From January 31 to February 4, a study session for provincial-level leading cadres and principal officials at the municipal bureau level was held in Chengdu to study and implement the spirit of the 20th National Congress of the Communist Party of China. At the opening ceremony, Wang Xiaohui, Secretary of the Provincial Party Committee, delivered a keynote report, and at the closing ceremony, he gave a concluding speech. He emphasized that we must firmly take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the series of important instructions by General Secretary Xi Jinping on Sichuan’s work as our guiding principles, deeply grasp the decisive significance of the “two establishments,” and more consciously uphold the “two safeguards.” We should translate the decisions and deployments of the 20th National Congress into concrete actions in Sichuan, thoroughly implement the strategic plan of “synchronizing the four modernizations, promoting integrated urban-rural development, and fostering the common prosperity of the five regions,” and strive to write a splendid chapter for Sichuan in the process of Chinese-style modernization.

In his keynote report, Wang Xiaohui first provided a systematic review and guided study of the spirit of the 20th National Congress of the Party. He pointed out that the spirit of the 20th National Congress is profound in thought and rich in content; therefore, we must repeatedly study it, think deeply about it, grasp it comprehensively, and thoroughly understand its core essence. To truly master and comprehend the spirit of the 20th National Congress, we should focus on grasping the congress’s central theme, understanding the achievements made over the past five years and the great transformations of the past decade in the new era, appreciating the profound insights into opening up a new realm for the sinicization and modernization of Marxism, fully grasping the rich connotations of Chinese-style modernization, firmly keeping in mind the major strategic plans for the development of the Party and the country, and earnestly implementing the major arrangements for upholding the Party’s overall leadership and exercising strict self-governance across the board. We must make continuous efforts to ensure that we not only understand but also apply what we learn. Leading cadres should engage in comprehensive study, thorough comprehension, and concrete implementation, setting an example to inspire all Party members and cadres to study deeply, understand profoundly, and act decisively—achieving unity between knowledge and practice and putting what we learn into action. Comprehensive study means reading the original texts and grasping their underlying principles, studying the report of the 20th National Congress and the Party Constitution in their entirety, and assimilating the important speech delivered by General Secretary Xi Jinping at the First Plenary Session of the 20th Central Committee. This should be combined with studying General Secretary Xi Jinping’s series of important instructions on Sichuan’s work, and linked to the great transformations of the past decade in the new era and Sichuan’s development and progress, so as to continually deepen our understanding. Thorough comprehension means repeatedly pondering the spirit of the 20th National Congress—grasping both its far-sighted political vision and profound theoretical thinking, as well as its scientifically formulated goals and strategic arrangements for work. From this, we should identify directions, find methods, generate ideas, and establish guidelines, integrating these insights throughout the entire process of thinking, decision-making, and carrying out tasks. Concrete implementation means firmly establishing the mindset of “one overall chessboard,” ensuring that our planning and promotion of local and departmental work are always premised on implementing the decisions and deployments of the Party Central Committee. We must align ourselves with the goals, tasks, and major initiatives set forth at the 20th National Congress, closely follow the overarching guiding principles, key approaches, and general strategies defined at the Second Plenary Session of the 12th Provincial Party Committee, and develop detailed, specific plans tailored to local realities. Step by step, we must ensure that the decisions and deployments of the Party Central Committee and the Provincial Party Committee are effectively implemented and yield tangible results at the local and departmental levels.
Subsequently, Wang Xiaohui elaborated in depth on concretizing the decisions and deployments of the 20th National Congress of the Party in Sichuan, striving to write a splendid chapter for Sichuan’s journey toward Chinese-style modernization, and strengthening organizational leadership and supporting guarantees for Sichuan’s modernization drive. He pointed out that comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-style modernization is a major decision made at the 20th National Congress of the Party. Standing at a higher starting point to plan for future development and writing a new chapter for Sichuan’s development on this new journey are important requirements put forward by General Secretary Xi Jinping regarding Sichuan’s work. How we can write a brilliant chapter for Sichuan’s journey toward Chinese-style modernization is a major question of our times that we must answer. The Second Plenary Session of the 12th Provincial Party Committee thoroughly implemented the spirit of the 20th National Congress of the Party. Based on a comprehensive analysis of our province’s actual development situation, it clearly proposed taking “the simultaneous advancement of four modernizations, integrated urban-rural development, and the joint prosperity of five regions” as the overarching framework guiding Sichuan’s modernization efforts. This strategic deployment—grounded in the central government’s directives, tailored to our province’s unique characteristics, and oriented toward long-term development—is a concrete action to implement the new development philosophy, actively integrate into and serve the new development pattern, and promote high-quality development. We must continue to deepen our understanding and enhance our awareness, and truly strengthen our consciousness and determination in implementing these guidelines.
