The Sixth Plenary Session of the 12th Committee of the Communist Party of China in Sichuan Province was held in Chengdu on September 20, 2024.
Attending the plenary session were 76 members of the Provincial Party Committee and 17 alternate members of the Provincial Party Committee. Also in attendance were members of the Standing Committee of the Provincial Discipline Inspection Commission, members of the Provincial Supervisory Commission, and responsible officials from relevant departments. Some grassroots representatives, experts and scholars, and representatives from related sectors among the delegates to the 12th Provincial Party Congress also attended the meeting.
The plenary session was chaired by the Standing Committee of the Provincial Party Committee. Wang Xiaohui, Secretary of the Provincial Party Committee, delivered a speech.
The plenary session heard and discussed the work report delivered by Wang Xiaohui on behalf of the Standing Committee of the Provincial Party Committee, and adopted the “Decision of the CPC Sichuan Provincial Committee on Thoroughly Implementing the Spirit of the Third Plenary Session of the 20th CPC Central Committee, Further Deepening Comprehensive Reform, and Striving to Write a New Chapter for Sichuan’s Modernization with Chinese Characteristics.” Wang Xiaohui provided an explanation of the “Decision (Discussion Draft)” to the plenary session.
The plenary session fully affirmed the work of the Standing Committee of the Provincial Party Committee. There was unanimous agreement that, since the Fourth Plenary Session of the 12th Provincial Party Committee, faced with a severe and complex situation and multiple difficulties and challenges, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Provincial Party Committee has thoroughly implemented the decisions and deployments of the Party Central Committee as well as the spirit of General Secretary Xi Jinping’s series of important instructions on Sichuan’s work. The Committee has meticulously organized and carried out thematic education on studying and practicing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Party discipline education, proactively integrated itself into and served the implementation of national strategies, vigorously promoted the construction of the Chengdu-Chongqing Twin-City Economic Circle, deeply implemented the development strategy of “synchronizing the four modernizations, integrating urban and rural areas, and fostering the joint prosperity of five regions,” made every effort to boost the economy and advance construction, developed new-quality productive forces tailored to local conditions, unswervingly pursued high-quality development, steadily and swiftly deepened reform and expanded opening-up, earnestly strengthened democratic and rule-of-law governance, solidly carried out propaganda, ideological, and cultural work, continuously enhanced livelihood security and ecological environmental protection, firmly upheld the bottom line of safe development, and consistently advanced comprehensive and strict governance of the Party. As a result, in the new era and on the new journey, all undertakings for governing Sichuan and revitalizing Chuang have achieved new progress, and the comprehensive construction of a modern socialist Sichuan has taken firm steps forward.
The plenary session pointed out that the Third Plenary Session of the 20th CPC Central Committee has made strategic plans for further deepening reform in a comprehensive and all-round manner, closely aligned with the goal of advancing Chinese-style modernization. The "Decision of the CPC Central Committee on Further Deepening Reform in a Comprehensive and All-Round Manner and Promoting Chinese-Style Modernization," adopted at the session, together with the explanatory remarks and important speeches delivered by General Secretary Xi Jinping, provide the fundamental guidelines for driving comprehensive deepening reform in the new journey ahead. General Secretary Xi Jinping attaches great importance to Sichuan’s reform efforts and places high hopes on them. From the perspective of the nation’s overall strategic interests, he has entrusted Sichuan with a series of major reform tasks, clearly defining the key areas and priorities for Sichuan’s reform. The provincial Party committee firmly implements the Party Central Committee’s decisions and deployments on comprehensively deepening reform as well as the guiding spirit of General Secretary Xi Jinping’s important instructions. It proactively plans for reform and focuses its efforts on promoting it. As a result, a number of systemic and institutional barriers that have long constrained development have been effectively addressed, and a number of original, differentiated reform initiatives have achieved remarkable results, powerfully propelling Sichuan’s governance and rejuvenation to a new level. The current period and the coming phase represent a critical juncture for writing a new chapter of Chinese-style modernization in Sichuan. We must consciously place reform in an even more prominent position and unswervingly push forward comprehensive deepening reform in both breadth and depth. All levels across the province must deeply grasp the decisive significance of the “Two Establishments,” enhance our “Four Consciousnesses,” strengthen our “Four Confidences,” and uphold the “Two Safeguards.” We must firmly take the spirit of the Third Plenary Session of the 20th CPC Central Committee as the guiding principle for further deepening reform in Sichuan, spare no effort to ensure that the Party Central Committee’s decisions and deployments are fully implemented in Sichuan, and strive to take the lead in further deepening reform in a comprehensive and all-round manner.
