Communique of the Second Plenary Session of the 12th Committee of the Communist Party of China in Sichuan Province

The Second Plenary Session of the 12th Committee of the Communist Party of China in Sichuan Province was held in Chengdu from November 28 to 29, 2022.

Attending the plenary session were 79 members of the Provincial Party Committee and 15 alternate members of the Provincial Party Committee. Also in attendance were members of the Standing Committee of the Provincial Discipline Inspection Commission, members of the Provincial Supervisory Commission, and responsible officials from relevant departments. Some grassroots comrades, experts and scholars, and representatives from related sectors among the delegates to the 12th Provincial Party Congress also attended the meeting.

The plenary session was chaired by the Standing Committee of the Provincial Party Committee. Wang Xiaohui, Secretary of the Provincial Party Committee, delivered a speech.

The primary task of the plenary session is to firmly take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the important instructions delivered by General Secretary Xi Jinping on Sichuan’s work as our guiding principles; to thoroughly study and implement the spirit of the 20th National Congress of the Party; to use Chinese-style modernization as the driving force behind Sichuan’s modernization efforts; to take the construction of the Chengdu-Chongqing Twin-City Economic Circle as the overarching strategic lever; and to adopt “simultaneous advancement of the ‘four modernizations,’ integrated urban-rural development, and coordinated prosperity of the five regions” as our key approach. We will adhere to the general working principle of “upholding political integrity, promoting development, benefiting people’s livelihoods, and ensuring security,” thereby pushing Sichuan’s governance and rejuvenation to new heights and energetically writing a new chapter in Sichuan’s development on this new journey. During the session, participants listened to and discussed the work report delivered by Wang Xiaohui on behalf of the Provincial Party Committee Standing Committee, as well as the keynote report titled “Leading Sichuan’s Modernization through Chinese-style Modernization and Energetically Writing a New Chapter in Sichuan’s Development on the New Journey.” The session also reviewed and adopted the “Decision of the CPC Sichuan Provincial Committee on Thoroughly Studying and Implementing the Spirit of the 20th National Congress of the Party and Energetically Writing a New Chapter in Sichuan’s Development on the New Journey toward Fully Building a Modern Socialist Country.”

The plenary session pointed out that the 20th National Congress of the Party was an extremely important gathering held at a critical juncture when the entire Party and all ethnic groups across the country have embarked on a new journey toward fully building a modern socialist country and marching toward the second centenary goal. At this congress and at the subsequent First Plenary Session of the 20th Central Committee, a new central leadership collective centered on Comrade Xi Jinping was elected. The congress clearly affirmed that the “two establishments” represent a major political achievement of the Party in the new era and are the decisive factor behind the historic accomplishments and transformative changes made by the Party and the country. The congress also put forward new requirements for opening up a new realm of adapting Marxism to the Chinese context and the times, profoundly expounded on the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, clearly defined the missions and tasks of our Party in the new era and on the new journey ahead, formulated the major policies and guidelines for the Party and the country for the current and coming period, and outlined a grand blueprint for comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-style modernization. As a result, the congress has achieved a series of significant political, theoretical, and practical outcomes. All regions throughout the province must deeply grasp the decisive significance of the “two establishments,” thoroughly study and implement the spirit of the 20th National Congress, and ensure that the decisions and deployments of the 20th National Congress are faithfully implemented, take root, and yield fruitful results in Sichuan.

The plenary session fully affirmed the work of the Standing Committee of the Provincial Party Committee. There was unanimous agreement that, since the first plenary session of the 12th Provincial Party Committee, Sichuan has embarked on an exceptionally difficult and extraordinary development journey—marked by the overlapping of multiple challenges, the intertwining of various risks, and engagement on numerous fronts simultaneously. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Provincial Party Committee has thoroughly implemented the spirit of General Secretary Xi Jinping’s series of important instructions on Sichuan’s work and the decisions and deployments of the Party Central Committee. It has taken the task of welcoming, studying, publicizing, and implementing the 20th National Congress of the Party as its primary political mission and central theme of work. Adhering to the general principle of seeking progress while maintaining stability, the Provincial Party Committee has coordinated epidemic prevention and control with economic and social development, balanced development with security, and adopted extraordinary measures to respond to extraordinary times. It has earnestly carried out comprehensive efforts in economic, political, cultural, social, ecological civilization, and Party-building endeavors, thus driving new and significant progress across all areas of work.

