The 20th National Congress of the Communist Party of China concluded successfully on the morning of the 22nd at the Great Hall of the People, following the election of a new Central Committee and a new Central Commission for Discipline Inspection, as well as the adoption of resolutions on the report of the 19th Central Committee, on the work report of the 19th Central Commission for Discipline Inspection, and on the Amendment to the Constitution of the Communist Party of China.
The Congress calls upon all Party members, the armed forces, and people of all ethnic groups across the country to unite closely around the Party Central Committee with Comrade Xi Jinping at its core, firmly bear in mind that empty talk harms the nation while practical action strengthens it, maintain unwavering confidence and shared resolve, roll up our sleeves and work diligently, and forge ahead bravely, united in our efforts to fully build a modern socialist country and comprehensively advance the great rejuvenation of the Chinese nation.

Today, the congress was scheduled to have 2,378 delegates and specially invited delegates, of whom 2,338 actually attended. The number of attending delegates exceeded half of the total number of delegates expected to attend, thus complying with the provisions of the congress’s election rules.
The meeting first approved the list of two chief poll watchers and 36 poll watchers.
Under the supervision of the chief scrutineer and the scrutineers, the attending delegates and specially invited delegates elected, by secret ballot, the 20th Central Committee, consisting of 205 full members and 171 alternate members, as well as 133 members of the 20th Central Commission for Discipline Inspection.
At 11:09, Xi Jinping announced that the 20th Central Committee and the Central Commission for Discipline Inspection had been elected at the 20th National Congress of the Party. The entire venue erupted in prolonged, enthusiastic applause.
Subsequently, the Congress adopted a resolution on the report submitted by the 19th Central Committee. The Congress approved the report delivered by Comrade Xi Jinping on behalf of the 19th Central Committee. The resolution noted that the report adopted by the Congress represents the crystallization of the wisdom of both the Party and the people; it is a political declaration and action program for the Party to unite and lead all ethnic groups across the country in achieving new victories in socialism with Chinese characteristics, and it is a programmatic document of Marxism.
The Congress holds that the theme of the Congress, as elucidated in the report, is the very soul of the Congress and serves as the general guideline for the development of the Party and the country. All Party members must hold high the great banner of socialism with Chinese characteristics, deeply grasp the decisive significance of the “Two Establishments,” resolutely uphold Comrade Xi Jinping’s position as the core of the Party Central Committee and the core of the entire Party, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, carry forward the great spirit of Party building, remain confident and self-reliant, stay true to our original aspirations while fostering innovation, press ahead with vigor and determination, and strive unitedly to build a modern socialist country in all respects and advance the great rejuvenation of the Chinese nation.
The Congress highly commended the work of the 19th Central Committee. The five years since the 19th National Congress have been extraordinary and remarkable. Over the past five years, the Party Central Committee—with Comrade Xi Jinping at its core—has assessed the situation with keen insight, upheld principles while fostering innovation, dared to fight, and excelled at fighting. It has united and led the entire Party, the People’s Armed Forces, and all ethnic groups across the country in effectively responding to a severe and complex international landscape and in confronting one after another enormous risks and challenges. With a spirit of vigorous endeavor and proactive action, it has continuously pushed forward socialism with Chinese characteristics for a new era, overcome many long-standing, intractable problems, accomplished numerous major undertakings of great significance for the long term, and achieved remarkable, globally acclaimed accomplishments in the cause of the Party and the country.
The Congress emphasized that, over the past decade since the 18th National Congress of the Party, we have witnessed three major events of profound practical significance and far-reaching historical importance for the cause of the Party and the people: First, we celebrated the centenary of the founding of the Communist Party of China; second, socialism with Chinese characteristics has entered a new era; and third, we have accomplished the historic task of poverty alleviation and built a moderately prosperous society in all respects, thus achieving the first centenary goal. The great transformations of the past decade in the new era hold milestone significance in the history of the Party, the history of New China, the history of reform and opening-up, the history of socialist development, and the history of the development of the Chinese nation. Under the revolutionary forging process, the Communist Party of China has become even stronger and more powerful; the Chinese people have displayed an even greater sense of historical consciousness and initiative; the great rejuvenation of the Chinese nation has entered an irreversible historical course; and scientific socialism, in 21st-century China, is brimming with new vitality and vigor.