The plenary session pointed out that Sichuan should further deepen reform in a comprehensive and all-around manner, adhering to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of the “Three Represents,” and the Scientific Outlook on Development. It is essential to fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and carry out General Secretary Xi Jinping’s series of new ideas, new perspectives, and new judgments on comprehensively deepening reform, as well as his important instructions on Sichuan’s work. We must fully, accurately, and comprehensively implement the new development philosophy, uphold the general working principle of seeking progress while maintaining stability, and remain committed to liberating minds, seeking truth from facts, advancing with the times, and pursuing practical and pragmatic approaches. This will further unleash and develop social productive forces, stimulate and enhance social vitality, and firmly grasp the six major principles. We must closely focus on deepening and solidifying the construction of the Chengdu-Chongqing Twin-City Economic Circle and thoroughly implementing the development strategy of “synchronizing the four modernizations, integrating urban and rural areas, and promoting common prosperity across five regions.” Taking economic structural reform as the driving force and taking the promotion of social equity and justice and the enhancement of people’s well-being as both the starting point and the ultimate goal, we should pay even greater attention to systematic integration, highlight key priorities, and ensure the effectiveness of reforms. We should introduce more original and differentiated reform initiatives that reflect Sichuan’s unique characteristics, improve the institutional mechanisms conducive to high-quality development, accelerate the building of Sichuan into a new highland for reform and opening-up in the new era, and provide strong impetus and institutional guarantees for fully building a modern socialist Sichuan.
The plenary session pointed out that Sichuan should further deepen reform in a comprehensive and all-around manner, anchoring itself on the overarching goal of further deepening reform proposed at the Third Plenary Session of the 20th CPC Central Committee, as well as the “seven key focus areas.” It is necessary to deepen reform across various fields—including the economy, politics, culture, society, ecological civilization, national security, and Party building—while placing particular emphasis on breakthroughs in leading-edge reforms such as boosting the vitality of market entities, promoting scientific and technological innovation and the commercialization of scientific and technological achievements, fostering integrated urban-rural development, appropriately separating economic zones from administrative districts, expanding opening-up to the west, advancing common prosperity, and leveraging digitalization and informatization to enhance economic governance. In this way, Sichuan can better shoulder the significant reform tasks entrusted to it by the Party Central Committee and General Secretary Xi Jinping. By 2029, Sichuan will have completed the reform tasks set forth in this decision. By 2035, its institutional mechanisms in all respects will be further improved, and it will basically achieve modernization of its governance system and governance capacity in sync with the rest of the country, thus essentially realizing socialist modernization.