The plenary session pointed out that the report of the 20th National Congress of the Party clearly sets forth the mission and tasks of our Party in the new era and on the new journey, marking the full launch of the comprehensive advancement of the great rejuvenation of the Chinese nation through Chinese-style modernization. It has sounded the charge for the entire Party to march forward toward the second centenary goal, and will surely be recorded in the glorious annals of the Party and the country’s development, and will undoubtedly usher in a great miracle in human history and the modernization process. The report of the 20th National Congress of the Party profoundly elucidates the distinctive features, essential requirements, and major principles that must be firmly grasped in pursuing Chinese-style modernization. This represents the crystallization of ideological and theoretical insights formed by our Party as it deeply summarizes the historical experiences of modernization both in China and in other countries around the world, continuously deepening its understanding of how a large Eastern country like China can accelerate its modernization, constantly refining its strategies, and continually enriching its practices. These major strategic arrangements and important requirements provide directional guidance for us as we plan and promote Sichuan’s modernization drive in the new era and on the new journey.

The plenary session pointed out that Sichuan’s modernization drive is a vivid microcosm of China’s path toward modernization, having undergone a long journey of struggle similar to that experienced by the country as a whole. At the current stage, Sichuan’s modernization exhibits the following key characteristics: First, industrialization is transitioning from the mid-stage to the mid-to-late stage; second, urbanization is accelerating rapidly; third, agricultural modernization is entering a phase of quality enhancement and efficiency improvement; fourth, informatization is in a period of unleashing new momentum; fifth, urban-rural development is moving toward deep integration; and sixth, regional development is entering a phase of coordinated optimization. These characteristics determine that Sichuan’s modernization journey is a collaborative process marked by the overlapping of multiple tasks, the synergy of multiple goals, and the parallel pursuit of multiple pathways. Therefore, it is essential to adopt a strategic, systematic approach to planning and promoting this process, so as to better adapt to the new stage, new tasks, and new requirements. The next five years represent a critical period for launching and making headway in the comprehensive construction of a modern socialist country. We must thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, proactively and positively define our position and role within the broader context of the Party and the state’s work in the new era and on the new journey. We must embody the distinctive features, essential requirements, and major principles that must be firmly upheld in China’s path toward modernization into all aspects of Sichuan’s work, continuously enriching and perfecting the overall framework for governing and revitalizing Sichuan. We should strive to forge a path of modernization that grasps the trends of our times, conforms to the laws of development, reflects Sichuan’s unique characteristics, and serves the national interest as a whole—thus writing a splendid chapter on China’s path toward modernization specifically for Sichuan.