The Congress emphasized that the great transformations of the past decade in the new era have been achieved through the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core and under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as through the united efforts of all Party members and people of all ethnic groups across the country. The Party’s establishment of Comrade Xi Jinping’s position as the core of the Party Central Committee and the core of the entire Party, as well as his guiding status for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, reflects the shared aspirations of all Party members, the armed forces, and people of all ethnic groups across the country, and holds decisive significance for the development of the Party and the state in the new era and for advancing the historical process of the great rejuvenation of the Chinese nation. On this new journey in the new era, the most crucial task in carrying forward the cause of socialism with Chinese characteristics is to deeply grasp the decisive significance of the “Two Establishments,” enhance the “Four Consciousnesses,” firmly uphold the “Four Confidences,” and resolutely safeguard the “Two Upholds,” consciously maintaining the highest degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core—in thought, politics, and action.
The Congress emphasized that since the 18th National Congress of the Party, our Party has dared to engage in theoretical exploration and innovation, deepening our understanding of the laws governing the Communist Party’s governance, the laws of socialist construction, and the laws of human social development from a completely new perspective. As a result, we have achieved major breakthroughs in theoretical innovation, most notably embodied in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The “Ten Clarifications,” “Fourteen Upholds,” and “Thirteen Areas of Achievement” put forward at the 19th National Congress of the Party and the Sixth Plenary Session of the 19th Central Committee summarize the main contents of this thought. We must uphold these principles for the long term and continue to enrich and develop them further.
The Congress stated that, from now on, the central task of the Communist Party of China is to unite and lead people of all ethnic groups across the country in fully building a modern socialist power and achieving the Second Centenary Goal, thereby comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-style modernization.
The Congress pointed out that Chinese-style modernization is socialist modernization led by the Communist Party of China. It shares common characteristics with modernization in other countries, yet it also possesses distinctive Chinese features rooted in China’s own national conditions. Chinese-style modernization is characterized by its massive population scale, the shared prosperity of all the people, the coordinated development of material and spiritual civilizations, harmonious coexistence between humanity and nature, and a path of peaceful development. The essential requirements of Chinese-style modernization are: upholding the leadership of the Communist Party of China, adhering to socialism with Chinese characteristics, achieving high-quality development, developing whole-process people’s democracy, enriching the spiritual world of the people, realizing common prosperity for all the people, promoting harmonious coexistence between humanity and nature, advancing the building of a community with a shared future for mankind, and creating a new form of human civilization.
The Congress pointed out that the overarching strategic plan for fully building a modern socialist country with Chinese characteristics is to proceed in two stages: from 2020 to 2035, basically achieve socialist modernization; and from 2035 to the middle of this century, build China into a prosperous, strong, democratic, civilized, harmonious, and beautiful modern socialist country. The next five years represent a critical period for launching and making headway in the comprehensive construction of a modern socialist country.
The conference emphasized that, on the path forward, we must firmly uphold the following major principles: upholding and strengthening the Party’s overall leadership; adhering to the path of socialism with Chinese characteristics; upholding the development philosophy centered on the people; persisting in deepening reform and opening up; and upholding the spirit of struggle.
The Congress approved the strategic plan outlined in the report for the development of the Party and the country over the coming period.
The conference emphasized that we must unswervingly implement the Overall National Security Concept, integrate the safeguarding of national security into every aspect and the entire process of Party and state work, improve the national security system, enhance our capacity to safeguard national security, raise the level of public security governance, refine the social governance system, and ensure national security and social stability.
The conference emphasized that achieving the centenary goal of building a strong military on schedule and accelerating the transformation of the People’s Armed Forces into a world-class military are strategic requirements for fully building a modern socialist country. We must thoroughly implement Xi Jinping’s Thought on Strengthening the Military, adhere to the military strategic guidelines for the new era, and effectively fulfill the missions and tasks of the People’s Armed Forces in the new era.
The conference emphasized that “one country, two systems” is a great innovation of socialism with Chinese characteristics and the best institutional arrangement for maintaining Hong Kong and Macao’s long-term prosperity and stability after their return to the motherland; it must be upheld over the long term. We must adhere to the One-China principle and the 1992 Consensus, consistently implement the Party’s overall strategy for resolving the Taiwan question in the new era, firmly oppose “independence” and promote reunification, firmly grasp the initiative and leadership in cross-Strait relations, and unswervingly advance the great cause of national reunification.