Wang Xiaohui pointed out that in promoting the synchronized development of the “Four Modernizations,” we must firmly regard new industrialization as the main driving force, uphold the principle of making industry the cornerstone of provincial development, and vigorously implement the strategy of building a manufacturing powerhouse province. We should focus on key sectors with distinct advantages and strong growth potential, integrate industrial and regional layouts, concentrate resources, and apply targeted efforts to fully carry out the quality-enhancement and doubling-up plans for six major advantageous industries: electronic information, equipment manufacturing, food and light textile, energy and chemical industry, advanced materials, and pharmaceuticals and healthcare. This will help cultivate more enterprises worth hundreds of billions and clusters worth trillions, enabling industry to truly take the lead and shoulder the heavy responsibility. We must also solidly promote the integrated development of industry and services, strengthen the functions of the service sector, and create a synergistic effect between “Made in Sichuan” products and “Sichuan Services.” We need to deepen the integration of new industrialization and informatization, leveraging “5G + Industrial Internet” to connect traditional manufacturing equipment and digitize critical production processes, comprehensively enhance modern information infrastructure capabilities, and give Sichuan’s industry the wings of digitalization to soar. We should build and make good use of national-level science and technology innovation platforms and the national-provincial laboratory system, conduct research and innovation through mechanisms such as “listing challenges and appointing leaders,” and ensure that more innovative achievements move from paper to reality, from laboratories to production lines. We must foster positive interactions between new industrialization and urbanization, properly manage the relationship among people, production, and cities, take a people-centered approach as the starting point for urban planning, attract talent through vibrant industrial clusters, and provide efficient and high-quality governance services to retain talent. We should treat industrial parks as areas for urban spatial expansion and engines of economic growth, using enhanced comprehensive urban capacity to support industrial development and leveraging industrial growth to boost urban employment absorption capacity. We should advance urban renewal initiatives to enhance urban functions and elevate industrial levels. Finally, we must promote coordinated development between new industrialization and agricultural modernization, adhere to the principle of industry supporting agriculture, and vigorously promote the “three-chain integration” of agricultural production supply chains, sophisticated processing chains, and brand value chains. We should support cluster-based development of agricultural product processing industries, promote large-scale and standardized breeding of livestock and poultry such as pigs, ensure the effective supply of staple foods and other important agricultural products, and further enhance the intensification, standardization, organization, and market orientation of agriculture.
Wang Xiaohui pointed out that to promote the integrated development of urban and rural areas, we must strive to remove institutional barriers that perpetuate the dualistic structure between urban and rural areas, thereby fostering a new type of relationship between industry and agriculture, as well as between urban and rural regions—ensuring that those moving to cities can do so with confidence and those staying in rural areas can feel secure. We need to adopt reform-oriented approaches to break down obstacles to the flow of factors between urban and rural areas, focusing particularly on key areas such as the rural property rights system and the household registration system. We should intensify reform efforts by addressing the most pressing, difficult, and concerning issues faced by the masses, using practical innovation to drive reform and innovation, and endeavoring to develop distinctive pathways for integrated urban-rural development. We must continue to promote equal access to basic public services between urban and rural areas, accelerate the extension of municipal infrastructure and basic public services to rural regions and tilt resources toward farmers, ensure that critical facilities meet the same quality standards in both urban and rural areas, and actively facilitate equal access to and sharing of basic public services. We should comprehensively advance rural construction with solid steps, highlighting local characteristics, cultural identities, and regional features, paying close attention to harnessing the leading role of farmers themselves, and coordinating efforts across key areas such as rural industrial development, rural governance, environmental protection, and spiritual civilization building. We must leverage the important role of county-level regions in linking urban and rural economies, providing categorized guidance: accelerating development in counties surrounding large cities; promoting differentiated development in counties with specialized functions; guiding rational development in counties located in major agricultural production areas; facilitating orderly development in counties within key ecological function zones; and supporting the transformation and development of counties experiencing population loss. By doing so, we can speed up the process of turning counties into pivotal hubs for integrated urban-rural development.