The plenary session pointed out that, in alignment with the requirements set forth at the 20th National Congress of the Party and closely tied to Sichuan Province’s actual conditions and stage-specific development characteristics, we must take “the simultaneous advancement of four modernizations, integrated urban-rural development, and the joint prosperity of five regions” as our overarching guiding principle. This approach will promote the synchronized evolution of new industrialization, informatization, urbanization, and agricultural modernization in time, integrated spatial planning, and synergistic functional integration. We should accelerate the integrated development of urban and rural areas, foster coordinated prosperity between the province’s more developed and less developed regions, and thereby steer the overall modernization drive of Sichuan. Industrialization is an indispensable stage in modernization; we must focus on the real economy as the cornerstone of economic development, uphold the strategy of making industry the driving force behind provincial development, vigorously implement the strategy of building a manufacturing powerhouse, make significant strides in upgrading advantageous industries, work hard to transform traditional industries into new ones, and seek breakthroughs in scaling up emerging industries. With industry as the main engine, we will build a modern industrial system with distinctive Sichuan characteristics, while simultaneously implementing plans to empower and integrate the service sector and establishing a new, high-quality, and efficient service industry system. Informatization is the most prominent feature and hallmark of today’s era; we must better leverage its leading and driving role, accelerate the construction of Digital Sichuan, upgrade infrastructure toward greater informatization, promote the digital transformation of enterprises and industries, facilitate the digital transformation of the economy and society, and foster deep integration between the digital economy and the real economy. Urbanization is an inevitable path toward modernization; we must adhere to a people-centered approach to new-type urbanization, rely on city clusters and metropolitan areas to establish a coordinated development pattern among large, medium, and small cities, advance urbanization centered on county towns as important carriers, and speed up the formation of an overall urbanization layout characterized by rational division of labor, complementary functions, and positive interaction. Agricultural modernization holds special significance for Sichuan; we must uphold the priority of agricultural and rural development, focus on building a higher-level “Tianfu Granary” for the new era, and concentrate on constructing a modern agricultural system that integrates grain production with economic crops, equally emphasizes agriculture and animal husbandry, and promotes circular farming and breeding. We must further enhance the reputation of Sichuan as a major agricultural province. Integrated urban-rural development is an important hallmark of modernization; we must insist on using cities to lead rural areas and industry to boost agriculture, extend urban infrastructure to rural areas, expand public services to cover rural communities, and disseminate modern civilization to rural regions, thus accelerating the emergence of a new situation of shared prosperity between urban and rural areas. The joint prosperity of five regions is both a practical necessity for addressing imbalances in development and an imperative for advancing Sichuan’s modernization. We must fully consider the differences in endowments and development foundations across various regions, promote regional coordinated development at a high level, strengthen the modern Chengdu metropolitan area as a source of robust momentum, bolster secondary growth poles as powerful supports, accelerate the leapfrog development of less developed regions, and foster coordinated prosperity among the Chengdu Plain, southern Sichuan, northeastern Sichuan, Panxi Economic Zone, and northwest Sichuan Ecological Demonstration Zone. Promoting the construction of the Chengdu-Chongqing Twin-City Economic Circle is a strategic project of paramount importance. The 20th National Congress of the Party has designated it as a major national regional development strategy. We must regard it as the overarching driver of Sichuan’s modernization, intensify comprehensive cooperation with Chongqing, sing the “Twin-City Overture” through collaborative progress and mutual benefit, build the economic circle well, and jointly create a vital growth pole and new source of momentum for high-quality development nationwide. All localities and departments across the province must accurately grasp and firmly advance the principles of “simultaneous advancement of four modernizations, integrated urban-rural development, and joint prosperity of five regions,” and strive vigorously to push forward Sichuan’s modernization drive.

The plenary session pointed out that we must adhere to a systematic approach and focus on key tasks to provide strong support for Sichuan’s modernization drive. We should regard education, science and technology, and talent as strategic priorities, upholding the principle of giving priority to education, achieving self-reliance and strength in science and technology, and driving development through talent. We must coordinate efforts to build a province strong in education, science and technology, and talent, continuously fostering new drivers and advantages for development. Deepening reform and expanding opening-up should be taken as the fundamental driving force. We need to push forward reforms in key areas and critical links in greater depth, vigorously advance the construction of major open channels, deepen all-round openness and cooperation, comprehensively enhance the level of an open economy, and accelerate the building of a new high ground for reform and opening-up. Developing whole-process people’s democracy should be regarded as an important guarantee. We must improve the institutional framework of whole-process people’s democracy, safeguard people’s rights and interests through the rule of law, actively develop grassroots democracy, and continuously enhance governance capacity and standards. Cultivating cultural confidence and strength should serve as a lasting spiritual impetus. We must strengthen the cohesion and leadership of the socialist ideology, widely promote the core socialist values, vigorously develop cultural undertakings and industries, and boost the great development and prosperity of Bashu culture. Ensuring and improving people’s livelihoods and promoting common prosperity should be our guiding value. We must respond to the people’s expectations and address their livelihood demands, accelerate filling gaps in livelihood areas, gradually narrow income disparities between regions and between urban and rural areas, and steadily realize the people’s aspirations for a better life. Prioritizing ecology and pursuing green development should be our clear guiding principle. We will implement the “Ten Actions for Peaking Carbon Emissions,” continue fighting the tough battle against pollution, integrate the systematic governance of mountains, rivers, forests, farmland, lakes, grasslands, and deserts, and speed up the promotion of harmonious coexistence between humans and nature. Preventing risks and ensuring security should be treated as bottom-line tasks. We must strengthen capacity-building in key areas of security, improve the social public security prevention and control system, build a higher-level safe Sichuan, and firmly safeguard national security and social stability.