The plenary session pointed out the need to deepen economic system reform. We must deepen the reform of state-owned assets and state-owned enterprises, thoroughly implement the Action Plan for Deepening and Upgrading State-Owned Enterprise Reform, and improve market-oriented operating mechanisms and the regulatory system for state-owned assets. We should optimize the development environment for the private sector by focusing on cost control to enhance the business climate and establish a comprehensive service system for private enterprises. We must deepen the market-oriented reform of production factors, refine the systems and rules governing factor markets, further advance the market-based reform of factor prices, accelerate the construction of a multi-dimensional logistics network, and promote the revitalization and efficient utilization of idle and underutilized assets in a categorized manner. We should optimize the institutional framework for building a manufacturing powerhouse and boosting industrial development in the province, develop new quality productivity tailored to local conditions, foster key industries by strengthening industrial clusters and supply chains, promote the high-end, intelligent, and green development of manufacturing, cultivate enterprises at different growth stages in a graded manner, and facilitate the deep integration of modern service industries with advanced manufacturing. We must improve the institutional framework for integrated urban-rural development, promote the classification and upgrading of county-level development capabilities, refine mechanisms for the urbanization of agricultural migrants, unleash the vitality of rural resources and factors, and enhance support systems aimed at strengthening agriculture, benefiting farmers, and enriching rural areas. We should strengthen the institutional framework for coordinated regional development, refine mechanisms for building the Chengdu-Chongqing Twin-City Economic Circle, deepen reforms that appropriately separate economic zones from administrative regions, establish regular support mechanisms for less-developed regions, and deepen comprehensive reforms in new development zones and pilot zones. We must deepen reforms of the fiscal, tax, and financial systems, improve mechanisms for implementing macroeconomic policies, strengthen coordination and synergy among fiscal, tax, and financial policies, and enhance the efficiency of fiscal resource allocation and the quality and effectiveness of financial services. We must firmly advance high-level opening-up, steadily expand institutional openness, build a platform system for westward opening channels, promote both the quantity and quality of foreign trade and foreign investment, and accelerate the establishment of strategic highlands for westward opening and new bases for participating in international competition.
The plenary session pointed out the need to promote coordinated reforms of the institutional mechanisms for education, science and technology, and talent development. We must deepen comprehensive educational reform, optimize the allocation of regional educational resources, further advance governance reforms under the school district system for compulsory education, promote the optimization of disciplines and specialties in higher education institutions, build a vocational education system that integrates vocational and general education and fosters industry-education integration, and improve the mechanism for collaborative education involving science and education. We should also deepen reforms of the science and technology system, optimize organizational mechanisms for major scientific and technological innovation, refine management of science and technology programs, strengthen organized basic research, enhance the role of enterprises as the main actors in scientific and technological innovation, and deepen reforms of mechanisms for transforming scientific and technological achievements. Furthermore, we must deepen reforms of talent development systems and mechanisms, carry out comprehensive pilot programs for reforming the national evaluation of scientific and technological talents, improve the system for attracting and cultivating leading scientific and technological talents, bolster grassroots talent teams, and establish sound incentive mechanisms to encourage urban talent to work in rural areas.
The plenary session pointed out that we must comprehensively advance reforms in the fields of political culture, social development, and ecological conservation. We should develop whole-process people’s democracy, implement systems ensuring that the people are masters of their own affairs, improve mechanisms for consultative democracy, deepen grassroots democracy, and refine the overall framework for united front work. We will build a Sichuan with a higher level of rule of law, improve local legislative working mechanisms, further promote administration according to law, refine the integrated enforcement system at the grassroots level, enhance the mechanisms for impartial law enforcement and judicial proceedings, and advance the construction of a law-based society. We will deepen reforms of cultural systems and mechanisms, fully implement the responsibility system for ideological work, establish a high-quality cultural supply system, and improve mechanisms for the protection and inheritance of cultural heritage. We will refine systems and mechanisms for safeguarding and improving people’s livelihoods, deepen reforms of employment and income distribution systems, enhance the social security system, deepen reforms of the medical and healthcare system, and improve the service system for the elderly and young children. We will deepen reforms of the ecological civilization system, improve the ecological and environmental governance system, refine mechanisms for green and low-carbon development, and continuously strengthen the ecological barrier in the upper reaches of the Yangtze and Yellow Rivers.
The plenary session pointed out that we must improve the institutional mechanisms for safe development. We should strengthen the service and guarantee functions of our nation’s strategic hinterland, enhance the resilience and security of industrial and supply chains, and build strategic bases to ensure the supply of critical primary products for the country. We need to establish sound long-term mechanisms for building a peaceful Sichuan, refine coordination mechanisms for national security work in key areas, improve public safety governance mechanisms, perfect institutional mechanisms for preventing and resolving major risks in key areas, and strengthen the social governance system. We should advance the modernization of the emergency management system and capabilities, bolster grassroots emergency preparedness infrastructure and forces, reinforce full-chain management of production safety responsibilities, refine emergency response coordination mechanisms, and improve the accountability system for food and drug safety.
