengthen and rejuvenate tourist attractions, improve the “fast travel, slow exploration” transportation network, and elevate the quality of tourism accommodations. We must also refine a visitor-centered cultural and tourism service system that focuses on precision, meticulousness, and tangible accessibility; boost the intelligentization level of cultural and tourism services; optimize measures to facilitate inbound tourism; and strengthen the standardization of the cultural and tourism market. Furthermore, we should expand the diversified supply of cultural and tourism consumption, promote synergistic integration and coordinated development among culture, sports, tourism, commerce, and exhibitions, establish national demonstration (pilot) cities for cultural and tourism consumption, cultivate 200 new “Shu Li An Yi” consumption scenarios, and organize high-quality events such as the West China International Fair, the Panda Consumption Festival, the Sugar and Wine Fair, and the Wine Expo. We will vigorously develop the first-launch economy, holiday economy, convention and exhibition economy, nighttime economy, low-altitude economy, and ticket-based economy, creating innovative, high-quality, and popular cultural and tourism consumption scenarios.
The plenary session pointed out that it is essential to deepen reform in the integrated development of culture and tourism. We should foster and strengthen cultural and tourism business entities, bolster key backbone cultural and tourism enterprises, accelerate the attraction and cultivation of leading cultural and tourism operators, and systematically nurture small and medium-sized cultural and tourism enterprises, establishing a full-lifecycle service system for cultural and tourism businesses. We must also deepen institutional reforms in cultural institutions and state-owned scenic areas, steadily advancing internal reforms in cultural institutions according to their respective categories, enhancing the quality and management standards of performing arts troupes, and furthering institutional reforms in the management and operation of state-owned scenic areas. We should explore the establishment of pilot zones for the integrated development of culture and technology industries, nurturing and strengthening key sectors such as film and animation, gaming and esports, digital creativity, online audiovisual media, ultra-high-definition video, and science fiction. We will speed up the construction of a cultural big data system and high-level innovation platforms, fostering the emergence of industrial clusters with national influence and driving power. We need to optimize the allocation of resource elements for the integration of culture and tourism, strengthen fiscal and financial support, improve mechanisms for guaranteeing land use for cultural and tourism projects, and build a high-quality workforce for the cultural and tourism sector. We must refine the coordinated mechanism for the integrated development of culture and tourism, uphold and strengthen the Party’s overall leadership over cultural and tourism work, establish and improve mechanisms for promoting key cultural and tourism projects, firmly assign responsibilities to Party committees (Party groups) at all levels, and enhance our capacity to drive high-quality development of the cultural and tourism industry.
The plenary session pointed out that studying, publicizing, and implementing the spirit of the provincial Party committee’s plenary session is a crucial political task for the entire province now and in the period ahead. Party committees (Party groups) at all levels must accurately grasp the profound significance, guiding principles, overall objectives, and key tasks of promoting the deep integration and development of culture and tourism. They should tailor specific measures to their own realities and ensure that the major policies and decisions of the Party Central Committee and the provincial Party committee are fully implemented and yield tangible results. We must expand and strengthen the cultural and tourism industry, promote diversification of business models, enhance the quality of product offerings, build a systematic brand image, and bolster the core strength of cultural and tourism enterprises. We need to deeply cultivate the cultural roots of Bashu, carry out high-level creation of outstanding literary and artistic works, ensure high-quality protection of cultural heritage and ecological resources, and build high-standard platforms for external cultural and tourism promotion. We must optimize the spatial layout of cultural and tourism development, establishing a differentiated regional development framework centered on world-class cultural and tourism cities, international tourist cities, regional tourism hub cities, distinctive tourist cities, and renowned counties, towns, and villages for Tianfu tourism. Together with Chongqing, we will jointly build the Bashu Cultural and Tourism Corridor and strive to take the lead nationwide in coordinated cultural and tourism development. We must elevate the level of cultural and tourism services, taking visitor satisfaction as a key benchmark for our work. We will vigorously improve transportation conditions, meticulously refine the service environment, and continuously enhance the rule-of-law environment, ensuring that tourists are drawn to us by our charm and leave satisfied and delighted.
The plenary session pointed out that in implementing the spirit of the provincial party committee’s plenary session, we must integrate it with our current work. All localities and departments should remain steadfast and confident, seize the policy window opportunities, and take full advantage of the favorable conditions in the second half of the year—such as expanding production capacity and boosting consumption—to accelerate progress, push forward with our work, and do everything possible to expand domestic demand. We must continuously strengthen industrial support, make every effort to stabilize foreign trade and foreign investment, continually enhance people’s well-being, firmly uphold the safety bottom line, effectively consolidate the foundation for stable economic operation, and resolutely achieve the annual targets and tasks. We should carry out solid and thorough study and education on the spirit of the Central Committee’s Eight-Point Regulations, persistently promote the comprehensive and strict governance of the Party in greater depth, and engage in work and entrepreneurship with an even more vigorous and proactive spirit, thus benefiting the people.
The plenary session reviewed and adopted the inspection report submitted by the Provincial Discipline Inspection Commission regarding the serious disciplinary and legal violations committed by Gu Zhengju and Wang Shanping, and confirmed the disciplinary action previously taken by the Standing Committee of the Provincial Party Committee—expelling Gu Zhengju and Wang Shanping from the Party.
The plenary session called on all sectors across the province to unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, continue to exert sustained efforts in promoting the deep integration of culture and tourism, accelerate the building of a culturally strong province and a tourism-strong province, and make new and greater contributions to energetically writing a new chapter for Sichuan’s modernization along Chinese characteristics.