The plenary session pointed out that we must uphold and strengthen the Party’s overall leadership to provide a solid guarantee for Sichuan’s modernization drive. We must earnestly implement the general requirements for Party building in the new era, comprehensively promote the Party’s self-purification, self-improvement, self-reform, and self-enhancement, and strive to build Party organizations and the contingent of Party members and cadres at all levels across the province into an even stronger and more robust force. We must prioritize the Party’s political development, deeply grasp the decisive significance of the “two establishments,” regard practicing the “two safeguards” as the highest political principle and fundamental political responsibility, and always maintain high consistency with the Party Central Committee with Comrade Xi Jinping at its core in terms of political stance, political direction, political principles, and political path. We must persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and forge souls, profoundly understand the rich connotations and core essence of this thought, fully grasp its worldview and methodology, firmly uphold and effectively apply the standpoints, viewpoints, and methods running through it, and resolutely use it to unify thinking, will, and action. We must conscientiously implement the Party’s organizational line for the new era, adhere to the new-era standards for good cadres, establish a clear orientation that values practical achievements and selects cadres based on their actual performance, vigorously select cadres who are eager to work, willing to work, and capable of getting things done, and promote coordinated and comprehensive enhancement and strengthening of grassroots Party organizations across all fields. We must continue to intensify efforts to rectify conduct, enforce discipline, and combat corruption, vigorously address the “Four Winds,” deepen efforts to tackle corruption in areas where power is concentrated, funds are abundant, and resources are plentiful, resolutely punish “fly-level corruption” close to the people, strengthen the construction of a culture of integrity for the new era, and continuously consolidate and expand the overwhelming victory achieved in the fight against corruption.

The plenary session pointed out that thoroughly implementing the spirit of the Second Plenary Session of the 12th Provincial Party Committee is an important political task for the entire province at present. Party committees (party groups) at all levels should integrate the study, publicity, and implementation of the spirit of the 20th National Congress of the CPC and the spirit of the Provincial Party Committee’s plenary session, focusing on key deployments to ensure effective implementation, closely aligning with priority tasks to drive concrete action, and emphasizing a results-oriented approach to vigorously translate the decisions and plans of the Provincial Party Committee’s plenary session into tangible outcomes. We must rise to challenges, strive relentlessly, and earnestly focus on the key tasks of current economic and social development, unswervingly promoting high-quality development and ensuring a good start and steady progress in Sichuan’s new journey toward modernization. We must overcome difficulties and defuse risks, firmly safeguard our bottom lines, and coordinate efforts to address both development and security as equally important priorities. We should carry forward the spirit of struggle, enhance our ability to fight, and conduct epidemic prevention and control work in a scientific and precise manner, proactively identifying and resolving major risks across various fields, thus providing a new security framework to support a new development paradigm.

The plenary session emphasized that strength stems from unity, and achievements are born of struggle. Promoting the modernization of Sichuan in this new era and on this new journey is a shared political responsibility for the entire province, requiring active participation and proactive engagement from all sectors. Party committees at all levels must take overall charge, coordinate among various parties, and support the people’s congress, the government, the Chinese People’s Political Consultative Conference, as well as the courts and procuratorates in performing their duties and responsibilities according to law and their respective charters. They should also closely collaborate with various democratic parties, the Federation of Industry and Commerce, and non-party persons, and carry out solid work in mass organizations such as trade unions, the Communist Youth League, and the All-China Women's Federation, as well as in work related to Hong Kong, Macao, Taiwan, and overseas Chinese communities. By mobilizing the enthusiasm, initiative, and creativity of all sectors in the broadest and most comprehensive manner, we can better pool our collective strength to fully build a modern socialist Sichuan.

The plenary session calls on all sectors across the province to unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, fully implement the spirit of the 20th National Congress of the Party and the decisions and deployments of the provincial Party committee, press ahead with vigor and determination, forge ahead with courage and resilience, roll up our sleeves and work diligently, and strive to write a splendid Sichuan chapter in the Chinese-style modernization endeavor. Together, let us make greater contributions to fully building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation.