The conference approved the report’s analysis of the international situation and the deployment of diplomatic efforts.
The Congress emphasized that the key to fully building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation lies in the Party. We must unswervingly promote comprehensive and strict governance of the Party, deepen the new great project of Party building in the new era, and use the Party’s self-revolution to lead social revolution. We must implement the general requirements for Party building in the new era, improve the comprehensive system of strict governance of the Party, and comprehensively advance the Party’s efforts toward self-purification, self-improvement, self-innovation, and self-enhancement. We must uphold and strengthen the centralized and unified leadership of the Party Central Committee, persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and forge souls, refine the institutional framework for the Party’s self-revolution, build a high-quality cadre team capable of shouldering the great mission of national rejuvenation, enhance the political and organizational functions of Party organizations, adhere to a rigorous tone in strengthening conduct and discipline, and resolutely win the tough and protracted battle against corruption.

The Congress adopted a resolution on the “Amendments to the Constitution of the Communist Party of China,” deciding that these amendments shall take effect from the date of their adoption.
The Congress holds that, since the 19th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has consistently integrated the basic tenets of Marxism with China’s specific realities and with China’s outstanding traditional culture, putting forward a series of new concepts, new ideas, and new strategies for state governance and administration. These efforts have continuously enriched and developed Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, opening up a new realm for the sinicization and modernization of Marxism. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is contemporary Chinese Marxism and 21st-century Marxism; it represents the quintessence of Chinese culture and the Chinese spirit for our times. The Congress unanimously agreed to incorporate the new developments in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era since the 19th National Congress into the Party Constitution, so as to better reflect the achievements made by the Party Central Committee with Comrade Xi Jinping at its core in advancing theoretical innovation, practical innovation, and institutional innovation within the Party.
The Congress holds that, throughout its century-long struggle, the Party has consistently upheld its original aspiration and mission, united and led people of all ethnic groups across the country to write the most magnificent epic in the millennia-long history of the Chinese nation, achieved a series of great accomplishments, and accumulated invaluable historical experience. The Congress agrees to incorporate into the Party Constitution the content on the Party’s original aspiration and mission, its major achievements over the past century, and its historical experiences. The spirit of daring to struggle and daring to win is the powerful spiritual force that makes the Party and the people invincible. All the achievements made by the Party and the people have been attained through struggle. The Congress agrees to include in the Party Constitution the provision on promoting the spirit of struggle and enhancing the ability to struggle.
The Congress held that Comrade Xi Jinping, at the rally celebrating the 100th anniversary of the founding of the Communist Party of China, made a solemn declaration on behalf of the Party and the people, announcing that the Party had achieved its first centenary goal, fully built a moderately prosperous society, and was now marching forward toward the second centenary goal of fully building a modern socialist country. Accordingly, the Party Constitution has been amended to reflect this development.
The Congress holds that the 20th National Congress of the Party proposed comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-style modernization and has designated this as the central task of the Communist Party of China in the new era and on the new journey. The basic economic system of socialism—characterized by public ownership as the mainstay, the common development of diverse forms of ownership, distribution according to work as the primary principle alongside the coexistence of multiple distribution methods, and the socialist market economy—constitutes an important pillar of the system of socialism with Chinese characteristics. The Congress agrees to incorporate the above-mentioned content into the Party Constitution, and also agrees to include in the Party Constitution provisions such as gradually achieving common prosperity for all the people, grasping the new stage of development, implementing the new development philosophy of innovation, coordination, green development, openness, and shared benefits, accelerating the establishment of a new development pattern featuring domestic major circulation as the mainstay and mutual promotion of domestic and international dual circulations, promoting high-quality development, fully leveraging the role of talent as the primary resource, and fostering higher-quality, more efficient, more equitable, more sustainable, and safer development of the national economy.
The Congress holds that the comprehensive construction of a modern socialist country is a great and arduous undertaking with a bright future yet a long and challenging road ahead. The overall strategic plan for fully building a strong, modern socialist country consists of two stages: from 2020 to 2035, basically achieve socialist modernization; and from 2035 to the middle of this century, build China into a prosperous, democratic, civilized, harmonious, and beautiful modern socialist power. The Party Constitution has been amended accordingly.