The plenary session pointed out that we must strengthen the Party’s leadership over further deepening and comprehensively reforming. We should deepen institutional reforms in Party building, thoroughly implement the plan to consolidate hearts and souls with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, clearly adopt an orientation in personnel selection and appointment that values practical achievements and rewards cadres based on their actual performance, and improve the comprehensive assessment and evaluation system for cadres as well as mechanisms for putting these results into practice. We must continue to advance efforts to build a clean and honest Party and fight corruption, refine mechanisms for making political oversight more concrete, precise, and routine, improve long-term mechanisms for implementing the spirit of the Central Committee’s Eight-Point Regulations, establish a disciplinary education mechanism that combines regular and concentrated approaches, enhance mechanisms for jointly investigating and addressing unhealthy tendencies and corruption issues, and strengthen the grassroots supervision system. We must approach the implementation of reforms with the spirit of driving nails home, ensure that Party leadership is integrated throughout all aspects and stages of further deepening and comprehensively reforming, improve mechanisms for promoting reforms, refine mechanisms for incentivizing reform, respect the pioneering spirit of the grassroots and the masses, and fully mobilize the enthusiasm of all parties for reform.
The plenary session pointed out that thoroughly studying and implementing the spirit of the provincial Party committee’s plenary session is an important political task for the province both now and in the period ahead. Party committees (Party groups) at all levels must earnestly carry out publicity, explanation, and education and training, guiding party members and cadres at large to align their thinking with the spirit of the plenary session. All localities and departments should, based on their actual conditions, promptly plan and deploy measures, refine work tasks, and improve reform initiatives. They should focus on “boosting momentum” to advance economic system reform; on “fostering new opportunities” to deepen comprehensive innovation and institutional reforms; on “stimulating vitality” to drive reform in the field of opening-up; on “promoting coordination” to advance integrated urban-rural and regional development; on “safeguarding bottom lines” to strengthen reform in the areas of security and people’s livelihoods; and on “strengthening leadership” to enhance reform of Party building systems. We must promote the implementation and effectiveness of all reform tasks with the spirit of driving nails home. Further deepening reform comprehensively is a systematic undertaking that requires us to grasp the right timing, degree, and effectiveness, adopt forward-looking thinking to align with reform, meticulously organize and advance reform, ensure coordinated efforts through collaboration, encourage reform with an inclusive attitude, and evaluate reform outcomes based on concrete achievements and practical results, thereby genuinely enhancing its scientific rigor, foresight, initiative, and creativity.
The plenary session pointed out that in implementing the spirit of the provincial party committee’s plenary session, we must integrate it with our ongoing work. As a major economic province, Sichuan has a political responsibility to stabilize economic growth and achieve its annual targets. All localities and departments must squarely face the difficulties and challenges, strengthen their sense of responsibility and commitment, maintain strategic composure, bolster their confidence and self-assurance, fully implement the provincial party committee’s established plans, and strive to pick up the pace and deliver new achievements in the second half of the year, making every effort to sprint toward the year-end goals and tasks.
In accordance with the relevant provisions of the Constitution of the Communist Party of China and the Regulations on the Work of Local Party Committees of the Communist Party of China, the plenary session approved the resignation of Comrades Zheng Bei and Li Jianqin from their posts as members of the Provincial Party Committee due to their transfer out of Sichuan.
The plenary session calls on all sectors across the province to unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, fully implement the major policies and guidelines of the Party Central Committee and the decisions and arrangements of the provincial Party committee, forge ahead with vigor and embrace innovation, use reform as the driving force to better advance Sichuan’s modernization, and strive to write a new chapter for Sichuan’s Chinese-style modernization.