Wang Xiaohui pointed out that to promote the coordinated development of the “Five Regions,” we must take the construction of the Chengdu-Chongqing Twin-City Economic Circle as the overarching driver. Based on each region’s unique resource endowments and economic foundations, we should tailor our approaches to foster leading-edge development, distinctive development, and collaborative growth. Advantageous regions should take the lead in development: Chengdu should accelerate its efforts to build a demonstration zone for park cities that embody the new development philosophy, continuously enhance its core functions and radiating influence, and speed up the integration process among Chengdu, Deyang, Meishan, and Ziyang. We should support regional hub cities in expanding their industrial scale and upgrading their urban capabilities, striving to create medium-sized economies with substantial economic scales. Moreover, we should encourage the rapid development of national and provincial new areas as well as various high-tech zones and economic development zones, thereby generating more new growth engines. The five major regions should adhere to distinctive development paths: The Chengdu Plain Economic Zone should focus on achieving comprehensive regional integration and significantly elevate its overall development level; the Southern Sichuan Economic Zone should proactively assume the role of a gateway for Sichuan’s southward opening-up, forging itself into the province’s second economic growth pole; the Northeast Sichuan Economic Zone should make good use of its three key resources—red culture, green development, and regional characteristics—to accelerate the establishment of a demonstration zone for revitalizing the old revolutionary base areas of Sichuan and Shaanxi and a model base for green industries; the Panxi Economic Zone should further polish its reputation as a pilot zone for innovative development of national strategic resources, speeding up high-quality development along the Anning River basin; and the Northwest Sichuan Ecological Demonstration Zone should prioritize the protection and restoration of its ecological environment, striving to be among the nation’s leading model prefectures for ethnic unity and progress. Both early-mover and late-mover regions should join forces in development by establishing paired mechanisms between the province’s advanced regions, departments, enterprises, and less-developed areas, formulating differentiated policies tailored to “one county, one strategy” and “one zone, one strategy,” and precisely channeling more resources and strengths toward less-developed and hilly areas, enabling these regions to overtake others and catch up during the new round of development.
Wang Xiaohui pointed out that implementing the spirit of the 20th National Congress of the Party and writing a Sichuan chapter on Chinese-style modernization is a systematic undertaking involving all fields and all levels. We must uphold and strengthen the Party’s overall leadership, solidify policy support, enhance our systemic thinking, adhere to upholding the correct principles while promoting innovation, promote integrity and upright conduct, and maximize the enthusiasm, initiative, and creativity of all parties. Only in this way can we ensure that our efforts and resources are fully focused on the central task of modernization, and together turn the grand blueprint into a beautiful reality.
In his concluding remarks, Wang Xiaohui pointed out that writing a splendid chapter on Chinese-style modernization for Sichuan is both a shared historical mission for the entire province and a major political responsibility that must be earnestly shouldered. All localities and departments should closely align their work with reality, identify the right entry points and priorities, clearly define key tasks, focus on primary areas of effort, and map out effective implementation strategies. They should strike the right “synchronization” chord, make solid progress in “integration,” and sing the song of “common prosperity,” thereby ensuring that Sichuan’s modernization drive in the new era and on the new journey gets off to a good start and gains strong momentum.
Wang Xiaohui emphasized that this year marks the inaugural year for setting the stage and getting off to a good start, making this year’s work particularly crucial. Since the beginning of the year—especially during the Spring Festival—the province’s economy has experienced a strong recovery momentum, with continuously improving development indicators reflecting the vitality and potential of our province’s economic growth. We must seize the opportunities, build on our current momentum, and press ahead with renewed vigor, stepping up our efforts to steadily boost the economy and achieve an overall improvement in economic performance. We have every confidence and determination to drive the economy toward steady recovery. This confidence stems from our province’s solid economic foundation, the significant opportunities we face for development, and the positive momentum currently evident in our development trajectory. To ensure a steady economic recovery, we must focus intently on key strategic deployments and ensure their effective implementation. We need to closely monitor consumption to accelerate its recovery and boost demand; closely track projects to stimulate investment and promote growth; closely focus on foreign trade to expand volume and enhance quality; closely support market entities by improving the business environment; closely safeguard agriculture to ensure stable production and supply; and closely address safety issues to prevent and mitigate risks. By continuously consolidating the current positive momentum of economic recovery, we can strive to seize the initiative as we speed ahead. To achieve a steady economic recovery, we must adopt a spirit of relentless effort and a pioneering attitude, working diligently and pragmatically. The initial phase sets the tone for the whole picture; the starting point determines the entire journey ahead. Time waits for no one, opportunities wait for no one, and development waits for no one. A single slow step will lead to slower progress down the line, whereas taking a faster step gives us the edge. All localities and departments must translate the outcomes of this study session into tangible results for development, adopting the spirit of “starting with a sprint” and “launching into full-speed mode right from the outset.” We must go all out to boost the economy, advance construction, and promote high-quality development, ensuring a strong start in the first quarter and fulfilling our annual targets and tasks, thus making greater contributions to the country’s overall development.
During the study session, group-based study and discussion sessions were conducted, and experts from the Central Party School were invited to provide specialized guidance. Members of the Provincial Party Committee’s Standing Committee each delivered keynote speeches, sharing their insights and outlining their work plans in light of their respective areas of responsibility. At the closing ceremony, each group presented reports on their study and discussion activities.
Leaders from the Provincial Party Committee, the Standing Committee of the Provincial People’s Congress, the Provincial Government, and the Provincial Chinese People’s Political Consultative Conference, as well as the President of the Provincial Court and the Procurator-General of the Provincial Procuratorate, together with principal officials from the party committees and governments of various cities (prefectures), all provincial-level departments (units), provincial research institutions, universities, and state-owned enterprises, attended the study session.