The Congress agreed to incorporate into the Party Constitution provisions emphasizing the pursuit of a socialist rule-of-law path with Chinese characteristics, the development of a more extensive, more robust, and more complete whole-process people’s democracy, the establishment and improvement of systems and procedures for democratic elections, democratic consultation, democratic decision-making, democratic administration, and democratic oversight, as well as the coordinated promotion of development and security.

The Congress agreed to incorporate into the Party Constitution requirements such as promoting the great spirit of Party building—upholding truth and holding fast to ideals, staying true to our original aspiration and shouldering our mission, daring to make sacrifices and fighting bravely, being loyal to the Party and living up to the people’s expectations—and using the great self-revolution to lead the great social revolution. It also agreed to include in the Party Constitution provisions emphasizing the need to enhance political judgment, political comprehension, and political execution; to strengthen the consciousness and determination in implementing the Party’s theories, lines, principles, and policies; to advance the sinicization and modernization of Marxism; to recognize that the Party’s self-revolution is an ongoing process; to continuously improve the Party’s internal regulatory system; to reinforce the principal responsibility and supervisory responsibility for comprehensively enforcing strict Party governance; and to promote, in a coordinated manner, efforts to ensure that officials dare not be corrupt, cannot be corrupt, and do not want to be corrupt. Furthermore, the Party Constitution now includes as one of the fundamental requirements for Party building the commitment to adhering to the Party’s organizational line for the new era.
The Congress holds that the Communist Party of China is the core force leading our cause, and the Party’s leadership is the fundamental guarantee for realizing the great rejuvenation of the Chinese nation. The Congress agreed to incorporate into the Party Constitution provisions stating that the Party is the highest political leadership force and that we must uphold and strengthen the Party’s overall leadership.
The Congress believes that it is necessary to make appropriate amendments to certain articles of the Party Constitution, drawing on and incorporating the successful experiences gained in the Party’s work and Party building since the 19th National Congress of the CPC, and aligning these amendments with the revisions made to the General Program.
The Congress holds that, as we enter a new era, the situation facing the Party and the country is unprecedented in its complexity, the struggle is exceptionally intense, and the tasks of reform, development, and stability are extraordinarily arduous—unprecedented both in contemporary times and throughout history. It is precisely because we have established Comrade Xi Jinping’s position as the core of the Party Central Committee and the entire Party, and affirmed the guiding status of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, that the Party has been able to effectively address the prominent contradictions and problems that threatened its long-term rule, the country’s enduring peace and stability, and the people’s happiness and well-being. We have also eliminated serious hidden dangers within the Party, the state, and the armed forces, thereby fundamentally ensuring that the great rejuvenation of the Chinese nation has entered an irreversible historical process. The “Two Establishments” represent a major political achievement of the Party in the new era and are the decisive factor driving the historic achievements and transformative changes in the cause of the Party and the country. After the congress concluded its agenda, Xi Jinping delivered an important speech amid warm applause. Xi Jinping emphasized that, as delegates to the National Congress of the Party, we bear a glorious mission and a heavy responsibility. We must firmly keep in mind the Party’s original aspiration and mission, remain steadfast in our ideals and convictions, carry forward the great spirit of the Party’s founding, and earnestly study and thoroughly understand the Party’s theories, guidelines, principles, and policies. We must resolutely implement the strategic plans laid down by the Party Central Committee for fully building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation. Xi Jinping stated that during the congress, central committees of various democratic parties, the All-China Federation of Industry and Commerce, and people from all ethnic groups and sectors extended their congratulations to the congress. The broad masses of the people expressed their congratulations through various channels, and political parties and organizations from many countries sent telegrams and letters of congratulation to the congress. The Presidium of the congress would like to extend its heartfelt gratitude to them all.
Xi Jinping emphasized that the Communist Party of China has traversed a century of arduous struggle and has now embarked on a new journey of testing and examination. Following the election at the conference, non-Party figures who currently or formerly served as Vice Chairpersons of the Standing Committee of the National People's Congress and Vice Chairpersons of the National Committee of the Chinese People's Political Consultative Conference, vice chairpersons of central committees of democratic parties and the All-China Federation of Industry and Commerce based in Beijing, independent representatives, and representatives from religious circles—as well as members of the Standing Committees of the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference in Beijing who belong to democratic parties, are non-Party individuals, or represent ethnic and religious communities—attended the meeting as guests. Relevant officials from within the Party also attended the meeting.
The conference came to a successful conclusion amid the rousing strains of "The Internationale."
